SUBSECTION IV
INDEFINITE DELIVERY INDEFINITE QUANTITY
5.74 UNIT PRICE BOOK (UPB) & SOFTWARE. The R.S. Means Facilities Construction and Facilities Maintenance and Repair (UPB) and the approved compatible estimating software shall be utilized for all applicable Work Order pricing under Government designates 4Clicks Project Estimator as the estimating software and UPB for this contract and as the sole source of pre-priced costs. Work tasks required for completion of specific project requirements that are not considered part of the "complete, in-place alterations/repairs" of UPB items or are not otherwise contained in the UPB are called non-pre-priced (NPP) items, and their use is defined herein. “Actual” market pricing is not relevant under this contract except when necessary for calculating NPP work tasks. Any difference between actual prices and UPB pricing shall not constitute grounds for failure to perform nor shall be grounds for any equitable adjustment in the price for the Work Order.
a. The estimating software shall be fully compatible with the R.S. Means databases, and shall readily accommodate the application of the R.S. Means City Cost Index (CCI) location factors, the contractor’s coefficient(s), and the incorporation of NPP cost items. Within fourteen (14) calendar days of contract award, the contractor shall acquire 4Clicks Project Estimator and associated software trial versions meeting these criteria and submit them to the Government for approval prior to purchasing.
b. R.S. Means UPB net unit prices for the description of work to be accomplished at the unit of measure identified. These net prices provide consideration for all direct labor, materials, and equipment costs necessary to provide complete, in-place alterations/ repairs(or demolition), and include overhead and profit (OH&P) considerations for the executing (or sub) contractor level.
5.74.5 UPB APPLICATION – GENERAL CONSIDERATIONS.
5.74.5.1 Content. The pricing contained in the R.S. Means UPB reflects National average pricing of labor, equipment and materials for both large and small construction and repair projects captured by the publisher. The publisher states that this cost data is intended primarily for commercial and industrial projects costing $10K to $1M. The cost data contains net unit prices for the description of work to be accomplished at the unit of measure identified. These net prices provide consideration for all direct labor, materials, and equipment costs necessary to provide complete, in-place alterations/ repairs (or demolition), and include overhead and profit (OH&P) considerations at the executing (or sub) contractor level. Under this contract, this data shall be adjusted with the applicable R.S. Means City Cost Index (CCI) location factors (selected and applied for Arlington County Virginia) for the individual projects and the appropriate contractor’s coefficient.
5.74.5.3 Other Considerations Applicable to this Contract. Due to how cost data is developed by various vendors, differences between R.S. Means UPB and other available published cost data is expected and shall not constitute grounds for requesting additional consideration under this contract.
5.74.6.6 Location Factors. R.S. Means City Cost Index (CCI) location factor adjustments (“Total”) shall be applied to each project cost proposal total prior to submission to the Government, in order to refine the national averages used in R.S. Means UPB data to local market conditions as much as possible. No other adjustments which may be available within the UPB shall be applied.
5.74.6.7 Line Item Cost Adjustments. The only adjustment of price for the construction line items is the contractor coefficient (with the appropriate R.S. Means City Cost Index (CCI) location factor). All prices in the UPB are for complete and in-place construction unless explicitly described otherwise. Incidental fasteners (nails, screws, weldments, adhesives or other connectors), incidental options/accessories, and small tools required for a normal installation are included in the line item cost unless the line item description specifically states otherwise. Line item prices include all work required to result in the end finish specified in the line item unless the line item description specifically states otherwise. Equipment costs include normal operating expendables and servicing including routine parts. All line item prices are valid to perform the work described to a height up to fourteen feet above finished floor or grade level unless the line item description specifically states otherwise. Testing, adjusting, balancing and start-up of installed equipment (normal commissioning) and up to four hours of familiarization training for operation and maintenance of that equipment, is included unless the line item description specifically states otherwise. Scaffolding/lifts, Staging, etc. will be allowed only on a Work Order basis (per job), not per subcontractor or discipline.
5.75.1 PREPRICED COEFFICIENT. The Contractor shall develop and bid a location-specific multiplier(s) to be applied against the published Unit Price Book cost line items for the purpose of providing consideration to the Contractor for the following in-direct costs: over-all contract & individual project management and supervision; profit; office rental & expenses; Contract Quality Control; worker safety equipment; environmental protection; mobilization and close out for the total contract as well as personnel & small tools/equipment for each project order; consultant fees; all waste and excess material; incidental construction debris removal and site cleanup; UPB costs confidence (to include issues regarding how the cost data are captured and the size/types of projects they reflect); allowance for differences between location-specific wage rates and the rates used in the UPB line items; protection and/or incidental moving of Government property (i.e. furniture, etc.); contingencies; interest associated with funding of equipment and payroll; travel; depreciation of equipment or facilities; employee payroll taxes;
sales taxes not covered by Government-furnished tax exemption certificates; performance and payment bonding; insurance (to include Builder's Risk for new construction); payroll fringe benefits; risk of lower project volume than expected; risk of inflation costs; risk of poor or late (sub)contractor performance and requirement for re-performance; variances in subcontractor or worker availability, & other local market conditions for each site not addressed by R.S. Means City Cost Index (CCI) location factors; business taxes, contributions, memberships, corporate headquarters support, other risks of doing business; acceptance testing; work-site security; etc..
