Selected offerors will receive conditional written award notification and must enter into a Business Terms Agreement within 90 days, followed by an Enhanced Use Lease with a 50-year initial term with optional renewal periods proposed by the offeror. The selected lessee assumes full responsibility for design, financing, permitting, development, construction, operation, maintenance, security, and decommissioning, with the property leased "as-is/where-is" without government warranties.
