II. Scope of Work The HAZMAT assessment was conducted on Oct. 17-18, 2017 at the request of Colby Engineering. The site of the assessment was Building 252 at the New Hampshire Air National Guard Base in Portsmouth, New Hampshire. The areas inspected included the interior and exterior of the hangar, including the mezzanine, the old conference room near the mezzanine, and the Civil Air Patrol office. The object of the assessment was to inspect the areas for hazardous materials prior to renovation. Building materials were inspected for asbestos, lead paint, PCB-containing light ballasts, and mercury-containing materials such as lights and thermostats. In addition, wipe samples were collected from beams and analyzed for asbestos and RCRA metals.
The building assessment was conducted to establish the following:
● Assess the potential for Asbestos Containing Materials (ACM) in the building.
● Physically inspect building materials, sample and analyze materials.
● Collect environmental samples and analyze via Polarized Light Microscopy to determine if the material has ACM. ACM is material containing >1% asbestos.
● Collect paint chip samples for lab analysis. Lead paint is paint containing >5,000 parts per million (ppm).
● Inspect materials that may contain PCBs.
● Inspect materials that may contain Mercury.
● Collect environmental surface wipes for RCRA 8 metals analysis.
● Throughout the process, consult other qualified professionals if necessary or desired.
III. Asbestos Findings:
Asbestos containing material (ACM) is material containing >1% asbestos.
The type of ACM is categorized as Surfacing (Surf.), Miscellaneous (Misc.), and Thermal System Insulation (TSI). The ACM is also determined to be either friable or non-friable.
In addition to sampling building materials for ACM, wipe samples were also collected from the horizontal beams near the top of the hangar interior. All wipe samples were negative for asbestos.

V. RCRA Metals The Resource Recovery and Conservation Act identifies a list of toxic heavy metals. The following metals within that list were analyzed from wipe samples collected from interior horizontal beams near the top of the hangar in Building 252. Those metals include Arsenic, Barium, Cadmium, Chromium, Lead, Selenium, and Silver.
The hangar was divided into 8 separate areas and a total of 8 samples were collected. The area wiped was one square foot. Lab results are reported in µg/wipe, which translates into µg/ft² (micrograms per square foot). Below are the findings:
All results were above the lab reporting limit except those for Selenium and Silver.
Metal Result Range (µg/ft²) Lab reporting limit range (µg/ft²)
Arsenic 2.2 - 24 1.2
Barium 46 - 700 2.5 Cadmium 9.6 - 130 0.2 - 0.5
Chromium 40 – 1,300 2.5 – 5.0
Lead 1,900 – 28,000 25 - 250
Selenium All samples below reporting limit 2.5
Silver All samples below reporting limit 12 - 120
*A full break down of lab results are attached at the end of this report
VI. Mercury Findings The building was checked for items that could potentially be mercury-containing, such as thermostats, light bulbs, exit signs, switches, and fire alarms.
Below is an overview of the findings:
• A total of 8 exit signs were observed that could potentially be mercury-containing (6 on the main floor and one in the old mezzanine conference room).
• A total of 5 fire alarm pulls were observed that could potentially be mercury-containing (2 in the mezzanine conference room, 1 in the Civil Air Patrol office, and 2 on the main floor).
• Fluorescent light bulbs were checked for green “low-mercury” labels in the old mezzanine conference room and the caged storage area below the mezzanine. There was a mixture of bulbs that contained low-mercury labels and bulbs that did not contain the label. At least 8 bulbs without the low-mercury label were observed.
VII. PCB Findings:
Fluorescent light ballasts were checked for “Non-PCB” labeling. A representative number of fluorescent light ballasts were checked for PCBs in the old mezzanine conference room and the caged storage area below the mezzanine. Not every light was investigated.
Below is an overview of the findings:
• 5 light ballasts were investigated in the caged area below the mezzanine:
1. Ballasts with “No-PCB” labels = 3
2. Ballasts suspect to be PCB-containing = 2
• 6 light ballasts were investigated in the old mezzanine conference room:
1. Ballasts with “No-PCB” labels = 2
2. Ballasts suspect to be PCB-containing = 4

IX. Limits of Liability The IAQ assessment does not cover concealed areas or items not inspected. The extent of the limited area also depends on the building construction and conditions, weather, building usage and other factors. Areas that were inaccessible during the investigation were not inspected. Due to the nature of the investigation and the limited data available, Absolute Resource Associates cannot warrant against undiscovered environmental liabilities.

Asbestos Identification Laboratory
Dear Jason Muchmore, Thank you Jason Muchmore for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project .
The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.
Laboratory results represent the analysis of samples as submitted by the customer. Information regarding sample location, description, area, volume, etc., was provided by the customer. Asbestos Identification Laboratory is not responsible for sample collection activities or analytical method limitations. Unless notified in writing to return samples, Asbestos Identification Laboratory discards customer samples after 30 days. Samples containing subsamples or layers will be analyzed separately when applicable. Reports are kept at Asbestos Identification Laboratory for three years. This report shall not be reproduced, except in full, without the written consent of Asbestos Identification Laboratory.
