About this file

This amendment modifies a solicitation for remediation services at the Raymark Superfund Site in Stratford, Connecticut. The U.S. Army Corps of Engineers, New England District seeks an indefinite delivery/indefinite quantity task order contract with a maximum value of $99 million over five years. The work includes project management, investigations, engineering support, removal and remedial actions, capping, wetlands restoration, and long-term operation and maintenance. Approximately 110,000 cubic yards of contaminated soil and sediment will be excavated from three operable units, with 10% expected to exceed hazardous waste thresholds and require off-site disposal. Task orders will specify individual work requirements such as sampling, design, and implementation. The amendment provides responses to offeror questions for clarification and attaches sign-in sheets from an October site visit. No changes were made to the solicitation's requirements.

SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

RFI AMEND 0004

1. Please provide list of Government facilities and Government Furnished Equipment that will be provided to the offeror for use on this contract.

RESPONSE: For the seed task order, there are no Government facilities or furnished equipment outside of what may be specified in the plans and specifications.

2. Confirm that there is no confirmatory sampling of bottom required.

RESPONSE: There is no confirmatory sampling of bottom required.

3. If the offeror has a completed PPQ would the Government consider accepting that in lieu of submitting a new PPQ for that project?

RESPONSE: Yes. See Section L, Factor 3 Submission Requirements, second to last paragraph.

4. Reference Section L, General Requirements, B. Factor 1, which states “Offerors should submit a signed copy of joint venture agreement, partnership agreement, teaming agreement, approved mentor-protégé agreement, or letter of commitment for each above member of the Offeror's team in order to receive credit for experience and/or past performance.” Although, we have fully executed teaming agreements with our partners, due to page limitations and the fact each page of the teaming agreement would go against that count, we are likely forced to provide the much lesser page count of an executed letter of commitment. As a result, we would like to confirm that a signed letter of commitment will be weighed equally to a teaming agreement in evaluation of meeting this proposal requirement?

RESPONSE: Please see the note in Section L, under the “Page Limits” chart, which specifies what does and does not count in the page calculation. Information excluded from the page count shall be clearly delineated and shall not contain extraneous information.

5. Factor 4: Price instructions say “The Offer (SF 1442) duly executed with an original signature by an official authorized to bind the company.” Will government correct this instruction to state SF 33?

RESPONSE: Please see response to Amendment 0003, RFI #16.

6. Can the USACE provide the native CADD files in order for estimators to verify quantities?

RESPONSE: Native CADD files will not be provided.

7. Reference Section L, General Requirements, D. Factor 3. If a selected federal government project used to demonstrate experience does not have a CPARS evaluation in PPIRS for your review/determination of quality of performance, but we do possess a previously client- completed past performance questionnaire, may we include it in our proposal for your review; and like that of non-federal government projects, will the PPQ not count against page count limitations?

RESPONSE: Yes.

8. Have the ROEs already been obtained for the work areas in the seed TO? If not, when does USACE or EPA expect to begin that process?

RESPONSE: The majority of ROEs have been obtained. The USACE and EPA are responsible for the ROEs. The remainder will be obtained before the start of the seed project work.

9. Please clarify the deadline for Offerors to submit questions.

RESPONSE: The deadline for questions is close of business on November 2, 2018.

10. Please provide a list of New England District approved quarries for aggregates.

RESPONSE: It is the responsibility of the contractor to find acceptable quarries.

11. Please confirm that the government provided information will include electronic copies of analytical data, GIS files and CADD files?

RESPONSE: Electronic copies of currently available analytical data has been provided with the solicitation package. GIS and CADD files will be provided to the selected contractor.

12. Are contractors allowed on the properties to obtain additional information on their own after the initial scheduled site visit on the October 11th?

RESPONSE: Contractors may visit any area that is open and available to the public. There will be no additional site visit for this project.

13. Since excavations depths are set, does the USACE require bottom confirmation samples for future establishment of Institutional Controls?

RESPONSE: See response to Amendment 0004, RFI #2.

14. Please confirm that confirmation samples are not required to be collected from the excavation floors.

RESPONSE: See response to Amendment 0004, #2.
