About this file
This is a Questions and Answers document issued by the Department of the Army regarding Request for Proposals DACA27-1-26-204, based on inquiries received during Fort Drum Industry Days on May 5. The document does not address specific products or services required, as it consists solely of clarifications on site conditions and lease terms for a property lease opportunity at Fort Drum.
Key operational details include: the leased property will be fenced and access is the lessee's responsibility; water must be sourced from the local community with capacity dependent on requirements; electricity will be obtained through the National Power Grid and local providers with variable rates based on project needs; backup power and generators are the offeror's responsibility with separate charging from Fort Drum; snow removal services are not available from the installation and must be contracted locally; and shipping access is available via the St. Lawrence River. The Army confirmed experience with 50-year lease terms through privatized housing arrangements. Regarding proposal development, offerors are directed to follow the RFP while addressing community impact, job creation, national security impacts, project viability, financial security, and implementation timelines. The Army also noted potential tax incentives available through state economic development authorities, specifically the Empire State Development Authority and Development Authority of the North Country.
