| Page 33 | The subcontractors that have to take this training is it full time subcontractors? How about landscapers, snow removal, pest control ect. How many hours does the training take? | Yes, all need to take this training. Timing is unknown. | This question deals with the Anti-terrorism (AT) Level I Training requirement - In reference to your response "all need to take this training" - We can understand all personnel who are assigned on a regular basis to the facility, however, our concern is with respect to personnel of vendors who would normally be on-site only when escorted, and who may only ever visit the site once for a service call. Please clarify whether or not, absolutely everybody (who ever services the facility, no matter if that is only one time), must take this training. Additionally, the Government should have a metric on how long it takes personnel to complete this training, please provide the average completion time so that this can be appropriately factored into pricing. | Personnel assigned on site are subject to this training. Sub-Contactors not assigned to this site are not subject to this training. Training typically takes one (1) hour to complete. | 29-Dec |

Paragraph 1 Page 34 The subcontractors that have to take this training is it full time subcontractors? How about landscapers, snow removal, pest control ect. How many hours does the training take? Yes, all need to take this training. Timing is unknown. This question deals with the iWatch Training requirement - In reference to your response "all need to take this training" - We can understand all personnel who are assigned on a regular basis to the facility, however, our concern is with respect to personnel of vendors who would normally be on-site only when escorted, and who may only ever visit the site once for a service call. Please clarify whether or not, absolutely everybody (who ever services the facility, no matter if that is only one time), must take this training. Also please see our clarification request for questions 12 and 13 below.
Further, the RFP states that "training standards provided by the requiring activity

How many hours does the training take? | Yes, all need to take this training. Timing is unknown. | This question deals with the Information Assurance (IA)/Information Technology (IT) Training requirement - In reference to your response "all need to take this training" - the RFP states that this is a requirement for all personnel prior to being granted systems or network access. Our concern is that the Government's answer seems to include all personnel who service the site. Please confirm that this training is only required for personnel who actually require systems / network access at NGB. Additionally, the Government should have a metric on how long it takes personnel to complete this training, please provide the average completion time so that this can be appropriately factored into pricing. | Personnel assigned on site are subject to this training. | Page 44 | What type of communication equipment is allowed in the building especially in secure areas? Does the Gov have a special radio or band for the building and secure areas? | No communication equipment is allowed in the secure areas. | What has been approved in the past, what is being used by the incumbent contractor now? We need to understand if there are expectations for the use of any existing bands used at the NGB so that we can appropriately price communications devices. Are radios currently used by the incumbent, or cell phones for operations in un-secured areas? | Cellular telephones are used by the incumbant contractor in unsecured areas only. No the government has not designated a radio band for use in any area for the maintenance contractor. | 29-Dec |

The Government answered only part of this question. Offeror still seeks a response to the following:
| Will offerors lose points if their PM doesn’t have the non-mandatory FMA or BOMA designation but states they will have it in the first 12 months of the contract? | No, the offeror will not lose points if their PM doesn’t have the non-mandatory FMA or BOMA designation but states they will have it in the first 12 months of the contract. | 29-Dec |

First - What EPA or Commonwealth of Virginia Permit does the AHS not possess for which this is referenced? Is this a Hazardous Waste Disposal Permit? - Offeror is requesting that the Government be specific about what permits it requires the contractor to secure on behalf of the facility. We are requesting an opportunity to see the cafeteria environment and its equipment for which we will be responsible. | The offeror will have to used Section J, Attachment 1, Appendix II-F and the knowledge that the equipment is four (4) years old to base pricing on. | 29-Dec |

The Government needs access for 2 individuals. Change orders will not be allowed for actual costs. | What version of 4Clicks is currently in use? Further, with respect to changes - what is the Government's process for when unforeseen circumstances beyond the contractors control are the reason for increased costs - for example, a discovery made during the repair that makes the job larger than that specified in the task order? | Currently, the government is not using 4Clicks. Paragraph (n/a – XLSX)
| Page (n/a – spreadsheet) | Is there a sheet for the fixed price portion? What is the proposed hourly count we are to put down, as isn’t this to be used for additional work line items? | Please show your firm’s approach toward this requirement | The Government's answer is vague and does not answer the question. The Government has issued a price spreadsheet and would like a price buildup with supporting documentation. Previously the Government has stated that the J.12 is for the IDIQ portion of the contract. We are confused by the reference to the CLIN's on the J.12, because it conflicts with the prior answer that J.12 is for IDIQ (reference Q&A release of 4 December - Question 196 - Government's response is "Section B is for Fixed Priced; J.12 is IDIQ" - If, as stated, J.12 is for IDIQ, why does J.12 try to total out the CLINS, this is confusing, and it is not possible to calculate the CLINS with J.12 because only one labor category can be added, there are no entries for ODC's, materials, etc, that are all part of the FFP build up, further, J.12 requests hours by labor category, which is not possible to forecast on the basis of task orders that are yet to be specified. | The firm fixed price section includes CLINs 1 through 4. The IDIQ protion includes CLINs 5 through 7. | 29-Dec |

In regards to the Minimum and Maximum quantity and order value for Delivery/Task Orders issued under CLINs, is the missing information provided by the Government to the Contractor? If not, please explain how the bidder would complete this table? | 3-Dec-15 | What is your proposed amount and please add optimal proposed amount from your firm. | The question doesn't make sense as all section B has on it is Maximum. Please confirm that Section B is for our fixed price portion of the work and attachment J 12 is for IDIQ rates and doesn't have anything to do with Schedule B FFP rates. | Section B is CLIN structures and Attachment J 12 is pricing spreadsheet. | This response is still unclear. There are several fundamental, structural areas of the pricing that we are requesting be better clarified. Please see new question N1 below. | J.12 Pricing Spreadsheet has been revised. |
| 194 | Reference PWS Section L, L.7.2. PWS states the proposal shall set forth a summary of the total prices that reflect CLIN structure in Section B. In order to maintain a minimum level of commonality between proposals, each offerors is required to complete (in entirety) three (3) summary spreadsheets provided in Section J, Attachment 12. The summary spreadsheets shall be provided for the base effort and each option year. All documentation furnished to support the summaries are to be provided in a format chosen by the offerors that is easily traceable to the summary sheets.h Attachment 12 only shows columns for Proposed Labor Category, Proposed Rate, Proposed hours, and CLIN total for each CLIN listed in Attachment 12. We assume bidders are to add rows to accommodate multiple positions under a specific CLIN. However there is no indication where bidders would include other direct cost such as materials, tools, equipment, Miscellaneous ODCfs, G&A, Fee, etc. Question: Where are bidders to include other than labor cost such as materials, tools equipment etc. in attachment 12? Question: Attachment 12 does not include a CLIN for 0002 MAINTENANCE-PUBLIC WORKS (BASE YR) FFP. Will the government please amend the Attachment 12 to include the CLIN accordingly? | 4-Dec-15 | We are requesting based on FFP contract requirement. | Is attachment J 12 just requiring Hourly rates for IDIQ projects over $2,500 and all of the FFP is to be included on the schedule B sheet in the RFP? | This should address Preventive Maintenance and Operations (essentially the Firm Fixed Price Portion of the effort). It would not apply to those efforts where a Unit Price Book would be used for repairs. | This response is still unclear. There are several fundamental, structural areas of the pricing that we are requesting be better clarified. Please see new question N1 below. | J.12 Pricing Spreadsheet has been revised. |
| 196 | Reference PWS Section B Supplies or Services and Prices. CLIN and SubCLIN for Repair Services and Attachment 12 for the same CLINs and SubCLINs suggest the contract is to include pricing for undefined Repairs. Question: Please clarify how bidders are to propose labor and labor related Cost for Repairs for each CLIN and SubCLIN when the government has not provide any workload data for this services for each CLIN and Sub CLIN? | 4-Dec-15 | Sample task Attachment 11 is uploaded for sample repair and maintenance requirement. | Is section B for just fixed price work under $2,5000 and J.12 for IDIQ rates for projects over $2,500? | Section B is for Fixed Priced; J.12 is IDIQ | This response is still unclear. There are several fundamental, structural areas of the pricing that we are requesting be better clarified. Please see new question N1 below. | J.12 Pricing Spreadsheet has been revised. |
| Please Clarify | Vol III is past performance and all that is required in section L is the past performance questionnaire for our customers we don’t have the completed questionnaire so what does the Government want to see please update section L based on what you want to see? | The answer was not provided. Please confirm that all the Government intends to receive and evaluate for Past Performance is the returned surveys and POC list and nothing else. If the Government is expecting narrative or other information in response to this evaluation factor, please inform offeror's of such (Reference L.6) | Please refer M.4.3. Factor 3 - Past Performance Factor. | ||||
| N1 (New Question 1) | Question N1 consolidates each of our questions related to pricing in order to receive clarification with respect to the separate elements of pricing submission. This is a multi-part question. |
Background: Based on the Government's responses, we interpret that Schedule B, which is the CLIN structure represents the offerors price for the FFP portion of the contract, we further interperet that the J.12 pricing spreadsheet is limited to the additional IDIQ work for the contract (work that is seperate from the FFP and task order based). We request the following clarifications:
1. Reference Attachment J.12 - Confirm that J.12 covers only additional IDIQ work.
2. Reference Attachment J.12 - Assuming that J.12 covers only additional IDIQ work, e.g. Unit Price Book priced task orders, then why is the Government requesting offerors to provide Proposed Labor Hours? Hours cannot be known at this time for task orders that will be issued in the future. Please clarify.
3. There is confusion with respect to Schedule B. The term Maintenance, and the Term Repair are not defined in the RFP - further, in most locations the term is used as a combined term, for example; Maintenance and Repair. Specifically we request clarification on what is the difference between, and what is to be included in the following:
a. What is the differece between CLIN 2001AA Maintenance-Ground Maintenance Vs. CLIN 2004AA Repair-Ground Maintenance? Based on the PWS, what is the distinct scope of each to be included in the FFP?
b. What is the differece between CLIN 2001AB Maintenance-Pest Management Vs. CLIN 2004AB Repair-Pest Management? Based on the PWS, what is the distinct scope of each to be included in the FFP?
| c. What is the differece between CLIN 2001AC Maintenance-Removal of Snow/Ice/Sand and Street Sweeping Vs. CLIN 2004AC Repair-Removal of Snow/Ice/Sand and Street Sweeping? Based on the PWS, what is the distinct scope of each to be included in the FFP? | This is a new question set | 1. & 2. J.12 Covers both IDIQ and Firm Fixed Price. See revised Pricing Spreadsheet. 3a. MAINTENANCE – GROUNDS MAINTENANCE is the routine upkeep of exisiting landscaped areas. REPAIR GROUNDS MAINTENANCE is the replacement of landscape plantings and trees. 3b. MAINTENANCE – PEST MANAGEMENT is the routine treatment of areas for pest control. REPAIR PEST MANAGEMENT is the treatment of unforseen infestations. 3c. Snow maintenance is clearing of snow and ice treatment. Snow repair is the hauling of snow from the site. | ||
| N1 (New Question 1) Continued | 4. What is the relevance of the Sample Task Order to the preparation of offerors submissions. There are no instructions for the purpose of the Task Order in either Section L, Section M, or any amendments. Is the Sample Task Order for information only, or, does the Government intend another purpose for releasing the Sample Task Order? If for another purpose, the Government has not yet communicated that purpose to offerors. The Sample Task Order is referenced only two times in the RFP, the first instance is on the list of attachments, and the second instance is simply the title line of the attachment. | This is a sample only to provide the offeror an idea of what type of work they will do. | ||
| N1 (New Question 1) Continued | 5. In section L.7.2, the Government states "each offeror is required to complete (in entirety) three (3) summary spreadsheets provided in Section J, Attachment 12. The summary spreadsheets shall be provided for the base effort and each |
option year." This question relates to the Base Year - because in response to Question 196, the Government states "Section B is for Fixed Priced; J.12 is IDIQ" (reference also our question N1.1 and N1.2 above), as such, we are requesting the following clarifications:
a. J.12, is, or is not strictly for IDIQ work, and not for the FFP portion of the offer.
b. If it is the Government's intent that FFP work is summarized using J.12, then how will the Government reconcile the different amounts listed for each CLIN in J.12 vs. the price offerors enter in Schedule B - as they will naturally be different. This is because J.12 does not have fields for ODC's, Materials, and vendors which will all be calculated into the CLIN prices offered to the Government.
c. On the J.12 spreadsheet, columns D, E, and F, are denoted with an "*", yet there is no explanation of the denotation - Can the Government please clarify what the denote connotes?
d. Finally - Does the Government realize that on J.12, offerors can only enter one labor category and one rate per CLIN, but that based on the PWS these CLINs require the services of multiple labor categories? What is the Government's guidance to offerors so that they can overcome this restriction the Government built into the J.12 sheet? J.12 Pricing Spreadsheet has been revised.
