About this file
This is a strategic transformation document outlining Pine Bluff Arsenal's (PBA) modernization initiative from an "Arsenal of Yesterday" to an "Arsenal of Tomorrow," approved by COL Matthew C. Mason on May 1, 2026.
PBA is executing a comprehensive industrial park development strategy guided by the "ARSENAL READY" framework, which emphasizes accountability, readiness, sustainment, efficiency, networks, adaptability, and leadership. The arsenal's foundational capabilities include specialized munitions production (white phosphorus, smoke, incendiary, and pyrotechnic rounds) and chemical-biological defense operations as a designated Center of Industrial and Technical Excellence. The transformation focuses on expanding portfolio capabilities into lethality and layered protection manufacturing, production, sustainment, and logistics. Infrastructure investments include a fast-tracked $20 million Plainview Gate upgrade beginning in 2026, completed road and bridge improvements to Hoadley Road and Caney Creek Bridge, with additional road widening and bridge replacements planned.
Partnership opportunities are being realized through Public-Private Partnerships and Enhanced Use Leases. Hanwha Defense USA (HDUSA) has been awarded a preliminary Enhanced Use Lease to produce critical energetic materials for munitions, representing a $1.3 billion investment expected to create approximately 200 skilled jobs, with final lease negotiations pending as of January 2026. A formal P3 with General Dynamics Ordnance and Tactical Systems (GD-OTS) is being formalized for munitions production, beginning with storage and potentially expanding into shared workload operations. PBA is actively engaged with additional commercial firms to establish redundant manufacturing capacity for critical chemicals, black powder, and rare earth minerals. The Army's Training with Industry program supports workforce development by creating military personnel with corporate best practices experience to facilitate integration with commercial partners.

Pine Bluff Arsenal: Forging the "Arsenal of Tomorrow"
Date: 1 May 2026 Approved by: COL Matthew C. Mason
Executive Summary
Pine Bluff Arsenal (PBA) is executing a clear vision to transform from the "Arsenal of Yesterday" into a modernized, multi-capability "Arsenal of Tomorrow." This strategy, guided by the "ARSENAL READY" framework, centers on developing a collaborative industrial park to expand PBA’s portfolio into lethality and layered protection manufacturing, production, sustainment, and logistics.
This vision is built on PBA’s foundational capabilities in specialized munitions and chemical-biological defense and is enabled by significant infrastructure investment. A fast-tracked $20 million upgrade to the Plainview Gate is set to begin in 2026, complementing recently completed road and bridge upgrades to support commercial partners.
The blueprint for this new model is the preliminary Enhanced Use Lease (EUL) awarded to Hanwha Defense USA (HDUSA). HDUSA’s $1.3 billion investment to produce energetic materials will onshore a critical supply chain and create approximately 200 skilled jobs. Furthering the push into lethality, a Public-Private Partnership (P3) with General Dynamics Ordnance and Tactical Systems (GD-OTS) is being formalized to support munitions production.
These successes are paving the way for additional opportunities with other global defense firms to establish redundant manufacturing and secure critical material supply chains. By strategically combining its land, infrastructure, and innovative partnership models, Pine Bluff Arsenal is positioning itself as a premier hub for production and innovation for the nation's defense.
Pine Bluff Arsenal: Forging the "Arsenal of Tomorrow"
The Vision: From the "Arsenal of Yesterday" to the "Arsenal of Tomorrow"
Pine Bluff Arsenal (PBA) is executing a deliberate strategy to transform from the "Arsenal of Yesterday" into a modernized, multi-capability "Arsenal of Tomorrow." This vision shifts the installation from merely sustaining legacy missions to aggressively pursuing modernization and expanding its portfolio to meet future defense needs. The core objectives are to add lethality by developing new munitions capabilities and to establish a "layered protection" campus for modernized OIB-wide sustainment.
This transformation is powered by the "ARSENAL READY" framework, a command philosophy that fosters a culture of ownership, innovation, and continuous improvement. It is the engine driving PBA's evolution into a collaborative industrial park where commercial partners can thrive alongside an expert workforce.
The "ARSENAL READY" Framework:
This framework serves as the strategic compass for the transformation, with seven core principles:
• Accountability: A "mindset of ownership" where every individual and team is responsible for their work.
• Readiness: The flexibility and preparedness to deliver reliable capabilities on demand.
• Sustainment: Ensuring the long-term viability of the mission through resilient infrastructure and planning.
• Efficiency: A conscious effort to improve processes, work safely, and reduce waste.
• Networks: Building strong collaborative partnerships with industry and government entities.
• Adaptability: The ability to pivot on short notice and embrace innovative solutions.
• Leadership: Encouraging initiative at all levels to guide the organization toward its strategic goals.
This forward-looking strategy was validated during a January 2026 visit from the Chief of Staff of the Army, who endorsed the vision and affirmed that PBA is a "strategic installation, critical to the future of the Organic Industrial Base."
Foundational Capabilities
PBA’s vision is built upon a strong foundation of diverse and critical missions that make it an ideal partner for industry.
• Specialized Munitions Production: PBA is the sole U.S. producer of vital white phosphorus munitions and a key manufacturer of smoke, incendiary, and pyrotechnic rounds, with a long history of production excellence and modernization.
• Chemical and Biological Defense (CBD) Operations: As a designated Center of Industrial and Technical Excellence (CITE), PBA produces advanced textiles, protective patient wraps, filters, and shelter systems, and provides logistical support for CBRN reconnaissance kits.
Infrastructure Modernization for Partnership
To enable its industrial park vision, PBA is making significant, tangible investments in its infrastructure, guided by a Compatible Use Study (CUS).
• Plainview Access Point: A high-priority estimated $20 million project is planned to create a modern, consolidated entrance for commercial and passenger vehicles. This project has been fast-tracked, with construction anticipated to begin in 2026.
• Transportation and Access: To handle increased commercial traffic, significant improvements to Hoadley Road and the Caney Creek Bridge have been completed, with further road widening and bridge replacements planned.
Partnership Opportunities: Building the Future Together
The "Arsenal of Tomorrow" is being realized through strategic Public-Private Partnerships (P3s) and Enhanced Use Leases (EULs) that leverage underutilized land and attract private investment.
• Hanwha Defense USA (HDUSA): The Foundational EUL Partnership: This landmark project serves as the blueprint for future collaborations. The U.S. Army awarded HDUSA a preliminary Enhanced Use Lease to build and operate a new facility at PBA to produce critical energetic materials for munitions.
• Investment: HDUSA plans to invest approximately $1.3 billion.
• Economic Impact: The project is expected to create around 200 highly skilled jobs.
• Status: The EUL award is a major milestone, with final lease negotiations pending as of January 2026.
• General Dynamics-OTS (GD-OTS): Expanding into Lethality: A formal Public-Private Partnership (P3) with GD-OTS is a key step in realizing PBA's strategic goal of expanding its portfolio into lethality. The partnership will begin with storage and potentially expand into a shared workload for specific munitions.
• Future Opportunities in the Industrial Park: PBA is actively engaged with other commercial firms to onshore critical production. These opportunities include establishing redundant manufacturing capacity for critical chemicals to eliminate supply chain vulnerabilities and developing domestic sources for materials like black powder and rare earth minerals.
A Skilled and Ready Workforce
Integral to PBA's strategy is the development of its human capital. The Army's Training with Industry (TWI) program creates a cadre of military personnel with direct experience in corporate best practices, making them ideal liaisons to facilitate seamless integration with commercial partners.
