End of Amendment 0004
Requests for Information
Amendment 0004
1. Electrical - The Type A1 and B light fixtures are shown in some rooms with a dimming control switch, however, these fixtures are not specified with a dimming driver. Please advise if dimming driver should be added to these fixtures (there are 3 dimming options that can be selected on these fixture models).
Response: Refer to spec section 26 51 00, paragraph 2.5.2. Provide Lutron 5% Eco- Dimming LDE5 option or equal. FAR clause 52.211-6 is added to the contract in full text.
2. Architectural - According to AD-201 the existing hangar doors are schedule to be removed. Please provide details on hangar doors’ weight and size of each section.
Response: Refer to the Building 252 As-Built drawings located at the end of specification section 01 11 00. Use the as-builts to estimate size and weight of hanger doors.
3. Specification does not restrict superintendent to act as SSHO, please confirm the superintendent can act as SSHO.
Response: There must be a dedicated superintendent, SSHO and QC assigned to this project. Refer to Amendment 0002, #12.
4. Please confirm the requirement for a full time Project Manager onsite.
Response: A fulltime Project Manager is not required. Refer to Amendment 0002, #16.
5. Drawing E-502: Notes: #5: Please confirm fiber optic cable type and strand count of the fiber optic cables from Bldg. 257 to Bldg. 252. (Currently my assumption is two (2) feeds. Each feed will consist of 24-strands, 50micron, multimode type fiber and 24-strands, 9micron, singlemode type fiber)
Response: Per E-502, Note 5, “Fiber optic cable to be 50 micron, single mode, Indoor/outdoor rated, 24 strand minimum. Provide a total of (2) fiber optic feeds from building 257 to 252.”
6. Drawing ES-101: Keyed Notes #10: Please confirm the two (2) fiber feeds will be routing from MH #10 into building 243, back to MH #10 and routing into building 252 and that no fiber optic terminations are required in building 243 (that building 243 is merely a “pass-through”).
Response: Correct, there are no fiber optic terminations required in Building 243.
7. Drawing ES-101: Manholes #1-10: Please confirm if any work in the manholes will require a police detail.
Response: No, this will not require a police detail, as none of the manholes are in the road. They are all located off the road ways.
8. Drawing E-001: Communications Symbols: CATV: Please confirm if CATV locations are to consist of one (1) RG-6 coaxial cable originating from Telecom Room 48 and per Drawing EY-101, Keyed Note #7, will also consist of one (1) HDMI cable as detailed and originating per the detail on drawing EY-101.
Response: Cables consist of HDMI, VGA and Audio to CATV. Refer to revised sheet EY-101 per Amendment 0002.
9. Drawing A-110, Keyed Note 6 references to provide and install Staining system to existing concrete. Please confirm specification on Stain for existing concrete?
Response: Stain for concrete floor to adhere to spec 09 90 00 section 3.15.2 Division 3B.
Color to be selected by the owner. Refer to the updated spec 09 90 00 from Amendment 0002.
10. Drawing M-102 identifies three gas fired unit heaters in rooms 36, 45 and 46. Assuming that these unit heaters will be mounted approximately 10-12’ AFF, that would suggest that the venting for these units will penetrate the “East Platform” decking at 21’4” and travel vertically another 25’-30’ until it penetrates the hanger roof without any structural support.
A: If the government at any time should decide to use the East Platform as storage, the venting duct could very well be damaged leading to a dangerous condition in any of the rooms served by this equipment.
Response: The east platform is for mechanical equipment only. Storage will not be allowed.
B: If the venting duct to be used is to be what’s commonly known as B-vent, this duct will never look ascetically pleasing as it is difficult to plumb without significant support.
Would it be better to use electric unit heaters for this application? Please advise.
Response: The existing heaters are in good condition and can be reused.
11. Keyed Note #5 of drawings A-201 and A-202 is a requirement to “Paint all exterior siding and associated components per spec section 09 90 00”. After reviewing the 07 42 13 Metal Wall Panel specifications, paragraph 2.8 Finishes implies that all new panels are required to be pre-finished with a color already matching the existing building. If all new metal panels are to be painted in the field anyway, why would a pre-finished panel be required? May the metal wall panels be furnished with a shop applied primer if the finish coats are applied in the field? Please clarify.
Response: Yes, that is acceptable. Refer to revised spec section 07 42 13 from Amendment 0002.
12. Paragraph 3.2.2 Dewatering of specification section 31 00 00 references a 01 35 40
Environmental Management spec that has not been included with the RFP. Note #2 of drawings CD-101 and C-101 also states that “the contractor must dewater in accordance with dewatering procedures listed in section 01 35 40 of the project specifications”.
Please provide specification 01 35 40 Environmental Management or please further clarify.
Response: Refer to Specification 01 57 20 Environmental Protection and Management.
13. Please confirm that the development and submittal of the Erosion & Sediment Control plan will be the responsibility of the contractor prior to commencing construction.
General descriptions and details of erosion control measures were provided in the drawings, but no locations of these measures were indicated on the site plans.
Response: Correct. Erosion and Sediment Control is the Contractor’s responsibility.
14. Please clarify for bidding purposes if the contractor will be required to provide full containment around the exterior envelope of the building due to paint overspray while painting all metal siding and associated components.
Response: The Contractor shall perform work so as not to overspray adjacent areas.
15. Reference the “Government Furnished and Installed Storage Racks” drawing included at the end of specification section 01 11 00. This drawing depicts a ‘wire mesh fence line and gates’ along column line D that is not shown in the contract drawings. Please confirm that the wire mesh fence line and gates shown in the reference drawing is part of the GF&I items and is not required to be installed by the contractor as part of this project.
Response: Wire mesh fence line and gates are not included in this contract.
16. Note #2 of drawing A-109 indicates that “New roofing system shall be installed in 2 weeks”. We’re not quite sure of the reasoning behind this general, restrictive requirement as there are no other work restrictions detailed in the specifications or other notes relating to this roof install. Please clarify if this note may be omitted and that the scheduling of the roofing activities is at the discretion of the contractor.
Response: The contractor shall adhere to Section 01 14 00, para 1.12 for execution of the roof/envelope installation.
17. The Structural Steel Specification 05 12 00 implies to "conform" or "in accordance with" AISC requirements. Drawing S-001 Structural Steel Note #1 also indicates to "Conform to AISC's." Please clarify if the structural steel contractors are to only "conform" or will they be required to be "certified" in AISC requirements. With the small amount of structural steel on the project is it necessary to have a "certified" AISC contractor as long as we conform only.
Response: Correct, they should conform but are not required to be certified.
18. Are the CAD drawings available to be used for bid purposes for the contract drawings?
Response: No, bidders shall price the job based on the contract documents.
19. Drawing ES-101, notes 5 and 6 imply that work under those notes are an option. Please clarify if the contractor has the option to run the fiber using these notes and these are not suppose to be a bid schedule option. The bid schedule does not show an option for those notes. If this is a contactors option to decide which path to follow why wouldn't the direct route be taken from Manhole 5 to Manhole 7, bypassing manhole 6. What is the reason to have this option to go from Manhole 5 then to manhole 6 and back to manhole
7. Please clarify the notes on ES101.
Response: ES-101 notes 5 and 6 provides the contractor with the option to run the fiber optic cable through manhole 6 or to run the fiber optic cable directly from manhole 5 to manhole 7. This is not a bid option. It is the contractor’s option to decide which path to follow after verifying existing condition conduit. The notes on ES-101 will not be revised.
20. Is there a telephone system required as part of this project, and, if so, is there a particular brand required? How many telephone numbers will be required for this building?
Response: There is an existing telephone line to the building that will be salvaged (ED-
101) and reused (EY-101) for the Fire Alarm Control Panel auto-dialer located in Mechanical/Sprinkler Room 15.
21. Is it the intent to provide all new pathways for the communications cabling or can we utilize any existing pathways?
Response: The Contractor will provide new communication pathways in accordance with the contract documents.
22. Was a geotechnical study completed for this project? Are there any borings available completed within the project construction limits or nearby?
Response: A Geotechnical report was developed for adjacent building 247. The geotech report is included within this amendment.
23. For bidding purposes, should the contractor assume that no rock excavation is required?
Response: The contractor shall bid the project based on the information in the contract documents.
24. Is it the government’s intent to abate ALL identified lead paint on the project, or will abatement only be required in areas that will be impacted by construction (cutting, drilling, etc)?
Response: Refer to Revised Sheet H-101 per Amendment 0002, the Contractor shall address surfaces containing lead based paints that are impacted by the project in accordance with spec section 02 82 33.13 20 Removal/Control and Disposal of Paint with Lead.
25. Will interior vertical wall surfaces such as exposed GWB, block masonry, and wall liner panels be required to be wiped down and cleaned prior to demolition?
Response: No, the intent is for the contractor to wipe down all horizontal surfaces that will be impacted by the project including all horizontal components of the steel beams and the floor.
26. Is there an existing 1/0 bare copper grounding conductor existing in the electric room to connect to the new building ground ring and the concrete encased electrode or is the intent to excavate, find the existing ground ring and encase a new grounding electrode in concrete?
Response: The contractor shall connect to the existing building ground system.
27. The disconnects in the ATGL Cleaning and Servicing area need to be Stainless Steel Nema 4X per the drawings and notes but what about the ATGL Storage and ATGL Vehicle Storage, the disconnects are listed as Nema 4X but is this a miss-print, should they be Nema 1?
Response: These disconnects are to remain NEMA 4X to provide the owner the most amount of flexibility with usage of the space.
28. Reference detail A2 of drawing A-302 for the plan north wall being infilled. Detail A2 contains a “3 5/8” Metal Stud Wall” note and a “10” Metal Stud Wall” note on the same wall section. The section of wall scales to be a 10” stud and the structural drawings depict this north infill wall with 10” metal studs, not 3-5/8” metal studs. Please clarify if the “3- 5/8” Metal Stud Wall” note is an error and should be ignored.
Response: Note on A2-A-302 should read “10” Metal Stud wall, see structural.” 3 5/8” Metal stud wall note is in error. Refer to revised sheet A-302.
29. Reference detail A2/A-302, is the 3” batt insulation shown in the wall section only required between the floor and the metal deck? Is any batt insulation required above the metal deck extending to the old hangar door header or is only the 2” rigid insulation required? Please clarify the extent of batt insulation at wall locations outside the mezzanine area i.e. above deck elevation.
Response: As per detail A2/A-302, the batt insulation is only required between the floor and metal deck. Only the 2” rigid insulation is required to extend to the underside of the roof.
30. Reference detail A1/A-302, is the 3” batt insulation required to extend above the metal decking in this area or does it only extend from the floor to the metal deck? Will the wall space from the metal decking to the roof in existing wall sections remain as the exposed rigid insulation that is currently visible now?
Response: As per detail A1/A-302, the 3” batt insulation is required to extend from the floor to the metal deck only. The wall space above the metal decking is remain as is.
31. Details C3 & B3 of drawing A-303 show batt insulation on the underside of the roof but the details do not indicate the extent of the batt insulation. Detail B1 of drawing A-301 seems to show two bold lines on the underside of the roof structure on the pitch ends that we’re assuming to be this batt insulation but the drawings do not state that. Please confirm that the batt insulation is only required on the pitch ends of the roof to the extent show by the bold lines on B1/A-301 and not on the gable ends.
Response: Batt insulation is to be continuous for the underside of the full roof footprint to meet the designed R-value.
32. Specification section 07 21 16, Sound Batt Insulation, specs a 6 mil thick vapor retarder product in para. 2.4 and specs installs under para. 3.3.1.4 & 3.3.2. Paragraph 3.3.1.4 states “Locate vapor retarder as indicated” but the drawing details do not indicate a vapor retarder on the batt insulation at all. Please clarify all areas of new batt insulation that will require a vapor retarder. Please also clarify if this insulation that requires a vapor barrier will require an insulation blanket with affixed vapor retarder or if the vapor retarder is installed after the insulation is installed.
Response: No vapor barrier is required.
33. Reference the room finish schedule on drawing A-601. Please clarify what the “Exposed
Insul Wrap Above” is for a wall finish for rooms 16, 33, 34, 35, & 38. Would this be the face of the new/existing rigid insulation around the building or would this be the face of batt insulation if that is required for all walls?
Response: The “exposed insul wrap above” references both existing and new insulation above the interior metal wall panel at the walls. This would be the layer of batt insulation to the interior spaces as designed in the wall sections.
34. Reference the room finish schedule on drawing A-601. Rooms 16, 33, 34, 35, & 38 require a “10’-0” Metal Liner Panel” but there doesn’t appear to be any detail for these new interior metal liner panels was included with the architectural or the structural drawings. Detail A1/A-302 shows an existing metal liner panel but doesn’t provide specifics. Please provide/clarify the following:
a. Provide a detail for the new desired interior “metal liner panel” indicated by the room finish schedule.
Response: The intent is to match existing as both the interior and exterior metal wall and liner panels are the same product.
b. What is the gauge of the liner panel?
Response: The interior metal liner panel is the same product as the existing exterior metal siding panels.
c. What type of framing is required for the liner panel?
Response: The intent would be to reuse the existing girts. Any damaged girts should be replaced in kind.
d. Is insulation required behind the liner panel?
Response: Yes, insulation is required behind the interior metal liner panels to meet the designed R-value as shown in the wall sections.
e. After inspecting the building after the site visit, it appears any existing exterior walls already have this metal liner panel in place. Please confirm that the only new metal liner panel would be required for the north infill wall and areas of wall patch for doors in the existing south and east walls.
Response: The intent is to have new interior metal liner panel at the interior of the North façade unless designated otherwise.
35. Specification section 01 11 00, Summary of Work, paragraph 1.18.4.2 Guard Rails states
“Perimeter guard rails shall be installed at floor, roof, or wall openings more than six feet above an adjoining surface and on roof perimeters” and “Rails shall be designed by a licensed engineer to provide adequate stability under any anticipated impact loading”.
The drawings do not depict a temporary guard rail during construction. Please confirm if a guard rail is required to be designed and installed around the ENTIRE perimeter of the roof while work is occurring and then removed after work is complete.
Response: The contractor must install temporary guard rails during construction as appropriate based on the roof installation means and methods. The Contractor shall take all necessary precautions in observing safety regulations in accordance with Section 01 35 26 Governmental Safety Requirements and EM 385-1-1. The temporary guard rails shall be removed after the work is complete.
36. Reference detail C2/A-503 for the solar panel mounting on the roof. The solar panel itself, wood blocking, misc flashing, and misc caulking is noted but the framing underneath the standing seam metal roof is not noted. Is this framing new that has to be installed or is it existing? Please clarify what the frame is.
Response: Refer to sheet AD-109 Note 3, “Remove and salvage existing solar panels and support frame for reinstallation.”
37. Reference detail A4/A-504 for a penetration closure. This detail shows the full wall assembly and what appears to be horizontal hat channels mounted to the rigid insulation to provide support for the metal paneling. These hat channels are not shown in any other detail; however, we would recommend that hat channels be installed for all new areas of metal paneling as they greatly simplify the install of the panels afterwards. Please clarify if all the new areas of metal paneling require hat channels, and if so what spacing.
Response: Refer to Amendment 0002 revised spec section 04 42 13 Metal Wall Panels
38. Reference the roof plan on drawing A-109. Are the two low roofs over the rooms on the east and west side of the new weapons vault a SSMR or an EPDM flat roof? We’re assuming they would be SSMR but would like to clarify.
Response: Correct. The new roof is d SSMR.
39. There doesn’t appear to be a detail of the salvaged antenna reinstallation on the roof.
Demo plan AD-109 demo keyed note #5 refers you to the electrical drawings and the new roof plan A-109 keyed note #4 refers you to the fire protection drawings. Neither the electrical nor the fire protection series of drawings seem to show the reinstallation of the antenna, please clarify.
Response: The existing antenna will not be reinstalled. A new antenna is required. See sheet A-109, note 4.
40. Reference drawing M-510 for the exterior condensing unit piping. A note states “siding contractor to enclose horizontal sections of PVC pipe jacket with metal panels on all sides for security purposes”. Please confirm that the siding enclosure will terminate at the 90 degree bend where the piping goes vertical at the building wall. Please confirm that the government will require all framing and trim to support the fully enclosed metal panel system.
Response: The siding enclosure will terminate at the 90-degree bend to vertical at the building wall. Framing and trim are required to support the fully enclosed metal panel system. Provide enclosure such that the metal panel on the underside of the piping is shorter than the metal panel on the top of the piping such that any precipitation or water coming down the face of the building or PVC pipe jacket does not accumulate in the bottom pan.
41. Reference detail C3/C-502 for the ATGL Dump Station lid. Section A-A shows a
“fiberglass pit, 0.25” thick with steel flange @ top & open bottom” and a “3” fiberglass flange” at the base. Is this “fiberglass pit” more of a fiberglass sleeve that would come with the cast aluminum hatch and would sit between the top of the precast manhole structure (bottom of apron pavement elevation) and the top of the apron paving elevation?
Response: The ATGL dump station is the same cast structure as shown on sewer manhole detail (Detail A3 on sheet C-502), but with a different hatch as shown on Detail C3 on sheet C-502. The intent is for the frame to be flush with the apron pavement.
42. Please confirm that the ATGL Dump Station structure is a precast concrete manhole per A3/C-502 and not a fiberglass pit with concrete encasement.
Response: The ATGL dump station is the same cast structure as shown on sewer manhole detail (Detail A3 on sheet C-502), but with a different hatch as shown on Detail C3 on sheet C-502. The intent is for the frame to be flush with the apron pavement.
43. What's the thickness of the existing floor slab called out to be removed on AD-101?
Response: Refer to the B252 As-builts, which are found at the end of Spec section 01 11 00.
44. Detail C4/S-501 is not clear whether the infill indicated is for highlighted areas on S-101 or along the whole length of the existing rails, please clarify.
Response: This replaces Amendment 0002, RFI # 35 response with this language: The
(3) rail infills are the whole length, the trench infills occur at 18 locations.
45. Please clarify whether Section B5/S-502 is typical or not along the whole North exterior wall (Elevations B3 & D3/S-201).
Response: B5/S-502 is typical along the entire north wall
46. Please provide the missing detail A3/S-501 called out on S-202.
Response: Detail should be called out at A1/S-501. Refer to revised sheet S-202
47. Section B4/S-502 is calling for stud wall and referring to the framing plan for size and spacing, however the framing plan doesn't depict such info, please provide missing info.
Response: Refer to elevation D4/S-502
48. What's the stud size and spacing for walls on Elevation D1/S-202?
Response: Same as D4/S-502
49. Please indicate where details A2 & A4/S-505 are applicable?
Response: A2/S-505 occurs perpendicular to detail A1/S-505, so it occurs everywhere detail A1 is called out on sheet S-103. Detail A4/S-505 is no longer applicable. Refer to revised sheet S-505.
50. Please clarify whether General Note #9 on A-001 is applicable for new construction only or does it cover existing construction also?
Response: General Note #9 on A-001 covers all paint scope, new and existing.
51. On drawing AD-203, Key notes # 3 & 4 are referring to structural plans for removal of structural members, please indicate which structural drawings depict such removals.
Response: The architectural drawings show the removal scope.
52. Section A2/A-302 is calling for 10" stud wall at the bottom of the section and 3-5/8" stud wall at top! Please clarify.
Response: Note on A2-A-302 should read “10” Metal Stud wall, see structural.” 3 5/8” Metal stud wall note is in error. Refer to revised sheet A-302.
53. Sections A1 & A2/A-302 are calling for furring the interior face of the new and existing
North & South exterior walls with gypsum board and insulation over metal studs, please clarify whether existing East & West exterior walls to be treated with the same furring or not? please provide sections for the later walls.
Response: The intent is to have the East and West walls furred with gypsum where applicable per the finish schedule and sections.
54. Details B3 & C3/A-303 call for 3" Batt insulation attached to the underside of the existing metal decking, please provide the extent of this insulation.

Response: The Awardee may submit a tax exempt request to the Contracting Officer after award. Please note, tax exemptions are determined under applicable state law. 65. We have an additional antiterrorism concern with one of the provided specifications for the Aluminum Windows, 08 51 13. Submittal section 1.3 is requiring a design analysis that shows the windows meet “the minimum antiterrorism standards required by paragraph Minimum Antiterrorism Performance” and standard airblast test reports, but the paragraph titled “Minimum Antiterrorism Performance” was not included in the specifications at all. The Glazing specifications, 08 81 00, call out an Impact-Protective System (para 2.2.3) with specific design requirements but doesn’t mention anything about antiterrorism requirements. We believe the Antiterrorism requirements in the Aluminum Windows spec may be an error and should not have been included, and it appears the Impact-Protective System requirements in the Glazing spec is the real requirement for the window system. We were wondering if you could confirm what the real design requirements are for the windows, if they should be designed for impact or if they should be designed for antiterrorism. We haven’t seen any other mention of antiterrorism or ATFP requirements in the specs or drawings for the new North infill wall or doors so that’s why I’m thinking it was a potential error.
Response: The antiterrorism reference in specification section 08 51 13 is an error.
Please disregard.
