This states to “fill any misc. caps created or existing in existing thermal barrier with spray polyurethane foam insulation” and “if spray polyurethane foam insulation has exposed surface, it will shall be coated with a thermal barrier”. The extent of this work is not detailed within the drawings and we are unable to determine a quantity of work. This filling work and then the application of a thermal barrier should be handled by a defined “allowance” or by a “unit price”. The same note is used at building # 360, drawing A011, at general floor plan note # 18.

[Answer] This project is not in pursuit of LEED certification. The included Air National Guard Sustainable Design and Energy Conservation Score Sheets for each building serve as a reference and document the compliance through design with the federal requirements for High Performance and Sustainable Buildings (HPSB) Guiding Principles. The bid solicitation, page 29 of 58, section “52.219-28”, are we correct to believe, as we are not a “small business” that the small business plan is not required unless we are the possible low bidder and that the small business plan would be a “post bid” and “post award” requirement [Answer] Small business subcontracting plans are only applicable to large businesses. If the apparent low bidder is other than a small business, it will be required to submit a small business subcontracting plan prior, which must be approved prior to award of the contract.

22. Please advise whether the AT Level I training certificate will be required for all construction labor force accessing site in addition to the badge applications.

[Answer] Please see response to Amendment 0005, Question 17.

26. Can the superintendent or the QC have a dual hat role and be the safety officer?

[Answer] No, the Contractor Quality Control (CQC) Manager, Site Safety and Health Officer (SSHO), and the Project Superintendent roles must be filled be three separate people.

27. Is temporary perimeter construction fences required for each of the buildings on this project? If so, please conform that temporary fencing supported with concrete bases is acceptable around building 130, 131 & 132.

[Answer] Temporary perimeter construction fences are required. The intent of the construction perimeter fence is to delineate appropriate laydown area necessary for successful completion of the contractor work in cooperation with adjacent contract sites and government access. Temporary fencing must be able to support and withstand winds. Concrete or other weighted bases are acceptable around any buildings and are encouraged to allow flexibility to modify the fence layout if needed. Final laydown and fence coordination must be accomplished with the VT ANG through the Contracting Officer Representative. The Government will require access to the north ramp area around building 385 and building 360 either between these buildings (current lane of travel) or other access points for flight line vehicles. This shall be coordinated with all fence placement to maximize laydown area and allow traffic between these two buildings.

28. Para 3.7 of Section 01 50 00 requires GC to Provide a field office for the Government personnel with Cable

Internet service, however, this base as far as we know is not served with commercial internet and the wireless service signal is slow, please advise whether a cellular hotspot service would be acceptable.

29. Drawing M-106-D & Drawing M-108-D indicate in Note #4 that the vertical 1 ¼” piping is SDR 11 HDPE, however the BLDG 360 spec and the BLDG 160 spec both state “ pipe in vertical bores greater than 350 feet deep with a SDR of 9.0”. Do we quote SDR 9 or SDR 11?

[Answer] Drawing M-106-D & Drawing M-108-D: Note #4 to is updated to require the vertical 1 ¼” bore piping to be SDR 9 HDPE. All horizontal underground piping shall be SDR 11.
