AMENDMENT PARTICULARS
C. In consideration of the aforementioned revision, offerors shall replace Page 14 of the PWS with the relevant REVISED page enclosed hereunder. The exact revised PARAGRAPH of Section 3.3.1d is as follows (Note, the Revised page demonstrates the change via language lined out and underlined):
Changed from:
(d) The capacitance shall be capable of delivering energy to allow for pulsing device supporting equipment to meet prescribed requirements in addition to limiting the flattop peak to peak voltages to less than a 3% voltage drop across a maximum of a 2.3mS pulse width and a maximum 45Hz pulse frequency not to exceed a 15% duty cycle;
Changed to:
(d) The capacitance shall be capable of delivering energy to allow for pulsing device supporting equipment to meet prescribed requirements in addition to limiting the flattop peak to peak voltages to less than a 3% voltage drop across a maximum of a 2.3mS pulse width and a maximum 45Hz pulse frequency with peak voltage of 3500V and peak current of 10,000A;
D. Questions regarding this Amendment may be addressed by contacting Regina Blair at 312-846-5371 or Ericka Hillard at 312-846-5378 or by emailing to regina.g.blair@usace.army.mil (Ms. Blair) or Ericka.d.hillard@usace.army.mil (Ms. Hillard).

Permanent Barrier I ‐ Pulse Generating System Supply and Installation
Performance Work Statement efficiently at the full range of voltage operating parameters to include any voltage between 1,000- 6,000V with an AC input supply of 5.5MVA at 4,160V. If a rectifier is not used, the power supply equipment must meet the same requirements stated in the Contract.
(d) The capacitance shall be capable of delivering energy to allow for pulsing device supporting equipment to meet prescribed requirements in addition to limiting the flattop peak to peak voltages to less than a 3% voltage drop across a maximum of a 2.3mS pulse width and a maximum 45Hz pulse frequency not to exceed a 15% duty cycle with peak voltage of 3,500V and peak current of 10,000A;
(e) The polarity switch shall be a no load break switch with a total of four positions; with one position to isolate the electrode cables from the Pulse Generating Unit equipment, one position to isolate the electrode cables from the Pulse Generating Unit equipment and tie the electrode cables to the site grounding grid and the last two positions to reverse polarity of the DC pulses to the underwater electrodes. There may be induced power onto the PB1 polarity switches introduced by neighboring electrical barriers that may be operating. The Contractor shall analyze these potential power sources for the effect to the PB1 Pulse Generating System and incorporate this into the design of the polarity switch or any other Pulse Generating Unit equipment that could potentially be affected. The existing barriers have been known to have 300V potential and 20A current flow during similar situations. The Contractor shall provide adequate isolation provisions in place that will separate personnel from hazardous areas such as charged capacitors and potentially energized conductors during maintenance periods when personnel are present in the room;
(f) Any components required for a fully functional, complete, and working Pulse Generating Control System (PGCS)(see additional information below and in Specifications Section 4);
(g) Any components required for a fully functional, complete, and working Power Monitoring Control System (PMCS) (see additional information below and in Specifications Section 4);
(h) Any components required for a fully functional, complete, and working Cooling Control System (CCS) (see additional information below and in Specifications Section 4).
(i) Any components required for a fully functional, complete, and working cooling equipment for the PGS to allow the system to adequately support the Pulse Generating Units (see additional information below);
(j) Any components required for a fully functional, complete, and working Engineering Terminal (see addition information below);
(k) Any components required for a fully functional, complete, and working Control System Database (see additional information below);
(l) Any components required for controlling a heavy short circuit fault at the pulsing device, electrically downstream or electrically upstream of the pulsing device prior to the Government supplied AC switchgear and limits this failure to sacrificial components such as fuses, circuit breakers or other low cost components in an effort to reduce equipment damage and potential personnel injuries. The Contractor shall provide information to verify and demonstrate compliance with this requirement;
