About this file

This document is a Fort Drum Industry Day presentation for a Mineral Processing Enhanced Use Lease (EUL) solicitation. The U.S. Army is soliciting proposals for a 50-year initial lease term (with optional renewal periods proposed by offerors) to develop and operate a mineral processing facility on Department of Army-controlled property. The solicitation, RFP No. W912-QR-DACA27-1-26-204, is open to entities organized under U.S. law with majority domestic ownership and control and a physical place of business in the United States. Offerors may propose projects at any one or more of three installations: Pine Bluff Arsenal (Industry Day May 1, 2026), Anniston Army Depot (May 4, 2026), or Fort Drum (May 5, 2026). The Department of Army may award one or more EULs from this solicitation.

The Fort Drum site comprises 25 acres of developable land adjacent to NYS Route 26, with National Grid electrical infrastructure nearby and access to the City of Watertown's wastewater treatment system. Offerors are responsible for all design, financing, permitting, development, construction, installation, ownership, maintenance, operation, security, and decommissioning of the facility at their sole cost. The property is leased "as-is/where-is" without government warranties, and offerors must conduct their own due diligence and restore the property upon lease termination. Consideration (rent) must be paid in cash, in-kind services (construction, restoration, maintenance), or a combination thereof, at no less than fair market value; the Army prefers in-kind consideration. Davis-Bacon Act requirements apply to any in-kind work. Selected offerors must execute a Business Terms Agreement within 90 days of award notification and may request a Right of Entry for property studies. Questions must be submitted by May 1, 2026, 12:00 P.M. EDT (except those asked during industry day events on May 4-5), and proposals are due May 11, 2026, by 5:00 P.M. EDT via upload to a designated Smartsheet portal. Evaluation criteria include Project Description, Project Plan, Financial Capability, Organizational Structure/Experience/Past Performance, and EUL Consideration, with ratings of Exceptional, Acceptable, or Unacceptable.
