INQUIRY USACE RESPONSE

1 General RFP. & PWS Section 2.1.2 2.1.2 - Will a two-week extension to the RFP due date be considred? Considering the level of detail requested in the requirments for the RFP in TAB 2; we are struggling to complie all content. We are also currently sourcing multiple bids from subcontractors who are still reviewing the appendicies: we want to ensure the most complete submittal as well as the best value in the final RFP submittal.

In accordance with the recently issued Amendment No. 0003, proposal packages are now due no later than 4:30p.m. (Central time) on August 22, 2018.

2 What is the minimum number of voltage settings required between 1 kV and 6 kV?

PWS Section 1 states "...provide for peak pulse voltages of any value from 1,000-6,000V..." This is interpreted to mean the system can operate at any whole number value between 1000 and 6000 volts.

3 Has there been an officail classification for the C-I-A impact level for the control system? The UFC directed is for "Control systems assigned LOW or MODERATE"

PWS Section 3.3.17 requires the use of UFC 4-010-06, the UFC is for control systems assigned low and moderate impact levels. The system will be classified as low or moderate so this is the correct UFC to use.

The C-I-A impact level for the control system is anticipated to be Low-Low-Low.

4 Is there an authorizing official or authorization procedure for testing determined for this system? The UFC specifices the KO rep and CIO rep.

Yes, per PWS Section 3.3.17 specifies the use of UFC 4- 010-06 and states the Risk Management Framework (RMF) process will be used for accreditation. The Authorizing Official for USACE Civilworks is Chief Information Officer Mr. Gregory Garcia. The UFC requires components must be compliant with Security Technical Implementation Guides (STIG)s if applicable.

5 Are alternate manufacturers allowed for the cooling and HVAC equipment as long as they meet the same performance as the basis of design?

Per PWS Section 3.3.4. "Any added equipment such as control sensors, valves, pumps, etc. must be compatible and of similar make and model with the Government provided Cooling System as currently constructed." Use/adapation of exisitng equipment is perferable to the government.

6 Are their seismic requirements for the piping and duct work on this project and what sizes would it apply to?

Seismic requirments for the Cooling System Equipment are shown in Appendix B Specification Division 23.

7 Is there an existing BAS contractor that we need to use or is it open to all BAS contractors that can meet the specifications?

The contract does not specify the use of an existing BAS contractor.
