When necessary to operate on or to cross existing highways or roads, all necessary permits shall be obtained from the appropriate private or public authority. Spillage on the project roads and state or county roads will not be permitted, and the spillage shall be immediately cleaned up at the expense of the Contractor. No cleated or crawler-type equipment shall be operated on paved surfaces.

Damage to all roads caused by the Contractor's operations shall be repaired to preexisting conditions at the expense of the Contractor. The right-of-way for the work (or delivery site) and access thereto will be furnished as stated in this paragraph subject to mutual agreement between the Contractor and the Government concerning the specific route the Contractor is to use. Such mutual agreement must be reached prior to initiation, construction or delivery.

1.9.2 Outdoor Contractor's Storage and Staging Areas

Two areas adjacent to the powerhouse have been designated for Contractor use, as shown in Contract Drawing G-401. Contractor prepared drawings showing the proposed layout of the designated areas shall be submitted for review and approval and comply with Section 00700 CONTRACT CLAUSES, Contract Clause 52.236-10, OPERATIONS AND STORAGE AREAS. The Contractor may construct a building(s) for on-site indoor storage within an area designated by the COR. Any such structures must have the capability of being enclosed for security purposes. Building plans shall be approved by the Contracting Officer prior to performing any work within the area designated for office/storage. The building(s) shall meet state and local building codes. The building(s) shall be kept in good physical and operating condition throughout the life of the contract. At conclusion of the contract, at the option of the Government, the building(s) will become the property of the Government or will be required to be removed and the site restored to its original condition. Any building(s) erected and permanently affixed to the property shall be considered as incidental to the work and no separate payment will be made. Should additional working space or lands within the Government right-of-way be required for material yards, job offices, or other purposes they can be obtained through agreement with the Government approved in writing. When directed at any time during the progress of the work when space is needed within the right-of-way for other purposes, any part of the grounds that have been in use shall be promptly vacated and cleaned up. However, it is not the intent to require the Contractor's plant or material to be removed from an

SECTION 01 10 10 Page 10 area while such plant, material, or area is still being actively used. The project staff will brief the Contractor on security procedures. Any such procedures will not be the basis for claims for additional money or time.

The project areas off limits to Contractor personnel will also be designated. Salespersons or personnel seeking employment will not be permitted inside the project security fences without prior Government approval.

The Contractor may place a small office trailer within the area designated by the COR.

Temporary security fencing may be installed in a manner approved by the Contracting Officer. Security fencing may not be installed in a manner that damages existing facilities, such as punching post holes in existing pavement.

1.9.3 Indoor Work and Storage Areas

Work and storage areas within the powerhouse will be available for the Contractor. These areas will be confined to the powerhouse generator floor, El. 428 and the Service Bay Erection Area at El. 447. Temporary storage of equipment and materials in the powerhouse shall be limited to those items required for performance of the work.

1.9.4 Employee Access and Parking

Access into the powerhouse will only be available during normal business hours, unless otherwise approved by the COR. At no time will any doors be blocked open upon entering or leaving the building.

The Contractor's employee private vehicle parking areas shall be developed by the Contractor in the area designated by the COR. The Contractor shall keep the "Contractor Office/Storage Area" area free of litter and debris.

An adequate number and size of trash receptacles shall be provided and emptied as necessary to avoid overflowing. Trash receptacles shall be adequately secured to provide protection from wind and animals. Access to the Contractor's work areas will be available from the powerhouse access road. The Contractor may park no more than 4 vehicles within the gated secure powerhouse parking area at one time.

1.9.5 Access Roads and Road Restrictions

No new access roads are required for this work. Any damage to existing roadways that are used for access purposes shall be repaired and the surface shall be restored to its "as found" condition. The Contractor shall comply with any special requirements of the State, County, Local authorities and Corps of Engineers for use of existing roadways. These special requirements include, but are not limited to, traffic regulations and load limits. The Contractor is responsible for investigating and understanding these restrictions. No time extensions or cost claims will be allowed due to road restrictions. Any agreements negotiated with the State or County for road use will be furnished to the Government before use of roadways begin. Both lanes of roads shall not be blocked by the Contractor. If one lane is blocked the Contractor shall provide the necessary flaggers, based on the visibility, to control traffic.

SECTION 01 10 10 Page 11

1.9.6 Public Access

The public shall have permanent walking access behind the locked pipe gate on the main access road which leads to the powerhouse. Barricades or temporary fencing shall be provided to prevent the public from entering the Contractor's work areas as applicable. Signs shall also be installed and maintained to inform the public of the work being performed. A brief description of the project and start/finish dates should be included.

1.10 TRAFFIC CONTROL AND PUBLIC ACCESS
