About this file

This is Attachment D to Request for Proposals No. DACA27-1-26-204, which describes available property for lease at Pine Bluff Arsenal in Pine Bluff, Arkansas. The document provides a detailed property overview including Site B, an undeveloped 245-acre parcel of land currently used for recreational hunting and managed as green space with a mixture of hardwood and pine. The property is located within a 13,500-acre installation that supports munitions production, distribution, storage, and demilitarization, as well as chemical/biological defense and textile readiness operations. The northwest corner of Site B is at the intersection of Wise and Sibert Roads, with the southeast corner near McCoy Road.

The document specifies available utilities including electrical service from Entergy Arkansas, natural gas via an 8-inch line supplied by Summit Utilities, potable water from the Installation's treatment plant, and the Installation's own wastewater system, with fiber upgrades currently underway and AT&T as the closest supplier. Environmental considerations include alluvial soil with organic composition, seasonally wet areas on the southern and southwestern boundaries, potential air permit requirements depending on project size and emissions, and the presence of Bald Eagles (seasonal) and American Alligators as species of concern. No known cultural sites exist on the property, and no chemical, biological, radiological, or nuclear hazards are present, though the Installation's historical chemical munitions mission from the 1940s-1950s is noted with the caveat that Site B is not identified as past firing or impact areas. The property is subject to concurrent federal legislative jurisdiction where both state and federal laws apply.
