Response: A new fire pump will not be required for the Building 252 project. The existing Building 254 fire pumps that supply the 12-inch main are being replaced as part of a separate project currently underway. The project is expected to be completed by the summer of 2019. The proposed pump higher HP / pressure pumps with VFD controllers.

Submittals for the new pump installation project indicate the jockey pump will be configured to start at 164psi and stop at 174psi (refer to attached Replacement Fire Pump Submittal). The new fire pumps are rated for a discharge pressure of 118psi at a flow rate of 2,500gpm. See Fire Pump Submittal attached.

24. Will the government provide a basis of design floor coating system for the concrete floor coating referenced in 09 90 00?

Response: Refer to 09 90 00 section 3.15.2 Division 3B. Color to be selected by owner.

25. Will the government remove all storage items?

Response: Yes, the Government will remove all storage items in advance of construction.

26. What salvage for the government will be required?

Response: No salvage for the Government will be required, except as shown on the drawings.

27. Can you identify what existing building contents will remain that General Contractor has to dispose of?

Response: The Contractor will be responsible for removing and disposing of items as shown on the plans.

28. Demolition of the existing and installation of the new gas piping is shown on the HVAC drawings. Is the intent for the HVAC contractor to hire a plumber to perform demolition operations and to install new as shown? Would it not make more sense to place this work under the plumbing scope?

Response: It is the responsibility of the Prime Contractor to determine how the work will be distributed between subcontractors.

29. Drawing M-101 identifies condensate drain piping to be provided by the plumbing contractor. Yet HVAC specification section 23 00 00, 2.16.2 (page 28) tasks the HVAC contractor to “provide and install condensate drainage for each item of equipment that generates condensate…”. This piping is typically provided and installed by the HVAC contractor. What is the engineer’s intent regarding this matter?

Response: It is the responsibility of the Prime Contractor to determine how the work will be distributed between subcontractors.

30. Drawing MD-111, note #3 as well as specification section 01 00 00, identifies the existence of asbestos “in multiple locations”. If further directs the reader to refer to drawings H-101, H- 201 and H-202 for further information addressing asbestos containing materials. These drawings do not appear to be part of this project documentation set. Please advise.

Response: Refer to the plans. Sheets H-101, H-201, H-202 are found on page 25, 26 and 27 of 134.

31. Drawings MD-102, Demolition Keyed note #7 seemingly tasks the HVAC contractor to demolish the existing 20 hp compressor, associated piping and controls. This typically is work under the plumbing scope. Is it the engineer’s intent for the HVAC contractor to provide this scope of work?

Response: It is the responsibility of the Prime Contractor to determine how the work will be distributed between subcontractors.

32. In section 01 33 29 1.4.4 page 3 of the specification it states the project is already registered with the Third Party Certification Organization. Can we have who that organization is and the contact information so we can review the work to be done and costs associated with it?

Response: NHANG B252 project is registered with Green Business Certification Inc (GBCI). Project ID is 1000111357. Contact information is Green Business Certification, Inc, 1-800-795-1746, www.gbci.org/contact.

33. Can we be given the costs for attaining the GBI GP compliance we are to bear?

Response: No. It is the Contractor’s responsibly to determine the project cost for Guiding Principles certification.

34. Is this to be a silver LEED project?

Response: No. Per spec section 01 33 29, the contractor is required to achieve Guiding Principles Validation.

35. Can you verify that on S 101 the note “existing trench and rails to be infilled, typ.” Runs the entire length of the building?

Response: Per sheet S-101, there are 18 locations where existing trench and rails to be infilled. Refer to Sheet S-501, Detail C4.

36. Specification section 01 11 00 paragraph 1.7.1 states that the contractor employees will enter through the main gate. This this correct?

Response: No, the Contractor employees must enter through the Northern Gate. See updated specification paragraph attached.

37. Doors that are shown to require Automated Entry Control Hardware do not reflect electronic locking devices in the door hardware schedule. Electronic locks are typically provided as a part of the door hardware. Please provide information on the electronic locks for each of the controlled doors.

Response: Refer to updated Sheet A-602, Door Schedule. Door schedule identifies doors that required Electrified locks. Refer to Sheets EP-101, EP-102, EY-101, and EY-102 for power/security requirements at each door. Refer to spec section 28 10 05 paragraph

2.4.3.4.3.4 Electrified Mortise Lock for lock specifications. Also see door hardware specification 087100. Per the door schedule on A-602, provide the following doors on EP-101 with a junction and 120V circuit for powered doors: 101A, 101B. Door schedule and hardware schedule are updated to clarify intent for hold open function (manual).

38. There are doors shown that only have a Balanced Magnetic Switch (BMS) (1, 3, 5, as examples), but no arm/disarm keypad is shown for these areas. Please explain the theory of operation for these doors; i.e. are they to be 24-hour alarm points (not likely for the main vestibule entry)?

Response: Refer to Sheet A-602, Door Schedule. As shown, exterior doors and weapons vault will be alarmed. Other doors only required keyed access, but are not alarmed. Keyed note #11 on sheet EY-101 and keyed note #5 on sheet EY-102 includes additional requirements for doors with audible local isolated door alarm.

39. The Weapons Vault (43) is required to have BMS on the outer vault doors, per AFI 31-

101. No BMS are shown.

Response: Refer to revised Sheet A-602, Door Schedule, and “08 71 00” Door Hardware Specification attached. The weapons vault includes two locking mechanisms - electrified lock and keyed lock. The door schedule and hardware specification are updated.

40. The Advantor Security Panel for the Weapons Vault is required to be located INSIDE the weapons vault, per AFI 31-101. It is currently shown in Room 48 (Telecom). Expansion panels required to manage the card readers can be located in Room 48, but the host panel must be moved to the vault.

Response: The Advantor panel will be wall mounted in the Weapons Vault. Refer to updated sheet EP-101 and EY-101.

41. Besides the insurance information in the solicitation, what will be required? Is Builder's Risk required, and if yes, is it owner paid for?

Response: It is the contractor’s responsibility to adhere to all insurance requirements.

See FAR clauses 52.228-5 and 52.236-4004.

42. Drawing M-102, Keyed Note #1 tasks the HVAC contractor to reinstall repaired infrared heaters and to provide and install new double walled stainless steel vent piping through the roof.

Furthermore, Detail B3 on drawing M-503, Gas Fired Heater Flue Installation Detail, also tasks the HVAC contractor to provide and install new stainless-steel concentric flue gas/combustion air vents.

42A. Is concentric flue gas/combustion air vent kits needed to terminate the venting of the existing infrared heaters?

Response: Yes. The existing heaters are in good condition and can be reused. The existing heater flues, however, have corrosion issues. The venting will be replaced with stainless steel vent pipes to alleviate corrosion issues.

42B. Is stainless steel venting required for the existing infrared heaters? If so, why not the gas fire unit heaters as well?

Response: The existing high bay is served by natural gas-fired tube style infrared heaters. The existing infrared heaters are the same as the gas fire unit heaters.

42C. Venting for the gas fired unit heaters is noted on drawing M-102 to be 4” 26ga.

galvanized steel. Is this correct?

Response: As shown on sheets M-101 and M-102, venting ranges from 3” to 4” 26ga.

galvanized steel.

43. Drawing M-601, Mechanical Schedules, identifies that AHU-1 and AHU-2 are to be set on curbs (note #4). Yet ERV-1 and ERV-2 are to be placed on concrete housekeeping pads (note #2)? Is this correct?

Response: Yes.

44. Is possible to have an allowance for testing given for this project?

Response: There will be no allowance for testing.

45. Please reference Specification section 32 13 14.13, Concrete Paving for Airfields and Other Heavy Duty Pavements. After reviewing the project, the only location in which this specification would be applicable appears to be in front of the hangar for patching the apron due to a new ATGL Dump Station and sanitary piping. This patch work equates to about two truckloads of airfield paving concrete.

From previous experience on a paving project completed last year at Pease ANGB with the same concrete paving specification, this specification would generate over $50,000 in mix design development and material testing costs and would take roughly six months from initial mix design development to review and approval by the government.

We understand the intent of this specification, but when you consider the minimal amount of concrete required and the location of the patchwork (location too close to the hangar for aircraft to be present) we suggest that either the (A)resubmittal window for previously used paving mix designs be expanded to 24 months with supporting test results, or (B) that the specification be replaced with a different Heavy-Duty paving specification for roadways that would lessen both mix design costs and overall schedule impact.

Response: Agreed. It is acceptable to increase resubmittal window for previously used paving mix to 24 months. Refer to revised spec section 32 13 14.13.

46. Please provide a basis of design or preferred manufacturer and the preferred color for the concrete stain floor finish required on the project. Paints & Coatings spec 09 90 00, bottom of page 28 has some general properties of the desired stain but neither the spec nor the Finish Schedule on drawing A-601 lists a basis of design or color. Is there a specific product that Pease ANGB recommends?

Response: Stain for concrete floor to adhere to spec 09 90 00 section 3.15.2 Division 3B.

Color to be selected by owner.

47. Note 5 and Keyed Note 12 of drawing H-101 require the contractor to “wipe down ALL horizontal surfaces that will be impacted and/or disturbed by the project” and also states that “the horizontal surfaces required to be wiped down include the entire floor area in the building”.

Please confirm that in addition to the floor, any horizontal surfaces of the structural steel framing of the building and roof structure also are required to be wiped down. Is the contractor required to wipe down ALL horizontal surfaces prior to starting construction and also after completion of construction?

Response: The contractor shall wipe down all horizontal Surfaces that will be impacted and/or disturbed by the project in accordance with Spec Section 02 83 13.00 20. Due to the nature of the work impacted areas include, but are not limited to, the entire floor area and all horizontal components of the steel structural beams. All horizontal surfaces impacted must be wiped down prior to commencing work. The contractor can assume work practices shall follow OSHA 1926.1126 in addition to OSHA 1926.62.

48. Please provide all contractors the site visit sign-in list for reference.

Response: The site visit sign-in list has been uploaded to FBO.GOV.

49. For bidding purposes, should the contractor assume that no chromium (Cr VI) residue is present within the hangar? Will any additional precautions be required or will additional preconstruction surveys or studies be required relating to chromium residue?

Response: The RCRA 8 wipe samples collected from representative areas within the hangar were analyzed for total chromium (Cr). The sample results indicate that total chromium (Cr) residue is present within the hangar. The sample results were not speciated for hexavalent chromium (Cr Vl). The contractor can assume work practices shall follow OSHA 1926.1126 in addition to OSHA 1926.62.

50. Is there a specific manufacturer or brand required at the ANG Base for the door hardware? Please advise if the base requires the hardware to match any other of the government facilities within the base, and if so, who is that manufacturer?

Response: A specific manufacture has not been identified in the bid documents. The contractor shall refer to the requirements identified in specification section 09 29 00, Door Hardware.

51. Please clarify and/or provide what system the ANG Base BMS is using. This project is to interface with the Base BMS. Please advise?

Response: The existing Direct Digital control system maintained by the base is Schenieder Electric Struxureware. Refer to spec section 23 09 23.02.

52. Would the government allow and schedule another site visit? Due to the amount of demolition on the project companies are asking for another look at the work?

Response: Another site visit is not scheduled at this time.

53. Reference base plate details D2 & D3 of drawing S-501. The details imply that these base plates will be anchored in to the existing concrete between the existing exterior trench drain and the hangar door embedded rails. These base plates will ultimately be supporting the new wall that is being constructed in the void left by removing the old hangar doors.

Are as-builts available for this existing concrete that we are anchoring the base plates to? How thick is this existing concrete? For bidding purposes, please confirm that no rework of the existing concrete will be required.

Response: B252 As-builts are found at the end of Spec section 01 11 00. Based on the as-builts, the concrete is approximately 12” within the hanger door location. Bid the job as shown in the contract documents.

54. Electrical - For Fiber Optic Diagram A1 on Drawing E-502, please clarify which underground conduits and which inner ducts are new and which are existing to be utilized for the new fiber optic cable.

Response: The conduits identified on the Fiber Optic diagram are existing conduits to be utilized for the new fiber optic cable.

55. Electrical - To avoid variations in interpretation, please confirm that the use of Type MC Cable is acceptable wherever allowed by NFPA-70 in accordance with Specification Section 26 20 00-3.1.3.2.

Response: Per general note #10 on sheet E-001, MC cable is only permissible up to a maximum of 6’-0” for final terminations for motor connections and light fixtures.

56. Electrical - The Type A1 and B light fixtures are shown in some rooms with a dimming control switch, however, these fixtures are not specified with a dimming driver. Please advise if dimming driver should be added to these fixtures (there are 3 dimming options that can be selected on these fixture models).

Response: This RFI will be answered in a future Amendment.

57. Architectural - Drawing A-110 call for certain area to have stained concrete, but there is no specification provided for stained concrete. Furthermore, is contractor to assume the existing floor is sealed previously, and if so, what prep work will be required for stained concrete?

Response: Stain for concrete floor to adhere to spec 09 90 00 section 3.15.2 Division 3B.

Color to be selected by owner. The required prep work is found in section 09 90 00 paragraph 3.6.

58. Architectural - Drawings A-201 and A-202, Keynote 5, indicates “Paint all exterior siding and associated components per spec section 09 90 00.” According to the Hazmat survey, the existing metal siding and components contain lead-based paint. Please advise which specification should the contractor follow for prep for painting the exterior siding and associated components:

SECTION 02 82 33.13 20 “REMOVAL/CONTROL AND DISPOSAL OF PAINT WITH

LEAD” or SECTION 02 83 13.00 20 “LEAD IN CONSTRUCTION”?

Response: Refer to sheet H-101, however the references on H-101 are not correct. Note 3 should refer to specification 02 83 33.13 20 and Note 5 should refer to 02 83 13.00 20.

The contractor shall address surfaces containing Lead based paints that are impacted by the project in accordance with specification 02 82 33.13 20. Refer to revised Sheet H- 101.

59. Architectural - On drawing A-602, the material for doors 101A, 101B, 113A and 116A are identified as “Insulated Hollow Metal” with door finish “Aluminum”. Please confirm the requirements for these doors.

Response: The materials for doors 101A, 101B, 113A, and 116A is to be “Insulated Hollow Metal” with door finish to be “pre-finished”. Refer to revised Sheet A-602 attached.

60. Architectural - The documents include “SECTION 08 14 00 WOOD DOORS” but there are no wood doors specified in the door schedule. Please confirm this is correct.

Response: There are no wood doors included in this project.

61. Plans and specifications are unclear as to whether wiring for data, security system and paging system are required to be in a complete and continuous conduit system or if conduit is not required in concealed applications. Please advise if complete and continuous conduit system is required for data, security and paging systems or if cabling on J-Hooks or similar hangers may be used for concealed applications.

Response: A complete and continuous conduit system is required for homeruns concealed within walls to their final terminations. Provide cable tray for horizontal distribution to the maximum extent possible. Remaining pathways to final terminations may be implemented utilizing conduit, non-continuous cable supports, and stub-ups. Any non-continuous cable supports provided must be in accordance with TIA-569-C.

62. Please reference the door schedule on drawing A-602. Doors 101A, 101B, 113A, and 116A are all single or double doors with integral sidelights; however, the door schedule indicates a frame type of 2. Frame type 2 from detail C3/A-604 is a steel channel frame for overhead doors per details A3 & A4 of drawing A-603.

It seems the correct frame type for doors 101A, 101B, 113A, and 116A should instead be frame type 4 which would match with the integral sidelight requirement. Please confirm that the above doors are all frame type 4 and not frame type 2.

Response: Doors 101A, 101B, 113A, and 116A are to be pre-finished doors and frames.

Door Frames 101A, 101B, 113A, and 116A are Frame type 4. Refer to revised sheet A- 602 attached.

63. Doors 101A, 101B, 113A, and 116A require an “ALUMINUM” door finish on a standard steel door and an “ANODIZED” finish on a standard steel frame per the door schedule on drawing A-602. Spec section 08 11 13 Steel Doors & Frames does not list an “ALUMINUM” finish under the Finishes paragraph 2.9; it only lists a factory-primed finish, a hot-dip zinc coat finish, and an enamel finish for the doors & frames.

Please clarify the intent of the “ALUMINUM” and “ANODIZED” finish for the doors & frames per the door schedule. Is this an aluminum finish that was not spec’ed or was the finish incorrect on the door schedule in the drawings? Were these doors intended to be aluminum storefronts?

Response: Doors 101A, 101B, 113A, and 116A are to be pre-finished doors and frames.

Refer to revised sheet A-602 attached.

64. Note 2 of the Energy Recovery Ventilator Schedule on drawing M-601 requires a 4” thick concrete pad with vibration isolators underneath both ERV-1 and ERV-2 which are located on top of the mezzanine structure. The Air Handling Units require a 14” tall mounting curb and rail per note 4. May the contractor at their own option install a similar 4” concrete housekeeping pad underneath the Air Handling Units in lieu of the 14” tall mounting curb?

Response: The AHUs include condensate drain piping beneath; therefore, the 4” pad is not sufficient for these units.

65. Please confirm that all lockers located within the Men’s and Women’s Locker Rooms are to be included with Bid Option Item 0005 and not with Base Bid Item 0001.

Response: Yes. All lockers are to be included in Bid Option Item 0005.

Response: The existing Direct Digital control system maintained by the base is Schenieder Electric Struxureware. Refer to spec section 23 09 23.02.

79. Window Shades - There are two types of window shades called for (light filtering and room darkening) so more detail is necessary. The window schedule (drawing # A-604) doesn't have any of this info. Please advise.

Response: Refer to Sheet A-102 for window locations AA and BB. Refer to specification section 12 24 13 Roller Window Shade for window shade details. Room Darkening shades in Conference Room 22 and ATOC 28; Light Filtering shades in all other spaces. Refer to revised sheet A-604.

80. Note 13 on Drawing EY-101 says to interconnect the telecommunications ground bus bar in Telecom Room 48 with the telecommunications main ground bus bar and to coordinate the exact location of the telecommunications main ground bus bar with the owner. Since Telecom Room 48 appears to be the main telecommunications room, may we assume that the ground bar in this room is the main telecommunications bus bar and should connect to the ground bus in Electric Room 37? If not, please provide location/distance of main telecommunications bus bar that we should connect to.

Response: A new telecommunications grounding bus bar will be located in Telecom Room 48 and shall be connected to the existing building ground system.

81. Keyed Note #5 of drawings A-201 and A-202 require all new paint over all of the existing exterior metal siding and associated components. Please clarify if the contractor is to strip and remove all existing paint prior to the new paint coating, or if the surface preparation is of the existing painted surfaces is at the discretion of the contractor. Will the contractor be required to strip areas of existing lead containing paint on the exterior metal panels for a new paint coating, or is that too at the discretion of the contractor?

Response: The contractor shall comply with the requirements as identified in spec section 09 90 00, paragraph 3.4 Surface Preparation.

82. Reference Keyed Note #12 of drawing H-101, the contractor is required to wipe down all horizontal surfaces prior to commencing work. Would the government allow the contractor to complete all general interior demolition prior to wiping down the horizontal surfaces? Cleaning prior to commencing demolition does not make sense to us as an additional cleaning would be required anyway upon the completion of demolition.

Response: The cleaning as reference in H-101 Note 12 is referring to hazardous remediation which must comply with spec section 02 83 13.00 20, OSHA 1926.1126 and OSHA 1926.62. The cleaning to be conducted post demolition will consist of standard construction clean up.

83. Please confirm if ALL surfaces of the structural steel beams near the top of the hangar, both horizontal and vertical, should be wiped down due to the findings of heavy metal. Are vertical surfaces of the rigid wall insulation required to be wiped down? Will the rigid insulation at the underside of the roof structure be required to be wiped down?

Response: Per revised sheet H-101 Note 5, the contractor shall wipe down all horizontal structural steel beams. The vertical surfaces of the rigid wall insulation are not required to be wiped down. The rigid insulation at the underside of the roof structure is not required to be wiped down.

84. Should the contractor assume that asbestos containing mastic exists behind the paneling of the insulated metal hangar doors?

Response: Contractor shall assume ACM mastic exists behind the paneling of the hangar doors. Refer to revised sheet H-201 note 5.

85. Reference Keyed Note #4 of drawings H-201 and H-202 which states “Existing (original) roof system contains roof mastic assumed to contain ACM’s. ACM consists of gray caulk between sections of original corrugated roof deck.”

Please confirm that both asbestos containing mastic and asbestos containing gray caulk are required to be removed as part of the roof demolition. Are the asbestos containing materials required to be stripped from their substrates and removed, or may the generated debris from the roof demolition be removed from site as ACM waste? Typically the debris would be classified as ACM waste and removed from the site which is much more cost efficient to the government and can be completed in a fraction of the time when compared to stripping.

Response: In addition to drawings H-201 and H-202, refer to spec section 02 82 13.00 10 paragraph 1.4.2, “Quantities of materials are included in Table 1 of Pease NHANG Building 252, HAZMAT Survey (Attachment A). In addition to Attachment A, the following items are assumed to be ACM: Piping Insulation underground for Hangar Door

Infrastructure (18"+/- below) slab; Hydronic Piping Insulation; Mastic under existing roofing panels.” Refer to revised sheet H-201 note 4.

The contractor shall dispose of ACM waste in accordance with spec section 02 82 13.00 10, Asbestos Abatement.

86. Reference specification section 01 33 29, Sustainability Reporting. Will it be the responsibility of the contractor or of the government to register all products outlined in Table 3-1 (page 13) of this specification section?

Response: The products listed in Table 3-1 are to be submitted as submittals to be included in the Sustainability eNotebook. The Sustainability eNotebook is required as part of the Third Party Certification.

87. Please clarify the Third Party Certification (TPC) Checklist, is this checklist already available to the contractor or this a document that the contractor must develop for the preconstruction meeting and submit? Has the government retained the services of the independent “Third Party” or is the coontractor responsible to hire the independent “Third Party” to complete the submittals required in the 01 33 29 specification?

Response: The contractor must complete third party certification through Green Business Certification Inc (GBCI). NHANG B252 project is already registered with Green Business Certification Inc (GBCI) for the design phase activities. Project ID is 1000111357. The Contractor must complete the checklist for the construction phase of the project. The Guiding Principles Checklist completed during design phase is found at the end of specification section 01 33 29.
