About this file

This justification and approval document outlines a sole source procurement of Cisco telecommunications equipment for a construction project at Minneapolis-Saint Paul Air Reserve Station. The construction contract will include specifications requiring compatible Cisco hardware and software for the new network node given the proprietary nature of Cisco's products and the need to integrate the new system with the base's existing Cisco network. A technical review found no alternatives to Cisco. The notice of sole source posted on April 6th received no objections or alternative proposals. The estimated value of the Cisco components is approximately $250,000, with the total construction contract valued between $10-25 million.

JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: US Army Engineer District, Corps of Engineers, PO Box 59, Louisville, KY 40201-0059

2. Description of the Action: This Justification and Approval (J&A) is being prepared for the use of CISCO telecommunications equipment for the construction of anew Aerial Port Facility at the Minneapolis-Saint Paul Air Reserve Station, Minnesota. The government will not purchase the CISCO equipment directly, but will include brand name specifications in the design-bid-build construction solicitation that will result in a firm fixed price construction contract. The construction contract is planned to be awarded under a full and open solicitation, using FY21 AF MILCON funding.

3. Description of the Supplies/Service: The contract solicitation will include a sole-source brand requirement for CISCO telecommunication equipment that will need to be compatible with the current installation network. The estimated value of this J&A is approximately . The estimated value of the contract is , which included the cost of the components covered in this J&A. This portion of the J&A is of the total contract.

4. Authority Cited: The statutory authority permitting acquisition of the requirement by other than full and open competition is 10 U.S.C. § 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This authority is applicable to brand name acquisitions in accordance with FAR 6.302-1(c).

5. Reason for Authority Cited:

a. Background The Aerial Port Facility project at the Minneapolis-Saint Paul Air Reserve Station is new construction at the installation. The facility will aid the 27th Aerial Port Squadron (APS) meet the increase in world-wide operational tempo. A 300% increase in manning has created a desperate need for additional room for the APS to conduct training and satisfy current mission requirements. The new facility will contain brand new systems includes heating, ventilation, and air conditioning systems, plumbing, electrical, and telecommunication systems.

b. Justification.

The proprietary nature of CISCO hardware and software precludes sourcing other vendors for similar products because a new network node will be installed in the new building and it must be completely compatible with the base s installed network for communications equipment. CISCO is the owner of the software & hardware required. CISCO software is currently used at all of the Air Force's active duty base boundaries under the ENFAAS program and within AF's virtual environment.

All Air Force (AF) bases (NIPR side) are required to meet both Air Force Combat Information Transport System (AF CITS) and AF Defense System Information (AF DISA) Memos to support the Air Force mission. This is an Air Force CITS Enclave NIPRNet Firewall and ASIM Sustainment (ENFASS) driven requirement and will align AFRC bases to Air Force standards compliance with AF CITS ENFASS requirements.

c. Alternatives No alternatives were sought for reason stated above.

d. Impact Attempting to integrate parts outside the current network poses unacceptable risks, because it base-wide communication network.

6. Efforts to Obtain Competition: A technical review was conducted, and it was determined that CISCO

7. Actions to Increase Competition:

CISCO telecommunication equipment is available commercially through various avenues and are not limited in availability to other sources. This is a finite requirement with no future needs. Therefore, there are no actions to increase future competition.

8. Market Research: A technical review was conducted, and it was determined that CISCO products are
