1-1. RSP Mission.
The mission of the Army National Guard Recruit Sustainment Program (ARNG RSP) is to increase ARNG training pipeline success by preparing ARNG Recruits to succeed at Initial Entry Training (IET). RSP personnel ensure that Recruits are mentally prepared, administratively correct, and physically fit prior to shipping to training in order to reduce losses at IET. The RSP provides Recruits with realistic training that is similar to the first three weeks of IET. The Recruits are better prepared for the expectations of IET and have reduced apprehension and fear of the unknown which directly contributes to their success. The RSP also conducts meticulous review and correction of shipper packets to reduce the number of administrative errors that might jeopardize a Warrior’s success.
1-2. RSP Leader Guide Vision.
The Recruit Sustainment Program (RSP) is the ARNG’s premier Pre-IET soldierization immersion training. Utilizing a taking care of Recruits mentality that continuously strives to improve training, guidance, mentorship and leadership provided to the Army National Guard’s newly enlisted Recruits. The RSP fosters an environment that Recruits want to refer their friends and family members as potential members of the ARNG team.
1-3. Intent.
In the continuing effort to provide tools and resources to RSP Leaders throughout the ARNG, we want to develop a RSP Leader Guide compiled of information designed to assist both incoming and seasoned leadership as they manage the day to day operations of the RSP.

2-2. RSP Commander.
a. Ensures all aspects of the Recruit Sustainment Program (RSP) administrative and operational support for the program are Executed IAW National Guard Bureau (NGB) directives, State published guidance, SOP, and all others directives from the State senior leadership.
b. Administers Command and Control over the RSP on behalf of the RRC.
c. Develops and updates State RSP Program Guidance.
d. Develops RSP Standard Operating Procedures.
e. Oversees all Administration related issues for Recruits within the State.
f. The liaison for State leadership and Full-Time Unit Support personnel (FTUS) regarding RSP program requirements and functions.
g. Provide guidance on RSP Battalion YTC.
(1) Issue fiscal year annual guidance.
(2) Produce Battalion YTG/YTC training plans.
h. Conduct Yearly Training Management workshop.
i. Synchronize Battalion and company training plans.
j. Mid-term planning (120 days and out).
k. Brief State Leadership at Strength Maintenance workshop as it pertains to RSP.

2-3. RSP NCOIC. Responsible for the overall daily execution of all activities of the RSP. These duties include, but are not limited to:
a. Prioritizes NGB training guidance, organizes and implements company training schedules to reflect NGB goals.
b. Responsible for overseeing all weekend training activities and support. Provides training guidance to RSP companies.
c. Ensure training schedules are submitted to higher HQ NLT 120 days out (draft) and 90 days out (final) and reflect the Yearly Training Calendar (YTC). Publishes training goals, objectives, and yearly training calendar.
d. Ensures all guidance is distributed to the RSP staff and the IADT Manager.
e. Responsible for coordinating all administrative and logistical actions within the RSP.

f. Audits RSP training records.
g. Designated Safety Officer for the RSP.
h. Ensures Vulcan is updated regularly.
i. Coordinate and conduct all RSP Training/Coordination meetings.

2-4. OPERATIONS NCO. Coordinates and supervises all operational functions of the RSP.
a. Provide timely statistical data and trend analysis to the leadership for the purpose of measuring the effectiveness of current RSP Policies.
b. Training Schedules (DTMS online) – CRM upload all training documentation by Quarter.
c. Evaluate STRM effectiveness based on AAR results.
d. Operation Order / Fragmentation Order (OPORD/FRAGO).

2-5. IADT Manager.
a. Acts as the RSP liaison to Active Component training facilities in order to manage ARNG IADT Recruits.
(1) Initiates MOS reclassification for required Recruits at IADT.
(2) Initiates and tracks all Recruit State recalls with the State G1.
(3) Manages Vulcan LNO tickets for Recruit issues and resolution.
(4) Assists in obtaining medical documents for RSP Recruit medical issues incurred at training installations.
(5) Manages discharges from training posts.
(6) Manages IADT promotions.
b. Manages DPRO No Future Reservation reports.
c. Performs duties as the State Initial Entry Training Resource Manager (IETRM). This is a four year projection of anticipated training seats requirements.
d. Tracks Training Pipeline Loss (TPL) report on a monthly basis and processes separations.
e. Compiles weekly shipper report.
f. Performs QC on MEPS orders for shippers.
g. Coordinate with the RSP Senior Data Analyst to maximize training seat utilization.
2-6. Direct Ship NCO. See Chapter 13 and the Direct Ship SOP.
2-7. AGR Readiness/Training NCO. Responsible for all Company/Detachment needs to include but not limited to:
a. Coordinates Shipper Transportation.
b. Prepare Recruit administratively for shipping to BCT/AIT.
c. Develop Drill Newsletter; ensure mail and/or email to Recruits two weeks prior to drill.
d. Update and maintain Vulcan as required.
e. Receive and integrate newly assessed Recruits.
f. Oversee training program at RSP Company/Detachment.
g. Ensures weekly contact with RFP Recruits.
h. Functions as Unit Public Affairs Representative (UPAR).
i. Manage the ADOS Assistant in daily activities.
j. Order uniforms and equipment for new enlistees within five days of enlistment.
k. Tracks and processes Recruit pay and personnel transactions.
l. Initiates attachment and release from attachment orders from RSP.
m. Processes MOS award and bonus incentives upon completion of IADT.
n. Conducts Battle Hand-Off with unit of assignment.
o. Counsels Full Time Unit Support (FTUS) RSP Recruits on individual responsibilities.
p. Plans, coordinates and executes monthly training schedules IAW published YTC.
q. Coordinate and secure all requested training resources.
r. Coordinate transportation for drill weekend.

u. Maintain Recruit uniform records.
v. Recognize Recruits who received a training award at BCT and/or AIT during Battle Hand-Off Ceremony. (i.e., DHG, High APFT)

x. Initiate request for discharges through RSP HQ.
y. Submits attendance reports to RSP HQ.
z. Review Split Unit Training Assembly (SUTA) Tracker and monitor MyUnit Pay Report.
aa. Review submitted DA Form(s) 1379.
bb. Ensure welcome packet is issued to each new Red Phase Recruit immediately upon enlistment. Packets should include:
(1) Welcome letter from the RSP Commander/Administrative Officer.
(2) Packing list for drill.
(3) RSP dates, times and locations of training/pick-up.
(4) Appearance and grooming standards.
(5) Emergency points of contact.
(6) Policy memorandums.
(7) RSP transportation information.
(8) Procedural guidance on late arrivals and absences.
(9) Financial responsibilities and information.
(10) Physical fitness training.
(11) Weight control.
(12) Reporting changes in legal/law/dependency/personal/medical condition etc.
cc. Ensure all enlisted Recruits are counseled on the RSP Form 08-01 or DA 4856, “One-on- One” every drill weekend.
2-8. RSP S1 (or as assigned in Medium/Small States).
a. Oversee and manage all RSP HQ S1 activities.
b. Provides input to the Commander in conjunction with ADOS assistants to ensure accurate monthly strength accountability utilizing Vulcan.
c. Reviews and verifies all DA Form 4187 personnel actions submitted by the RSP Contractor/ADOS Assistant for accuracy and eligibility. Obtains approval and/or signature.
d. Reviews and tracks Line of Duty (LODs) from training company through final disposition with State headquarters.
e. Reviews request for all awards (Recruiting Ribbon, AAM, etc) and ensure orders are generated.
f. Oversees and processes all attachment/detachment orders for RSP Recruits entering/leaving the RSP program and coordinates transactions with State headquarters/G1 and organic units.
g. Ensures Recruit is assigned to the appropriate company in Vulcan.
h. Serves as G1 Liaison to coordinate all policy updates, changes, and Recruit actions.
i. Receives weekly update from SIB and DCSPER Orders Section on all newly attached RSP Recruits and forwards copies of all orders to RSP units.
j. Processes Battle Hand-Off certificates.
2-9. RRNCO Duties.
a. Ensure Recruits report to the RSP within five days of enlistment.
b. Ensure RSP Supply NCO requests uniforms within five days of Recruit enlistment.
c. Serve an integral role in the Recruit training process.
d. Perform as Platoon Sergeant or other leadership position as assigned by RRNCOIC.
e. Assist with and ensure that all administration tasks for each Recruit have been completed.
f. Coach, counsel and mentor Recruits during RSP drill weekend.
g. Ensure all Recruits have transportation to and from drill.
h. Inform and require their Recruits to bring in qualified prospects as visitors during RSP drill weekend to shadow them.
i. Ensure 100% accountability of Recruits at all times and during all training.
j. Ensures weekly contact with RFP Recruits.
k. Ensures bi-monthly contact with all RSP Recruits.
l. Scan updated documents into RTRS.

2-10. RSP Contractor. The RSP Contractor's responsibility are specifically addressed in their contract.

2-11. RSP Cadre (E4-E7).
a. Instruct Soldier Common Task Skills.
b. Instruct Soldier Training Readiness Modules (STRM).

3-1. Inactive Duty Training (IDT) Attendance.
a. Drill attendance is a key indicator and is directly linked to ship rate success. If Recruits attend drill you stand the greatest chance of successfully shipping them to training and ultimately providing MOSQ Soldiers to their unit of assignment.
b. AWOL Recovery Operations. It is imperative that the RSP maintain constant contact with new Recruits. Recruits will be contacted at a minimum of once per month prior to drill weekend and each site will have an AWOL recovery program established.
c. As a last resort and in the event attending drill during the scheduled IDT period is not possible, then attending a quality Split Unit Training Assembly (SUTA) is a viable alternative to keep the Recruit involved, focused and motivated. SUTA training should remain STRM focused.

3-2. Soldier Training Readiness Modules (STRM) Guidelines. STRM was developed to provide the States/Territories a comprehensive approach to train Recruits on the basic fundamentals of becoming a Soldier. While all Lesson Plans listed in each Phase are mandatory, every effort should be made to develop these basic Lesson Plans to be as dynamic, interactive, and productive as possible. Think out of the box. Lesson Plans and PowerPoints are not designed to be taught verbatim from the podium. Instructors are only limited by their imagination. Instructor creativity is encouraged and additions to the presentations are acceptable.
a. Red Phase – Red Phase training is to be conducted during the Recruit’s first drill at the RSP.
The intent is to teach the basic fundamentals of being a Soldier. This phase is mandatory for all Recruits enrolled in the RSP. Most of the training is focused on educating the Recruit in military policies that will prevent them from facing disciplinary action and acclimate them to the military environment. While this mandatory training may seem unexciting, every effort should be made to make the training as interesting and interactive as possible. The Physical Fitness Assessment (PFA) or 1-1-1 is given during this phase. The standards to grade a Recruit a go are shown in the chart below:

b. White Phase – The White Phase training is designed to train and test your Recruits on basic skills required for success at Basic Combat Training. Recruits will attend White Phase after completion of Red Phase. It is extremely important that Recruits demonstrate mastery of the skills in this Phase and Red Phase. This mastery will allow Commanders to promote qualified Recruits under the Stripes-for-Skills program once all testing requirements are met. It also ensures all RSP Recruits are receiving the basic soldiering skills that will be heavily required from day one of BCT.
c. Blue Phase – The Blue Phase provides Cadre with the opportunity to complete Recruit preparations for success at BCT. In addition, the Blue Phase allows the Cadre one last quality check to ensure the Recruit is Mentally Prepared, Administratively Correct and Physically Fit.
d Quick Shippers – Quick-Ship Recruits will have only one RSP Drill weekend prior to shipping to BCT, combining Red and Blue Phase functions. The classes presented are mandatory to build a solid foundation for a Recruit to be successful in BCT and AIT. This is scheduled in a MUTA 4 or MUTA 5 as applicable. The Physical Fitness Assessment (PFA) or 1-1-1 is given during this phase.

e. Green Phase – The Green Phase training offers additional instruction in leadership and physical readiness for BCT qualified Recruits (STO-2), who will attend Advanced Individual Training (AIT) the following summer. Green Phase reintegrates BCT graduates into the RSP through advanced training, and sustains Soldiering skills learned at BCT. Green Phase should also focus heavily on integrating the Recruits into RSP student leadership positions. Furthermore, a heavy emphasis should be place on sustaining Green Phase Recruits through the various social challenges that can cause issues in Training Pipeline Success, i.e. legal, medical, educational issues, etc.
f. Gold Phase (Battle Hand-Off) – The Gold Phase is the final phase for returning MOSQ Soldiers and is also the final drill with the RSP before transitioning into their unit of assignment. This phase covers what MOSQ Soldiers should expect when joining their units and culminates in the Battle Hand-Off (BHO) ceremony which initiates the unit sponsorship process. Gold Phase also gives the Soldiers a chance to evaluate the training they have received. The Soldier will join their unit of assignment MOSQ’d, and as mentally prepared, administratively correct, and physically fit as possible.
g. Additional Lesson Plans – This section contains all “non-mandatory” STRM lesson plans. They may be used at the unit’s discretion to enhance the training plan based on local assets training requirements.
3-3. Advancement based on Stripes for Skills. NPS and Glossary NPS Recruits who are part of a pre- IET training program (Recruit Sustainment Program) will be advanced when the Recruits meet the requirements listed below and are recommended for advancement by the proper authority. Recruits not in a structured program that has not been approved by NGB cannot be advanced per this paragraph. No exceptions to policy will be accepted. The State AG will delegate in writing the authority to advance Recruits under this program per AR 600-8-19, paragraph 7–17.
a. Recruits who enlist as PV1 may be advanced one pay grade prior to the Recruit reporting to IET.
The Recruit must demonstrate proficiency on every task prior to being recommended for advancement.
b. The approval authority will verify that all tasks are completed to standard prior to signing the DA Form 4187. The task sheet and exam or online certificate will be filed in the MPF as an attachment to the DA Form 4187.
c. Recruits not completing all Stripes for Skills (SFS) tasks in the training plan prior to entry on IET may not be advanced.
d. This provision can only be used to advance Recruits from PV1 to PV2.
e. Recruits who enlist under the Split Training Option will be advanced per Chapter 2, section II after completion of phase I and before entry into phase II.
f. Stripes for Skills training is housed in the Red and White Phase sections, found on the SMTC
SharePoint, https://ako.ssi.tradoc.army.mil/ARNG/SMTC/RSP/, as Cadre led instruction.
(1) A Recruit will need to complete all tasks on the checklist to include establish bank account, set up AKO account and successfully pass APFT in accordance with FM 7-22.
(2) A Recruit must receive a 70% on the written exam and receive a "GO" on all of the Drill and
Ceremony practical exercises. If a Recruit passes the written exam, but receives a NO-GO on the Drill and Ceremonies, the Recruit is not required to retake the written exam.
(3) When giving the Drill and Ceremony practical exercise score the Recruit a GO if the task is performed successfully. Score the Recruit a NO-GO if the Recruit fails one or more areas and the instructor cannot correct the deficiency on the spot (Retraining required at the next military formation).
You may use the practical exercise provided with this exam or the Stripes for Skills checklist.
(4) When administering the written Stripes for Skills exam, read the instructions at the top of the exam for further clarification on how the exam is to be scored.
(5) The written exam and the answer sheet can be obtained by emailing a request that includes your name, rank, State and position within the RSP to the Stripes for Skills Exam link. Requests that do not include all of the information listed above will not be filled.
g. Providing a certificate for the online Stripes for Skills training will no longer qualify a Recruit for advancement. While this online training will still be available, it is a tool Recruits may use to further practice and hone their skills prior to taking the mandatory written exam.

Guard training plans, Mission Essential Task Lists (METL) should drive the training schedule.
Mission Essential Tasks for a successful RSP are those tasks that primarily focus on ensuring the RSP Recruits are mentally prepared, administratively correct, and physically ready to ship and complete BCT and AIT. STRM was designed with that in mind, and the Accreditation Checklist outlines the minimum standards to meet those goals. (See Chapter 11)

3-7. ARNG Drill Sergeant Program. The mission of the Drill Sergeant Program is to provide professional Cadre for the RSP. Utilizing trained Drill Sergeant Cadre, the RSP Recruit will become familiar with the demands placed on them while attending IET. It is highly recommended that each site has one certified Drill Sergeant.

3-8. Resident RSP Cadre training. To provide training to selected ARNG Soldiers assigned as RSP Cadre. Instruction includes overview of RSP, in/out processing, personnel actions, conducting a Battle Hand-Off ceremony, implementation of training plans, Soldier Training Readiness Modules (STRM), operation of automated data bases, conduct of RSP physical readiness training and counseling of the at-risk Recruit.

3-11. Warrior Challenge. Numerous States have implemented RSP Warrior Challenges. These challenges were created to give RSP Recruits the opportunity to compete and test themselves both mentally and physically against their peers from throughout that States RSP Program. Competitions are held on an individual, and in some cases squad level competition. The document attached via the link below was provided by Ohio and serves as an example for other States that might choose to implement a RSP Warrior Challenge.

3-12. The Tenets of Health. The function of the RSP is to provide IET installations with spiritually, mentally, physically, and morally fit Recruits that are capable of performing their duties, in any environment, under significant stress. Resilience Training has been incorporated within the Red and Blue phases of STRM, both in the classroom and on-line. Additionally, Commanders should include adherence to the objectives of the Army's Health Promotion Program (e.g., good diet, adequate exercise, abstinence from drugs and tobacco products, elimination of alcohol abuse, management of stress, regular health checkups, and spiritual and moral growth) in their training plan cycle for RSP Recruits. Reference TRADOC Regulation 350-6 and FM 1-05 for additional guidance.

4-1. RSP Metrics. The RSP Metrics will focus on the State's ability to successfully ship prepare their Recruits to succeed in all phases of Initial Active Duty for Training (IADT). Category weightings reward States that concentrate on getting Recruits to drill, preparing them for success at IADT, and shipping Recruits utilizing effective training seat management. A training pipeline success rate will be reported on the RSP Metrics and weighted in the national rankings. There will be an additional weight given to QC percentage this year to focus on increasing our administrative correctness of our shipper packets. 4-2. RSP Metrics Defined.
a. State Size
(1) Definition: Established Force Structure Group; on December 31 of each year, assess the SIDPERS Authorized Strength for each State. This assignment remains static for the entire calendar year, regardless of any changes to the authorized strength that are made throughout the year.
(2) Calculations: >= 1 Thru < 5000 Small >= 5,000 Thru < 10,000 Medium >= 10,000Large

b. Training Pipeline Success Rate (30%)

(2) Calculations: Based on the total population of IET Graduations (ATRRS 12 mo) divided by that same population plus the total numbers of Training Pipeline Attrition losses.

Categories include BCT only, Thru Ticket, OSUT, Phase II, OCS BCT only, and PS Soldiers requiring BCT.
(2) Calculations: Based on the number of Recruits actually shipped, divided by number of Recruits scheduled to ship. Exceptions are cancellations within 14 days of enlistment, and cancellations or renegotiations done outside the 45 day window. [Ship confirmed / ship scheduled]

(2) Calculations: The percentage is calculated by dividing the number of Recruits who have not drilled in the last 60 days by the total population of Recruits who are in an Awaiting Training Status (Phase 1 or 2). [Nonconstructive attendance / awaiting training population]

e. RSP Negative End Strength (10%)
(1) Definition: This category identifies the State's ability to manage Recruits in the training pipeline that are listed on the RSP Negative End Strength Report requiring a training reservation, greater than 21 Months NonMOSQ, RSP No VAL Pay, or are identified as InTraining Pending Action.
(2) Calculations: All Recruits identified as not having a valid training seat reservation, Recruits greater than 21 Months NonMOSQ, Recruits identified as RSP No VAL (> 4 months with no pay activity), and those Recruits identified as In Training Pending Action divided by the Training pipeline size. (2) Calculations: Based on the number of Recruits (Confirmed Shippers) processed at the

5-2. SIDPERS and You. SIDPERS is the database of record for Army National Guard data. RSP Staff must ensure all RSP Recruit data is current and accurate which will result in proper reporting in Vulcan, TAPDB-G, DPRO and DFAS.
a. For a list of Training Pay Category (TPC) and Training Status Codes (TSC), log into Vulcan and go to Help/Info Center/TPC Info.

NOTE: Incorrect SIDPERS TPC and TSC codes can negatively affect many DPRO reports and other systems updated by TAPDB-G. The proper TPC code, whether it reflects the Recruit in training (F, S, U) or reflects awaiting training (P, Q, W) are the main key to accurate RSP Metrics. Timely processing of training completion forms (DD 220 / DD 214) and Battle Hand-Off procedures will further enhance an accurate TPC for Recruits.
b. Ensure Recruit Training Status Code changes are updated in a timely manner.

5-3. Promotions. In the RSP arena there are several avenues and promotion authorities. It is imperative that you establish standardized procedures for processing promotions for each different circumstance. Ensure the Recruit has a hard copy of the DA 4187 in their shipper packet and scanned into GCR for BCT and AIT.
a. Utilize a standardized method to identify a Recruit’s eligibility for promotion. Headquarters ensures the accuracy of the request and forwards to SIDPERS.
b. Advancements and Promotions
(1) Recruits that lack supporting documentation for an advanced promotion at the time of enlistment may submit supporting documentation prior to ship date or within three months of enlistment. This must be annotated in the remarks section of the DD Form 1966. If documentation is submitted after enlistment, the Date of Rank (DOR) will be retroactive to the date of enlistment.
College credits obtained after enlistment will not be used for promotion purposes, per AOC, 2-18c, dtd 22 April 2013.

(1) At a minimum the RSP must review the Monthly Automatic Advancement report for their Recruits to identify who is eligible for promotion. States that do not use the Automatic Advancement

BASD.
(2) Barring any negative actions against a Recruit, promotions under TIS/TIG will be automatic with TIS/TIG commencing on day 1 of PEBD.
(3) Intent to deny a TIS/TIG promotion must be accompanied by a DA 4187 and DA 4856.
NOTE: It is critical for not only your Recruit’s success, but your RSP’s success, for all DA 4187s to be processed in an accurate and timely manner.
5-4. Pre-Ship Checks/Monitoring/Monthly Screening. 100% accuracy of all shipper checklists must be accomplished prior to Recruits shipping to training. Administratively correct shipper packets are the responsibility of the RRNCO, RSP Readiness NCO, RSP NCOIC, RSP Contractor, IADT Coordinator, MEPS Guidance Counselors (GC) and ultimately the RSP Commander.

5-6. In-Processing/Battle Hand-Off. The Battle Hand-Off procedures are critical in making a smooth transition to a Recruit’s next phase in the Army National Guard. They will learn who to turn to for support and how to become an indispensable member of their unit.
a. Integration of new Recruit from the Recruiter to the RSP.
(1) Notification of the new Recruit to the RSP needs to happen within five days from enlistment.
(2) Utilize RSP Form 08-05. (Vulcan input verification form)
(3) Counsel the Recruit using the DA Form 4856 on the duties and responsibilities of being a member of the RSP.
(4) At a minimum provide the following information:

5-7. Pay. The Recruit’s pay will be processed by the RSP. Therefore, it is critical to ensure all Recruits are paid correctly and on time.

5-8. Recruit Force Pool (RFP) Management. An enlistment option to enhance ARNG readiness by managing ARNG end strength and reducing the period of time during which Non-MOSQ Recruits are holding paragraph and line numbers in MTOE units. Applicants enlisting into the RFP will be placed into the Inactive National Guard (ING) until they enlist into the Army National Guard when they are within 120 days of training.

(2) Ascertain Recruit’s return date, make contact with that Recruit and recover training records.
(3) Even though the regular Army discharges them, the State must still process Recruit for discharge. Ensure Recruit’s TPC/TSC codes reflect At Training status.
e. Awaiting IADT
(1) Same procedure as Pre-IET discharges.
(2) Due to funds already expended, all efforts to save the Recruit should be exhausted prior to requesting a discharge.

5-11. Soldier Outreach. Actions speak louder than words. There is no better way to instill credibility between you and the RSP Recruit, than to let your actions speak for themselves. Resolve their issues quickly and you will instill that sense of urgency in them. They will trust that you are there to help them and they will be more inclined to share with you any potential problems.
