Question 1: How do we price 0001 versus 0002? In the Microsoft Excel worksheet (Attachment 13), there are values of $0.00 for ITEMS 0002 and 0003 - should we use $0.00 for ITEMS 0002 and 0003?All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. Pricing out ITEM 0003 is up to the offerors. The CMRA is a requirement of the PWS.ITEM 0001 (RSP Services) vs ITEM 002 ( RSP Surge Requirements)
Question 2: What is the current and historical fill rate of contract staff? How many contract staff positions are currently vacant?The current fill rate is 97.8% The historic fill rate is 97-98%. There are currently 7 vacant positions. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation.Paragraph 1.2 Background Technical Exhibit 3
Question 3: Is the government expecting contractors to propose contract staff levels in Technical Exhibit 3 or is the government expecting contractors to propose an optimal staffing mix and levels based upon the proposed technical and management approach? Or should contractors propose the staffing levels stated in Technical Exhibit 3?All offerors are expected to propose an optimal staffing mix and levels based upon their proposed technical and managerial approach. The staffing levels stated in Technical Exhibit 3 represent the current staffing level and are close to the historic staffing levels of the program. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. Technical Exhibit 3 is provided for reference and assist offerors in the development of their proposal.Paragraph 1.4.4 Place and Performance of Services
Question 4: What level of contract staff security clearance is required for a "Corporate Facility Security Officer?SecretOn page 28 of 123, the solicitation document states: "It is recommend that a "Corporate Facility Security Officer" (FSO) be designated";
Question 5: Where would the government prefer the contractor contract manager and the alternate be located (geographically)?The Government has no preference. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation.Paragraph 1.4.9 Contract Manager (CM)
Question 6: Historically, what has been the spend ($) value) in FY 2015 and FY 2014 regarding contractor travel (non-reimbursable)?For FY14 approximately $30,000 in non-reimburseable travel was completed by the contractor. For FY15 the total was approximately $25,000.Paragraph 1.4.12 TRAVEL - Regarding "All other travel to perform the services under this contract shall be the Contractor’s responsibility."
Question 7: Historically, what is the travel spend ($) value) in FY 2015 and FY 2014? ITEM 0004 on Attachment 13 states $80,000 for travel; is that the historical value?For FY14 approximately $30,000 in non-reimburseable travel was completed by the contractor. For FY15 the total was approximately $25,000.See answer above. All offerors must propose the travel amounts as provided in Attachment 13. All Offerors are expected to propose $80K for government directed travel.Paragraph 1.4.12 TRAVEL - Government directed travel will be required under this contract to attend the RSP Quarterly SYNC Meetings specific in Section 5.15 only
Question 8: If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $50,000.00 per calendar day of delay. Historically, has this penalty been applied?NoCLAUSES INCORPORATED BY FULL TEXT 52.211-11 Unliquidated Damages - supplies, Services, or Research and Development (SEP 2000) (a) If the Contractor fails to deliver the supplies or perform ther services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $50,000.00 per calendar day of delay.
Question 9: What is included in the maximum page count - e.g. - cover page? Table of contents? Transmittal letter? Are resumes required for the contractor's contract manager and alternate contract manager?No, the cover page, table of contents and transmittal letter will not count against the page count. Resumes are not required, however if they are submitted, they will counted toward the page count.Paragraph L.3.3 The following volumes of material shall be submitted
Question 10: Historically, what has the "Shipper Packet Accuracy" ratings/level been?The "Shipper Packet Accuracy" historically for FY14 was 98.3%. The current "Shipper Packet Accuracy" rate is 99%.Paragraph 5.0 Requirements
Question 11: Could the Government please clarify what they mean by this and why the number of questions to be provided is 10?This is no longer a contract requirement and will be deleted from the PWSSection C, Paragraph(s) 5.18, Page(s) 46, The PWS states in Technical Exhibit 1, Line 5.18 “Contractor shall provide 10 questions at Post-Award Meeting.”
Question 12: Historically who has attended these quarterly meetings from both the Contract and Government?The National & Regional level contractors attend the RSP Quarterly SYNC Meetings, i.e. Program Manager, Retention Manager, Regional Manager Mid-Supervisor, Senior Quality Control Coordinator, Senior Data Analyst and Data Analysts. The Government usually sends the COR, Program Manager, and RSP NCOIC. Historically, this consisted of 14 personnel. Ultimately the number of personnel attending is at the discretion of the vendor. The Government reimburses travel expenses for those who attend.Section C, Paragraph(s) 5.15, Page(s) 37, The PWS states “The Contractor shall hold a RSP Quarterly SYNC Meetings (SYNC Meetings) between the Contractor and Government personnel.”
Question 13: Job is the Unit, please define is that for one year or 12 units for a year. If for a year does that mean payment is only once a year vice 12 monthly payments (12 units) over a year.Job as a unit allows for multiple billing and is not restricted to 12 monthly payments. Payment for contractor services will be equally divided by 12 months excluding the travel CLIN, which will be paid as necessary each quarter for the RM SYNC MeetingsSection B, CLINS(s) X001, Page(s) 16, 17, 19, 20, 22
Question 14: RSP Specialist (General Clerk II-III) (x286) is 549120 hours however in Attachment 16_Current FY 15_RSP_ Staffing total is shown as 551040 hours. (Note: Massachusetts has 1920 in title line which is included in sum, is this an error? Please clarify.The PWS and Attachment 16 will be amended to address this discrepancy. Question 16: Please confirm that the Option Year start dates are 2016, 2017, 2018, and 2019 respectfully.Start date for each Option Year will be ammended to reflect the corrected year. Option Year One: December 28, 2016 to December 27, 2017.

Option Year Two: December 28, 2017 to December 27, 2018.

Option Year Three: December 28, 2018 to December 27, 2019.

Option Year Four: December 28, 2019 to December 27, 2020. Section PWS 1.3 Period of Performance Paragraph(s) 1.3 Period of Performance, Page 25. RFP shows PoP as Base Year: February 05, 2016 to December 27, 2016.

Option Year One: December 28, 2015 to December 27, 2017.

Option Year Two: December 28, 2015 to December 27, 2018.

Option Year Three: December 28, 2015 to December 27, 2019.

Option Year Four: December 28, 2015 to December 27, 2020.

Question 17: Please confirm that there is to be no phase-in nor phase out of personnel over the transition periods. The contractor is to be fully staffed for the entire Phase In and Phase Out PeriodsThe Government intends on making award to allow for a transition period (12 days) prior to the current contract expiring on 04 Feb 16. We anticipate making the award on or about 22 Jan 16. Should the follow-on contract not be awarded to allow for a transition-in and transition out period, the incoming contractor will not be penalized.Section PWS 1.4.14, Paragraph Phase In / Phase Out Periods, Page 23, Section states: To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the contractor shall have personnel on board, during the twelve (12 days) phase in and thirty (30 Days) phase out periods.
Question 18: All locations for RSPs in Florida are indicated as being located in St Augustine. Please confirm that all RSPs in Florida are in St Augustine or provide locations through the state.The Florida RSP Locations are as follows: Building 756, Schweinfurt Rd. P.O. Question 19: The billet description “Program Manager” only appears on page 61, paragraph G.2.3, and on page 48 in Technical Exhibit 3, Historical Workload. There is no reference to a “Program Manager” in Paragraph 5.0-5.21 “Requirements”. In Section 5 Requirements the Government only refers to a “Contract Manager”. Should the “Contract Manager” sited in Section C be the “Program Manager”?Yes, "Program Manager" in paragraph 5.0 - 5.21 refers to Contract Manager. However, all offerors are free to propose the labor mix that they determine will meet the Technical and Management Approach Requirements of the PWS and the SolicitationSection G, Paragraph(s) G.2.3, Page(s) 61; Section C, Page 48 Technical Exhibit 3, Historical Workload; and Section 5, Page(s) 24-48
Question 20: a) Please confirm these positions do not utilize government facilities and/or any government furnished equipment in the performance of their job.
b) If the government will provide government facilities and government furnished equipment, at what locations will the government provide facilities and equipment for the positions listed in this question.a.) The staff levels referenced in this question do not currently utilize Government Facilities, b.) if the offeror proposes to have personnel at a Government location the Government will provide Government Furnished Equipment.Attachment 16 Current FY15 RSP Staffing: The spreadsheet lists the Program Manager, Retention Manager Regional Manager Mid-Supervisor, Senior Quality Control Coordinator, Senior Data Analyst and Data Analyst as contractor site
Question 21: Will the government provide a listing of all applicable Area Wage Determinations mapped to the corresponding RSP Site.No. All Offeror's Technical and Management Approaches are specific to each offeror's proposal. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. See www.wdol.gov. County information is available on the world wide web.Section L, Paragraph L.8.3, Page 115: The solicitation provides a Website for Offerors to access to obtain Area Wage Determinations. Technical Exhibit 4 in Section C list all of the RSP Site locations by state and city. However, the Wage Determination OnLine Program Website for which Offerors are to access to obtain corresponding Area Wage Determination for each location is based upon state and county
Question 22: In order to submit an appropriate price proposal based upon the RSP locations that the Contractor determines where to perform tasks under a Firm-Fixed Price contract, please provide specific historical metrics by task requirement for each location.Performance Metrics are defined in the Performance Requirements Summary. All Offeror's Technical and Management Approaches are specific to each offeror's proposal. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. See www.wdol.gov. Historic locations of contract employees is provided in Attachment 16.Section C, Paragraph 1.4.4, Page 26: The solicitation states, “Place of performance will be at the designated RSP Site Locations located throughout the 54 States and Territories as stated in Technical Exhibit 4. Ultimately, the Contractor shall determine which RSP sites they will be located at to perform the tasks under this contract.”
Question 23: Will the government provide a CLIN for overtime billing? If not, please provide historical metrics with the frequency and locations for which the incumbent contractor has provided services during RSP Drill dates.No, the Government will not provide a CLIN for overtime billing. The Government will not provide historical metrics with the frequency and locations for which the incumbent has provided services during RSP drill dates, the incumbent has not billed for overtime. Technical Exhibit 3 and Attachment 16 are provided for reference and to assist each Offeror develop their Technical and Management Approach proposals.Section C, Paragraph 1.4.4, Page 26: The solicitation states, “The contractor may need to provide services at the RSP Site locations during RSP Drill dates (weekend) to reach the performance standards set in Section 5.0 below are met.”
Question 24: Will the government permit this training to be completed during normal business hours of the RSP Site?YesSection C, Paragraphs 1.4.5.3 through 1.4.5.6, Pages 29 and 30: In each of these paragraphs is a requirement for Contractor employees and associated subcontractors to complete training regarding security within a given period of time (e.g. – Section 1.4.5.3 states in part, “ All contractor employees, to include subcontractor employees, requiring access to Army Installations, facilities, and controlled access areas shall complete AT Level 1 awareness training with 30 calendar days after contract start date…”
Question 25: Will the government allow the Contractor to attend the Post Award Conference and Periodic Progress Meetings via teleconference?YesSection C, Paragraph 1.4.8, Page 30
Question 26: How much time will the government provide the Contractor between the date of the award and the initiation of the Phase In period?No time will be given to provide the contractor between date of award and the initiation of the phase in period, see the response above to question 17.Section C, Paragraph 1.4.14, Page 32:
Question 27: Historically which labor categories have been designated as necessary for the Contractor to provide with a cell phone? As there is no ODC CLINs in Section B of the solicitation, how are Contractors to invoice for this cost?Historically, the National and Regional level contractors, i.e. Program Manager, Retention Manager, Regional Manager Mid-Supervisor, Senior Quality Control Coordinator, Senior Data Analyst and Data Analyst have had cell phones provided by the contractor. This is considered an overhead cost for the contractor.Section C, Paragraph 4.0.1, Page 35: The solicitation states, “The Contractor shall furnish any needed cell phones and cell phone plans for execution of this program.”
Question 28: Is this a Contractor provided conference call service or is the government going to provide the conference call service?Historically, this has been a Contractor provided call service.Section C, Paragraph 5.14, Page 39: The Contractor is instructed to hold a “RSP Weekly Conference Call” each Monday at 1:00 p.m. It further states, “The RSP Weekly Conference Calls shall be done using a conference call service that includes access via a phone number, identification number and PIN number.”
Question 29: Please confirm the location of Arlington Hall Station is in Arlington, VA.

a. Please list the labor categories of those key personnel that shall attend the meeting.

b. If key personnel required to attend the meeting are in locations other than Arlington Hall Station or the professional Education Center in Little rock, can they attend remotely via conference call?

c. If not, will the government allow the cost of travel to be reimbursed under the travel CLINs X004?Arlington Hall Station is located at 111 S. George Mason Drive, Arlington, VA 22204. a) Key personnel are determined by each offeror and who they designate to attend the Sync Meetings is also designated by the offeror. b) Yes. c) Not ApplicableSection C, Paragraph 5.15, Page 39. The solicitation addresses RSP Quarterly SYNC Meetings between the Contractor and Government Personnel to be held at Arlington Hall Station or the Professional Education Center in Little Rock, AR. The solicitation further states, “The contractor shall ensure key personnel shall attend the meeting.”
Question 30: a. Please confirm that this is actually a Contractor provided position.

b. If so, please confirm there is a Contractor RSP State Specialist in each of the 54 states and territories.

c. Is there a specific RSP location in which the Contractor RSP State Specialist is located?

d. Please provide information on the responsibilities of the Contractor RSP State Specialist.a.) Yes, this is a contractor provided position. b.) See Technical Exhibit 3 and Attachment 16. c.) See Technical Exhibit 3 and Attachment 16. RSP Specialist Staffing is at the discretion of the Offeror. D.) Specific job duties are at the discretion of each offeror.Section C, Paragraph 5.16, Page 39: Reference is made to a “Contractor RSP State Specialist”. There is no other reference in Section C of the solicitation to a Contractor RSP State Specialist. Further there is no reference to a Contractor RSP State Specialist in Technical Exhibit 3 for Estimated Workload Data.
Question 31: What is the historical usage of the Surge Option?The surge option has not been utilized before.Section C, Paragraph 5.17, Page 39
Question 32: Please clarify what is the Performance Requirement for PWS Paragraph 5.18.The Performance Requirement for PWS Paragraph 5.18 is for ad hoc reports. The requirement for 10 questions at the Post-Award Meeting will be removed. The Performance Requirement will be corrected for 5.18.Section C, Technical Exhibit 1, PWS Paragraph Reference 5.18, Page 46: The task referenced is the Contractor shall provide 10 questions at Post-Award Meeting. However, PWS Paragraph 5.18 in Section C regards ad hoc reports.
Question 33: Please clarify what deliverable is required for PWS Paragraph 5.20.The Performance Requirement will be changed from 5.20 to 5.18 "Ad hoc reports."Section C, Technical Exhibit 2, Deliverable 5.20, Page 48: The deliverable referenced is ad hoc reports. However, PWS Paragraph 5.20 in Section C regards contractor recommended improvements.
Question 34: a. Are there specific regions established for this contract.

b. If so, please identify them and provide the states / territories included in each region.

c. Are the Regional Managers physical located in the region for which they manage?

d. If so, what specific location within the region are they located?a.) Yes, there are regions established for this contract. b.) Currently there are seven regions, they are grouped into the following: Region 1 – ME, NY, NJ, RI, CT, MA, NH, VT, Region 2 – PA, WV, VA, District of Columbia, MD, DE
Region 3 – KY, TN, MS, AL, GA, SC, NC, FL, PR, VI, Region 4 – OH, MI, MN, IA, IL, IN, WI, Region 5 – TX, OK, AR, MO, KS, NE, LA, Region 6 – AK, WA, OR, MT, ID, WY, ND, SD Region 7 – CA, NV, UT, CO, AZ, NM, HI, GU c.) Yes, however the physical location of Regional Managers is at the discretion of each offeror d.) The physical location of Regional Managers is at the discretion of each offeror, the Government will not disclose where these regional managers are specifically located.Section C, Technical Exhibit 3, Historical Workload, Page 48: One of the Item / Name listed is Regional Manager (Mid-Supervisor).
Question 35: Will the title page and table of contents be included with the page limit count?NoSection L, Paragraphs L.3.1 and L.3.4.1, Pages 112 and 113: Contractors are instructed to include a title page and table of contents with their submission
Question 36: Given that the proposal submission date is 28 December, 2015, can the government clarify what the anticipated Award date will be?The anticipated award date is 22 January 2016.Section C - Descriptions and Specifications, 1.3 Period of Performance, Page 25. The Government anticipates this contract base year shall be awarded on or about 28 December 2015.
Question 37: These statements appear inconsistent. Can the government confirm whether the contractor can determine/select sites that are different from the current RSP Site locations in Technical Exhibit 4?The States have determind where the RSP Sites are located. All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. Technical Exhibit 3 is provided for reference and to assist offerors in the development of their proposal. Technical Exhibit 4 depicts current designated RSP Site Locations. The offeror can propose where the contractors will work based on their Technical and Management Approach Requirements.Section C - Descriptions and Specifications, 1.4.4 Place and Performance of Services, Page 26. Place of performance will be at the designated RSP Site Locations located throughout the 54 States and Territories as stated in Technical Exhibit 4. Ultimately, the Contractor shall determine which RSP sites they will be located at to perform the tasks under this contract. The Government reserves the right to modify the locations required,
Question 38: Would the government approve contractor travel in addition to the quarterly RSP SYNC meetings as necessary to effectively manage the contract (e.g., routine face to face contact with the seven regional representatives or any employees working at one of the worksites specified in the contract)?Travel outside of government directed travel is authorized but this is considered an overhead expense of the vendor. In accordance with Attachment 13, ALL travel will be incorporated in CLIN X004 in the amount of $80K per year.Section C - Descriptions and Specifications, 1.4.12 Travel, Page 31. Government directed travel will be required under this contract to attend the RSP Quarterly SYNC Meetings specific in Section 5.15 only. All other travel to perform the services under this contract shall be the Contractor’s responsibility.
Question 39: Is it the government's intent to ensure ALL personnel are on board during the 12 day phase in or would a certain percentage suffice? How long beyond the 12 day phase in is acceptable to begin meeting the metric-driven expectations of the contract?All offerors are free to propose a labor mix that will meet the Technical and Management Approach Requirements of the PWS. It is up to the offeror to determine the number of personnel it will need for the phase-in. The contractor must abide by all AQLs as stated in the Performance Requirement Summary.Section C - Descriptions and Specifications, 1.4.14 Phase In/Phase Out Periods, Page 32. The contractor shall have personnel onboard, during the (12 days) phase in and thirty (30 days) phase out period.
Question 40: It appears that all of the actions to determine metrics are done by the government. If there is a negative impact to the service performance which is beyond contractor's control (e.g., automated system outages used by the RSP-QC or automated system outages upstream of those used by the RSP-QC), what is the process for the contractor to use to initiate reconciliation discussion?Any issues related to the performance of Government systems will be addressed on a case by case basis. Any issues that are caused by Government delay or acts of nature or God, the contractor will not be held accountable or liable. will not been counted against the vendor.Section C - Descriptions and Specifications, 5.0 Requirements, Page 35. Question 41: Can the government provide guidance to support surge operations with respect to the surge option? Will there be a requirement to use current workforce in an overtime mode or an option to bring on additional workforce to support the overall surge?How a contactor handles a surge is dependent on the individual offeror's Technical and Management Approach. There will not be a separate CLIN for overtime, all offerors are free to propose a labor mix that they determine will meet the Technical and Management Approach Requirements of the PWS and the Solicitation. In the event of a Surge, the billing will be charged to the "Surge" CLINSection C - Descriptions and Specifications, 5.17 - Surge requirements, Page 39. In the event a surge of ARNG Recruit allotments exceeds five percent (5%) of estimates, but not exceed 5,000 allotments per year provided in the table below, the Government may exercise the “surge option.”
Question 42: Because there is no definition of key personnel in the RFP, can the government specify the number of contractor personnel required to attend.Key personnel are determined by each offeror, qualifications for each of their proposed personnel are at the discretion of each offeror. Who they designate to attend the Sync Meetings is also designated by each offeror.Section C - Descriptions & Specifications, 5.15 RSP Quarterly SYNC Meetings, Page 39. The Contractor shall hold a RSP Quarterly SYNC Meetings (SYNC Meetings) between the Contractor and Government personnel. The meetings shall occur within the first two weeks of each quarter at Arlington Hall Station or the Professional Education Center (PEC) in Little Rock, Arkansas.
