Q&A SET TWO
Old Hickory Unit #4 Rehabilitation Solicitation Number: W912P5-16-R-0002
Questions and Answers Set Two
4. Question: Reference Section 00115 2.1.1 Factor 1 – Performance Confidence Assessment.
Is a Joint Venture by contract without the formation of a separate entity an acceptable form of Joint Venture for the establishment of a Joint Venture to bid on the solicitation?
Answer: No. If two (2) or more companies want to partner to submit a proposal in response to the Solicitation, such companies must establish a separate legal entity (i.e., a joint venture). The experience of each member of the joint venture will be evaluated under Factor I -Performance Confidence Assessment. However, if two (2) or more companies partner without forming a separate legal entity (i.e., a joint venture), then such partnership will be treated as a prime-subcontractor relationship and only the experience of the prime contractor will be evaluated under Factor I - Performance Confidence Assessment..
5. Question: Reference Section 00115 2.1.1 Factor 1 – Performance Confidence Assessment.
If the offeror establishes a Joint Venture by contract which consists of two contractors without forming a separate entity would the experience of each contractor be considered?
Answer: See Response to Question 4.
6. Question: Question on generator. During site visit, USACE people mentioned about a possible upgrade of the generator to 45MVA. Nothing is mentioned in the spec today. Will you issue an amendment or do we have to propose in option?
Answer: Amendment 0002 increases the generator capacity to 45 MVA (45,000 kVA).

2.0 CONTENT
2.1 Content of Volume I, Past Performance Proposal
2.1.1 Factor 1 – Performance Confidence Assessment. The offeror shall provide descriptions for at least three (3) and no more than five (5) projects that are complete or substantially complete (site work 50% complete or more) within the past 15 years from date of solicitation issuance for projects which are similar to this project in scope and magnitude.
An offeror must establish a joint venture, for the purpose of this RFP, in order for experience of any other contractor to be considered. If provided, the experience of a subcontractor will not be evaluated.
Similar in scope is defined as contracts on units with a capacity of 15 MW or greater with substantial efforts for self-performed tasks involving any of the following:
Category A:
i. Kaplan or Francis turbine and generator rehabilitation projects with replacement of the turbine and a generator rewind.
ii. Kaplan or Francis turbine refurbishment and a generator rewind.
Category B:
iii. Kaplan or Francis turbine replacement or refurbishment.
Category C:
iv. Generator rewind with stator core replacement and field pole refurbishment.
For the purpose of this solicitation “self-performed tasks” is defined as tasks that the offeror performed by their own personnel. For example, if the offeror is part of a Joint Venture for a submitted project, the offeror can only submit the tasks they performed under that Joint Venture contract.
An offeror shall submit at least one project that includes a task within Category A or at least one (1) project each for the tasks within Categories B and C.
Similar in magnitude is defined as construction contracts in excess of $7 million.
2.1.2 A Project Detail Sheet is included at the end of this section for your use. Use as many forms as necessary to meet the criteria. If you elect not to use the form, all information identified on the form is still required for evaluation of this item and should be ordered the same.
2.1.3 If offeror represents the combining of two (2) or more companies (joint venture) for the purpose of this RFP, then include each company’s role in the projects listed in this paragraph as related to its role for this project. If the Joint Venture partners have never worked together on similar jobs, so indicate. However, if the firms have worked together on other type jobs, include these and address the working relationships on those jobs.
2.1.4 References should be provided for all past performance submitted on a Project Detail Sheet or its equivalent. The Offeror may identify past or current contracts (including Federal, State, local government and private) for recent and relevant work by submitting completed Past Performance Questionnaires on Form PPQ-0 (“PPQ”) included at the end of this section.
The PPQ included in the solicitation is provided for the offeror and its team members to submit to the client for each project the offeror includes in its proposal for this factor.
Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Mrs. Jamie Davies, via email at Jamie.Davies@usace.army.mil prior to proposal closing date.
Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION
NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.
