About this file
This is Attachment B to Request for Proposals No. DACA27-1-26-204, containing property information for a commercial real estate lease opportunity at Anniston Army Depot in Anniston, Alabama. Two undeveloped, wooded parcels totaling 149 acres are available for lease: Parcel 1 comprises 97 acres located in the Ammunition Limited Area with potential access to the main rail line and existing roads and utilities, while Parcel 2 comprises 52 acres in the Gateway District near the southern depot boundary and Highway 202, also with potential railroad access. The installation encompasses over 15,000 acres with more than 10.7 million square feet of facilities and is strategically positioned with proximity to Interstate 20 (five miles), two airports (eight-mile radius), and major seaports at Mobile, Alabama and Savannah, Georgia.
Utility services available at the depot include electricity via Southern Company-Alabama Power (46kV line), natural gas from Spire Inc., potable water from Anniston Water Works and Sewer Board sourced from Coldwater Spring, on-depot wastewater and industrial waste treatment plants, and Sparklight fiber internet service. Environmental considerations include soil compositions suitable for development (Bodine-Minvale for Parcel 1; Rome formation for Parcel 2), both with 15% mean slope and bedrock depth exceeding 60 inches; no known historic archaeological or architectural sites; no known chemical, biological, radiological, or nuclear hazards; quality-distance arcs apply to Parcel 1 due to ammunition storage and railroad presence; the southeast corner of Parcel 2 lies within the 100-year floodplain; potential air permit requirements depending on project emissions; and no identified contamination sources despite location within an Operable Unit under the Installation Restoration Program. The properties are subject to exclusive federal legislative jurisdiction, requiring offerors to familiarize themselves with jurisdictional matters for enforcement of contractual obligations.

ANNISTON ARMY DEPOT, ANNISTON, ALABAMA
Installation Summary:
Anniston Army Depot is a vast and highly diversified defense facility. It encompasses over 15,000 acres of woodland with more than 10.7 million square feet of administrative, maintenance, production, and storage buildings with the potential for future expansion.
Considered a key national defense resource, it is strategically located and easily accessible via multiple transportation modes. A major east-west highway, Interstate 20, is just five miles away. In addition, a main rail line runs directly through the depot, two airports are located within an eight-mile radius, and two major seaports at Mobile, Alabama, and Savannah, Georgia, are accessible.

The properties available for lease are referred to as Parcels 1 and 2.
Parcel 1 is located in the Ammunition Limited Area and is comprised of 97 acres.

Maps Identifying the Properties:
Land Usage of the Properties:
Parcel 1: The property is an undeveloped, wooded area with no structures and not currently in operational use. It is situated adjacent to existing roads and utilities, with potential access to the main rail line that serves the depot. The property is part of the Anniston Ammunition Limited Area, which will require an additional access badge.
Parcel 2: The property is an undeveloped, wooded area that is not currently utilized for any operational purposes. It is located near the southern boundary of the depot and Highway 202, offering potential access to the depot’s internal railroad infrastructure.
Utilities at Anniston Army Depot:
Electricity: Electrical transmission service for the depot is provided by Southern Company-Alabama Power, which includes a 46kV line.
Natural Gas: Spire Inc. provides natural gas to the depot.
Water: Potable water is provided by Anniston Water Works and Sewer Board (AWWSB), primarily sourced from the high-quality Coldwater Spring. Water is delivered to the depot via three main metering points that feed distinct operational zones. The depot uses an internal distribution network of storage reservoirs, pressure-reducing valves, and pump stations to manage and supply water to the depot complex. This system ensures adequate water pressure and availability for potable use and fire suppression across the depot.
Wastewater: Wastewater is treated by an on-depot treatment plant.
Industrial Waste: Industrial wastewater is treated by an on-depot treatment plant.
Fiber: Sparklight internet service is accessible on the depot.
Environmental Considerations of the Properties:
a. The soil taxonomy and description of Parcel 1 is predominately Bodine-Minvale soil composition; stony loam, cherty silt loam, lindside silt loam; mean slope value of 15 percent; low natural fertility; with low to moderate water holding capacity; good plant-soil-moisture relationship; and moderate production potential. Depth to bedrock is more than 60 inches. The soil taxonomy and description of Parcel 2 is predominately Rome formation soil composition; gravelly sandy loam; mean slope value of 15 percent; low natural fertility; with low to moderate water holding capacity; and high production potential. Depth to bedrock is more than 60 inches.
b. There are no known historic archaeological or architectural sites within Parcel 1 or Parcel 2.
c. A mean slope of 15% is observed in both parcels.
d. There are no known chemical, biological, radiological, or nuclear threats or hazards.
Parcel 1 contains quality-distance (QD) arcs when ammunition is stored in magazines and present at the railroad. Parcel 1 is not shown to be within past firing or impact areas.
e. The southeast corner of Parcel 2 is situated within the 100-year floodplain.
f. Depending on the project size and associated emissions, the Air Division of the Alabama Department of Environmental Management (ADEM) may require the selected offeror to acquire an air permit.
g. Tennessee Yellow-Eyed Grass is an endangered species on the depot (2 colonies), however, it is not known to be located on either parcel.
h. Parcels 1 and 2 are located within an Operable Unit that is being remedied under the Installation Restoration Program; however, there are no identified sources of contamination within either Parcel.
Legislative Jurisdiction of Anniston Army Depot:
The properties are subject to exclusive federal legislative jurisdiction. Exclusive legislative jurisdiction exists when the federal government acquires all the state’s judicial, legislative and administrative authority, and the state concerned has not reserved to itself the right to exercise any of the authority concurrently with the federal government, except the right to serve state civil or criminal process for activities that occurred outside of the area. Since there are no federal general municipal laws, the state law in effect at the time such exclusive jurisdiction is acquired generally governs with respect to civil matters. The criminal laws of the state are generally adopted within areas of exclusive federal jurisdiction under 18 U.S.C. § 13 (the Assimilative Crimes Statute). As a result, laws governing both criminal offenses and certain civil matters may be ambiguous or non-existent in some cases. Offerors should therefore familiarize themselves with jurisdictional matters to best determine how to address the enforcement of civil matters on the properties, such as enforcement of contractual obligations, which may be addressed through choice of law provisions.
