About this file
This document is an overview brief for a Request for Proposals (RFP) for an Enhanced Use Lease (EUL) concerning mineral processing facilities at three U.S. Army installations: Pine Bluff Arsenal, Anniston Army Depot, and Fort Drum.
The RFP (No. W912-QR-DACA27-1-26-204) seeks offerors to design, finance, permit, develop, construct, install, own, maintain, operate, secure, and decommission mineral processing facilities on Army property. The lease term is 50 years with optional renewal periods as specified by the offeror. Offerors may propose projects on all or a portion of properties at any one or more installations, and the Army may award one or more EULs. This is a real estate transaction governed by 10 U.S.C. § 2667, not the Federal Acquisition Regulation (FAR). Eligible entities must be organized under U.S. law, have majority domestic ownership and control, and maintain a physical place of business in the United States. The project must be viable without any monetary or other contribution from the Department of Army. Consideration (rent) shall be in-kind, cash, or a combination thereof in an amount not less than fair market value, with the Army's preference for in-kind consideration. The offeror bears sole responsibility for property access, physical security, construction activities, permitting, and due diligence regarding suitability and regulatory compliance. The property is leased "as-is/where-is" without warranties. Lessees must restore the property to its pre-lease condition and comply with Davis-Bacon Act requirements for any in-kind work. Questions are due by May 1, 2026, at 12:00 P.M. EDT (except those asked during industry days on May 4-5), and proposals must be submitted by May 11, 2026, at 5:00 P.M. EDT through a Smartsheet form. All communications should be directed to Michael.T.Abernathy@usace.army.mil.

PARCELS (2 OF 3)
PARCELS (3 OF 3)
C
Parcel 1: This undeveloped wooded property is not currently in operational use and has no facilities on site. It is situated adjacent to existing roads and utilities, with potential access to the main rail line that services the installation. The parcel is part of the Ammunition Limited
Area, which requires additional access checks.
Parcel 2: This undeveloped parcel of land is wooded and not currently used for any operational purposes. It is located near the southern boundary of the installation and
Highway 202, offering potential access to the depot's internal railroad infrastructure.
There are no known historic archaeological or architectural sites within Parcel 1 or Parcel 2.
UTILITIES
C
Electricity: Electrical transmission service for the depot is provided by Alabama Power (Southern Company), which includes a 46kV line.
Natural Gas: Spire Inc. provides natural gas with current supply capabilities at two points supporting 685,000 cubic feet per hour.
Water: Provided by Anniston Water Works and Sewer Board, primarily sourced from the high-quality Coldwater Spring. Water is delivered to the depot via three main metering points that feed distinct operational zones. The depot uses an internal distribution network of storage reservoirs, pressure-reducing valves, and pump stations to manage and supply water to the depot complex. This system ensures adequate water pressure and availability for potable use and fire suppression across the installation.
Wastewater: Wastewater is treated by an on-depot treatment plant.
Industrial Waste: Industrial wastewater is treated by an on-depot treatment plant.
Fiber: Sparklight internet services are accessible on the depot.
