Request for information
QUESTION 1:
Given that Bldg. 703 is located within a National Park, this is to kindly ask if there are restrictions tied to prospective noises in case of external works in the spring/summer time. In case of conflict between the Schedule and the not allowed external works, please confirm that the potential timeframe of stop of works is possible to be considered as USG delay and that the Contractor is entitled to reclaim it as time extension on the CCD
GOVERNMENT RESPONSE FOR QUESTION 1:
The project is subject to the clearance (Nulla Osta) of the Regional Park of San Rossore, Migliarino, Massaciuccoli.
The Government will initiate indicate in the Nulla Ostra request that during a period of four (4) months in the Spring/Summer season all works on the exterior of the building will be suspended due to the prohibition on noises that may disturb wildlife. In this scenario the contractor is responsible for planning the work schedule to accommodate this restriction and no adjustments will be made to the contract end date. However, the Regional Parks Authority may also choose to prohibit both interior and exterior work during this period. In this scenario, the Government shall consider this an acceptable delay and adjust the contract end date by one additional day for every day the Regional Park Authority prohibits the work. However, no cost adjustments shall be made for required revisions to the schedule in either scenario.
QUESTION 2:
At page 62 and 63 of 75 of the Solicitation (paragraph H), it is indicated that they are to be provided some documents tied to DLGS NO. 81/2008 ATTACHMENT XVII (SAFETY LAW).
Since it is uncertain the final timeframe of the Construction Phase and our Company has several human resources as workforce and Representatives, it has not been assigned yet the Team that will be appointed to this Contract. This is to kindly ask you to confirm that the documents of the above-mentioned paragraph are strictly required during the BID phase or it is possible provide USG with them once the Contract will be awarded.
GOVERNMENT RESPONSE FOR QUESTION 2:
The documentation relative to the DLGS NO. 81 is a required submittal during the bidding phase.
QUESTION 3:
At SECTION L page 60 of 75 of the Solicitation it is indicated that:
TECHNICAL FACTOR III – PAST PERFORMANCE
The Government will evaluate the information concerning at least two (2) projects provided by the offeror on the Past Performance Questionnaire (Attachment #6) (in English).
Please confirm if it is possible to submit a Past Performance Questionnaire in a different Layout, already completed and signed by Customer, utilized for the US NAVY Solicitations.
GOVERNMENT RESPONSE TO QUESTION 3:
Please, complete the required "Past Performance Questionnaire" and attach the customer's evaluation as a supporting document.
QUESTION 4:
At SECTION L page 59 of 75 of the Solicitation it is indicated that:
TECHNICAL FACTOR I – PAST EXPERIENCE
In order to be considered relevant the project shall be similar in scope, size and complexity i.e. general repair of industrial building including civil, mechanical and electrical works.
Please clarify the following:
1 – Relevancy of a Project is also referred to General Repair of Civil Building;
2 – A project dealing with new Construction including civil, mechanical and electrical works, could be considered as relevant;
GOVERNMENT RESPONSE TO QUESTION 4:
Offerors are required provide information about two works concerning general repair of an existing building and the type of building shall be an industrial building.
QUESTION 5:
For the performance bond is it possible have a specific date or the indication of a possible ending period? Because the problem of this kind of guarantees is the "Temporal indeterminacy" (all the Banks that we have contact have this problem that stop the release of the guarantee. A Bank doesn't understand "the entire period of the performance period" and think it like a temporal indeterminacy).
GOVERNMENT RESPONSE TO QUESTION 5:
In the performance bond can be specified "365 days from the issued Notice to Proceed".
