The construction contract is planned to be awarded under a full and open solicitation, using FY21 AF MILCON funding.

3. Description of the Supplies/Service: The contract solicitation will include a sole-source brand requirement for Monaco MAAP X fire alarm panel and associated alarm signaling that will need to be compatible with the current installation network. The estimated value of this J&A is approximately .

The estimated value of the contract is , which included the cost of the components covered in this J&A. This portion of the J&A is of the total contract.

4. Authority Cited: The statutory authority permitting acquisition of the requirement by other than full and open competition is 10 U.S.C. § 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This authority is applicable to brand name acquisitions in accordance with FAR 6.302-1(c)

5. Reason for Authority Cited:

a. Background The Aerial Port Facility project at the Minneapolis-Saint Paul Air Reserve Station is new construction at the installation. The facility will aid the 27th Aerial Port Squadron (APS) meet the increase in world-wide operational tempo. A 300% increase in manning has created a desperate need for additional room for the APS to conduct training and satisfy current mission requirements. The new facility will contain brand new systems includes heating, ventilation, and air conditioning systems, plumbing, electrical, and telecommunication systems.

b. Justification Currently, all buildings at the Minneapolis-Saint Paul Air Reserve Station the Monaco MAAP X fire alarm panel and associated alarm signaling equipment. This system utilizes the Monaco MAAP X to communicate with the signaling devices, which is a closed source system that utilizes proprietary communication protocols. The Base Fire Protection Standards requires that all buildings on base shall have a Monaco MAAP X addressable system. If Monaco systems are not used, then the fire alarm panel and associated alarm signaling equipment will not be able to communicate with the base reporting system. This will jeopardize the safety of the building occupants since the fire department will not be able to assist in a timely manner if a fire arises. Monaco MAAP X parts are therefore necessary in order to ensure compatibility with the current installation-wide network.

Attempting to integrate parts outside the current network poses unacceptable risks, because it would er communication with the Aerial Port Facility and the rest of the Minneapolis-Saint Paul Air Reserve Station, risking the lives of occupants in the case of a fire.
