PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

FOR

FACILITY MAINTENANCE SERVICES

PART 1

1 GENERAL.

SCOPE. The National Guard Bureau (NGB) requires Facilities Maintenance (FM) services to operate and maintain the Arlington Hall Station (AHS) at 111 South George Mason Drive, Arlington, Virginia. The FM contractor shall provide all program management, engineering, operation, maintenance, and repair services as specified herein, that are required to operate and maintain the facility.

1.2 BACKGROUND. The facility consists of two buildings constructed in 1992 and 2010 respectively. Each Building contains 250,000 square feet for a total of 500,000 square feet. The facility has approximately 3,000 employees. There are two parking garages, one on each side of the facility containing approximately 1,100 total parking spaces. The site encompasses 14.8+ acres.

1.3 Period of Performance (PoP). The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years.

1.3.1 There are certain tasks within the PWS that may be accomplished during other than PoP (i.e., maintenance on Contractor equipment, Contractor scheduling considerations, etc.). There will be mission situations that also require the Contractor to provide support/services during other than the PoP. Some of these situations are military exercises, contingency operations, weather emergencies, or when operational or maintenance support is required to support a facilities mission. When the Contractor’s access to a work area conflicts with an Army mission requirement; the Contractor shall schedule the work to minimize the disruption. Such scheduling may require work to be accomplished at times other than the PoP.

1.4 GENERAL INFORMATION.

1.4.1 AHS houses private offices, open administrative work areas, VIP offices, various mechanical, electrical and telephone rooms and closets, electrical switchgear rooms, emergency generator rooms, uninterruptible power supply (UPS) rooms, battery rooms (UPS), loading docks, arms room, supply room, FM contractor’s office, main telephone room, provost marshal’s office, kitchen and cafeteria, secure main computer room, secure distributive processing rooms, secure video teleconferencing center, operations centers (operated 24/7), distance learning laboratory, conference rooms, snack bar, mechanical penthouses, passenger elevators, service elevator and rest rooms.

1.4.2 The 14.8+ acre site encompasses the main buildings, the two parking garages, entry and service drives, visitor surface parking, National Guard Minuteman statues/plaques, lawn areas, plant beds, main entrance switchgear, underground ice storage tanks, underground fuel storage tanks, two office trailers, three guard shacks, two overwatch shacks, and one portable guard shack. Site access is restricted and controlled by perimeter fences, monitored security cameras, gates, bollards, pop-up barriers, guards and proximity cards readers

1.4.3 This is a federal government facility and represents a significant investment that must be properly operated and maintained to prevent deterioration of the building and property. The building incorporates technology that controls temperature, humidity, and environmental conditions. The operation of the facility must be in compliance with strict environmental and atmospheric control standards. Energy efficiency is an important consideration.

1.4.4 The Facility hosts routine visits by members of Congress, Cabinet level staff, Department of Defense VIP’s and staff, NGB General Officers, General Officers and staff from the fifty four states and territories as well as other dignitaries, retired government employees and contractors. On occasions, evening activities will occur, usually in the form of social events and various classes and meetings. Accordingly, all contractor personnel shall abide by strict standards of personal behavior. Smartness of appearance and cleanliness of the facility is exceptionally important. An escort policy for restricted areas is strictly enforced.

1.4.5 The Facility is currently undergoing an Energy Conservation Project with five Energy Conservation Measures (ECM). The ECMs are: ECM-1 HVAC system upgrades, ECM-2 Control upgrades, ECM-3 Lighting upgrades, ECM-4 Information Technology upgrades, and ECM-5 Water Conservation upgrades. These ECMs and replacement equipment will be installed before the start of this Facility Maintenance Contract. The Contractor should note that the provided equipment list may change due to this project. The Contractor should also note that the newly installed equipment will have a one year warranty plus any manufacturer’s warranty.

1.4.6 Quality Control (QC) Plan. The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary. After acceptance of the QCP, the contractor shall obtain the Contracting Officer’s (KO) acceptance in writing of any proposed changes to its QCP.

1.4.7 Quality Assurance (QA). The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).

1.4.8 Recognized Holidays: Except as otherwise specified, the Contractor shall not schedule routine work on federal holidays or any other day designated as a holiday by federal statute or executive order. The following holidays are observed by the Federal Government:

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

1.4.9 Hours of Operation. The contractor is responsible for conducting business, 24 hours a day Monday thru Friday and 1800-2400 on Sunday. The core business hours of NGB are between 0600 and 1800 hours. The contractor shall perform work on all Federal holidays and when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

Work may be required occasionally at other than the reflected. These hours represent the hours during which the Contractor services shall be available to customers. Deviations are identified in the individual paragraphs of the PWS. The Contractor may be required to perform requirements of any paragraph of the PWS that occurs outside the core operating hours. The Contractor shall utilize the operating hours as a guideline to establish the most efficient timeframe to perform the work.

1.4.9.1 When the installation is closed on a regularly scheduled work day due to inclement weather or other conditions, the Contractor shall continue performance of work. Likewise, the Contractor shall respond to emergencies 24 hours per day, 7 days per week, including Federal holidays. The Contractor shall also perform snow and ice removal IAW requirements of paragraph 5.43. For other nonessential work the Contractor shall reschedule as appropriate.

1.4.9.2 The Contractor shall provide fully qualified personnel to perform emergency services on a 24 hour basis as directed by the Contracting Officer’s Representative (COR). The Contractor shall establish an After Hours Emergency Call Number for immediate reporting of afterhours outages and emergencies.

1.4.10 Place of Performance. The work to be performed under this contract will be performed at the Army National Guard Bureau, Arlington Hall Station, Arlington, Virginia, 22204-1382.

1.4.10.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.10.2 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation.

Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times.

The contractor shall ensure compliance with all regulations and orders of the installation which may affect performance.

1.4.11 Security Requirements. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DOD, HQDA and/or local policy.
