SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

Q&A SET FOUR

Old Hickory Unit #4 Rehabilitation Solicitation Number: W912P5-16-R-0002

Questions and Answers Set Four

19. Question: Section 48 13 13.02 paragraph 1.1.4 b states that "... the upper portion of the stationary components above the unit distributor centerline have rotated outward toward the river." Can the Government please inform what the root cause of this movement is? The contractor needs this information to evaluate associated risk on if this may happen and impact the alignment during the warranty period.

Answer: The Government suspects that thermal expansion of the powerhouse has led to permanent translation of the Unit 4 concrete. This continued movement of the Unit 4 concrete towards the lock has been monitored for approximately 10 years and has subsided.

Instrumentation measurements indicate no further movement that would affect alignment of the turbine during the warranty period.

20. Question: The contract requires stator foundation repair on the unit. Do the foundation cracks indicate that there was core buckling present related to thermal expansion of the stator or are the cracks related to the root cause of the alignment issue?

Answer: The grout repair is minor in nature. The cause of the cracks is unknown.

21. Question: The Solicitation document, Section 00100, article 1.2 states: “Unit #4 is 58 years old and was taken out of service in July 2013 because of two problems, an alignment issue and an oil leak.” Technical Specification, Section 48 13 13.02, article 1.1.4 states: “The unit to be disassembled and refurbished is currently not operable due to a major misalignment of the rotating components with the stationary components. The runner blades are hard up against the discharge ring. It is unknown whether removing the interference components along the shaft length will allow the unit to hang freely so stationary and rotational pre-disassembly alignment checks may be performed.” How did the runner blades become hard up against the discharge ring? Is it because of a misalignment caused by concrete movements that appended after the unit was put out of service or did the unit stop by itself because of the contact between runner blade and the discharge ring?

Answer: It is suspected that the thermal expansion and movement of the Unit 4 concrete has contributed to the misalignment of Unit 4. This issue did not arise after the Unit was taken out of service. Concrete movements have been identified since the project was constructed, but have subsided as indicated in Question 19. The Unit did not stop by itself because of the contact between the runner blade and the discharge ring. The reduced running clearances and the identified oil leak led to the Unit being taken out of service.

22. Question: Section 01 10 10, paragraph 1.22 Restoration of Project Roads - Project roads used for construction access will be evaluated and restored to their original condition by the Contractor as required. Clarification: The contractor will only be liable for damages to the roads which we have damaged. Normal use, or wear shall not be considered as damage.

Answer: Concur.

23. Question: The working hours of the project staff are 6:30 am - 5:00 pm, Monday through

Thursday. Working hours which extend past 5:00 PM, weekdays, Friday, on weekends, and Federal Holidays or which are proposed to be different from that suggested above shall be coordinated and approved by the CO, 7 days in advance. Powerhouse staff can support no more than 6 -12 hour days for the duration of the contract. Will the contractor be allowed to work two shifts during the field outage?

Answer: Powerhouse staff can support no more than 6-12 hour days for the duration of the contract.

24. Question: Section 09 97 02.23 paragraph 1.1.1 a states that "All turbine components shall be re-painted from the turbine pit liner to the outer edge of the stay ring as further described at the end of this section". Does this requirement apply to the intermediate head cover, Inner head cover, oil collector around blade servomotor and support, etc.? The scopes of these components are not mentioned anywhere in the technical specification. Please clarify.

Answer: The intermediate and inner head cover are to be painted with system 5-E-Z as wetted components. The oil collector is to be painted with 21-A-Z, an oil immersion paint.

The blade servomotor on the turbine shaft and the shaft above the packing box shall not be painted. The full list of components to be painted are listed in 09 97 02.23 Paragraph 3.5.

25. Question: Section 09 97 02.23, article 3.5 under 23-C-Z, after naming turbine components to be painted, states: “The generator air housing and components shall be painted”. Please clarify which components are to be painted under this requirement. Also clarify if the interior and exterior surfaces are to be painted. Note that painting the exterior using blasting as surface preparation will require containment measures not normally applied during generator rehabilitation, which can be problematic, especially if there is a possibility of the presence of lead based paint on these surfaces.

Answer: The entire outside and inside of the generator air housing shall not be painted. Only touch up painting of the inside and outside the air housing will be performed with a Contractor’s recommended compatible paint using manufacturers recommended procedure.

26. Question: We have extensive experience on the process described in this technical specification with regard to the discharge ring repair. It is expected that this task will be very time consuming and expensive with high risks of extra scopes. An alternate solution is to replace the entire discharge ring with a new one. Will the government consider an optional proposal with a replacement of discharge ring? How will the optional proposal be evaluated?

Answer: Offerors shall propose on the job per the specifications. The Government has extensive experience in using this methodology to repair the discharge rings on many units and determined it a low risk operation. Value engineering change proposals may be submitted post-award during the submittal process under FAR 52.248-3.

27. Question: Section 26 05 00 paragraph 3.3.3 requires to replace the existing draft tube depression system. The contractor requests the Government to clarify if the costs of this task shall be included in the proposal and if Yes, on which CLIN? The government shall also provide a detailed description of the entire draft tube depression system and a detailed requirement of the proposed replacement system.

Answer: The price for replacement of the draft tube depression system should be included in the Offeror’s proposal in the disassembly/reassembly job for the generator. For a system description, refer to the reference drawing package, drawings Q15-79513.6ab, Q15-79/713.4, and Q15-79/757.10ab.

28. Question: Section 48 13 13.02 paragraph 3.5.9 requires to replace the existing electronic-mechanical thermal devices. The contractor requests the Government to clarify if the costs of this task shall be included in the proposal and if Yes, on which CLIN? The government shall also provide a detailed description of the entire draft tube depression system and a detailed requirement of the proposed replacement system.

Answer: The price for replacement of the electro-mechanical thermal devices should be included in the Offeror’s proposal in the disassembly/reassembly job for the generator. For a draft tube depression system description, refer to the reference drawing package, drawings Q15-79513.6ab, Q15-79/713.4, and Q15-79/757.10ab.

29. Question: CLIN 0071 description says that in case the contractor decides to perform the

Bottom Ring work in the field the field machining device (boring bar) will remain property of the Government. Is that statement correct? Please clarify.

Answer: CLIN 0071 description states that "if performed in the field provide a field machining device, which will remain the property of the Contractor."

30. Question: In section 48 13 16.01 paragraph 2.5 imposes proximity capacitive sensors. The majority of the Condition Monitoring manufacturers use inductive sensors as a standard for their insensitivity to common contaminants like dust and oil. Also, the shaft mechanical/electrical run-out is removed via the system software. Will USACE consider a system with inductive sensor or is it a non-flexible criteria? This may allow us to consider a larger number of recognized manufacturers to offer the best system at the best price.

Answer: Offerors shall propose on the job per the specifications. Value engineering change proposals may be submitted post-award during the submittal process under FAR 52.248-3.

31. Question: In the Tech Spec section 48 13 16.01 at paragraph 2.4 it is asked for air gap sensors with a measuring range of 3mm to 50mm. However, the nominal air gap for this machine is relatively small, about 10mm. Did USACE will accept a solution with air gap sensor range of 2mm to 30mm. We think that this solution could be a better fit for this machine and may allow us to produce a more competitive solution.

32. Question: Section 40 05 13.00 includes extensive cleaning and inspection requirements for all existing piping located in the generator and turbine pits. Please allow the possibility for the Contractor to propose the replacement of some pipe systems in kind, which may be more cost effective than the requirements of this section for certain pipes.

33. Question: Section 40 05 13.00 requests cleaning, flushing and a large number of inspections and tests on the piping to be done at site, including hydrostatic tests after final reassembly.

However, there are issues of availability of air and water both in quantities and in pressure, and issues of contamination of the powerhouse and drain system. It is also often not possible to blank off piping sections after final reassembly for pressure tests. Please add a clause to allow for these inspections to be done in a shop instead of at site. This would allow a more thorough cleaning and inspection of the piping and powerhouse contamination would not be an issue.

Answer: The Specifications, as written, allow for pipe to be moved off-site as long as it is

"stored in a clean dry environment". Cleaning and inspection can occur off-site. Initial flushing can also occur off-site, but due to the nature of the work, final flushing and pressure testing must be performed on-site.

34. Question: SECTION 48 13 16.00 2.4.1 specifies that the coil pitch should be change from 4 to 5 slots. Can the Government please clarify the technical reason why this is specified in detail?

Answer: The change of coil span from 4 to 5 slots is requested to reduce excitation requirements.

35. Question: Is the existing exciter scheduled for replacement? When? What is the desired exciter rating?

Answer: The exciter will be replaced in the next few years. The exciter rating has not yet been determined.

36. Question: In the submittals Factor 5 – Schedule, It is stated that the schedule shall clearly address the following: a) Electrical/ Mechanical pre-disassembly submittals; Can you explain what you expect us to put in the schedule? Your specs require a wide range of submittals, listing them all is an exercise that we would do once we are awarded a contract but not at time of submittal.

Answer: The intent is not for the contractor to detail all submittals but rather simply to account for a time element for submittals in the overall schedule presented.
