About this file
This is a Request for Information (RFI) log for TARC Roof Repair, solicitation number W9133L26QA018. The document captures 18 questions submitted by prospective contractors during the pre-quote conference and site visit, along with government responses provided as of August 11, 2026.
Key requirements clarified through the RFI process include: the prime contractor must possess a Virginia Department of Professional and Occupational Regulation (VDPOR) contractor license as a condition of quote submission and award, as the TARC building is not federal property and the Armed Services Procurement Act exemption does not apply. Bid bonds are required per FAR clause 52.228-1, with the bid guarantee amount set at 20 percent of the bid price or $3,000,000, whichever is less. Both SAM.gov representations/certifications and Section 00 45 00 of the solicitation documents must be completed. Site visit attendance is not mandatory for offerors to submit offers. The awarded contractor will receive designated parking and laydown areas on the facility; delivery drivers requiring direct TARC access must be vetted and escorted. Pre-quote conference slides and attendance sheets were posted as of August 11, 2026, with all questions and responses captured in the RFI log posted to SAM.gov. Three questions remain pending responses: confirmation of available roof-area quantity, identification of restrictions on roof access and material staging, and confirmation of lightning-protection system certification requirements.

Please also clarify whether the requirement may be satisfied by a properly licensed Virginia roofing subcontractor performing the applicable construction work.

The prime contractor must possess a Virginia Department of Professional and Occupational Regulation (VDPOR) contractor license as a condition of submitting a quote and receiving award.
