Q&A SET FIVE

Old Hickory Unit #4 Rehabilitation Solicitation Number: W912P5-16-R-0002

Questions and Answers Set Five

37. Question: Question is regarding the measurement performed by USACE specialists on the measured gap in the machine unit4 before to be stopped and possibly unit3. Can we have a copy of all available information gathered by USACE on the history on the unit to approach the technical issue?

Answer: No additional information will be made available.

38. Question: In the specification it indicates a .250 out of plumb condition of the unit.

Descriptions of concrete movement is explained. Is the concrete now stable and did the Corps perform an internal study of the condition and if so can contractors receive a copy for reference?

Answer: See responses to Questions #19, #21, and #37.

39. Question: Section 09 97 02.23 paragraph 1.1.1 c states that "On-site lead based paint

Removal" shall be used for components... such as...stator frame...". Please clarify if it is the Government's intention to abate and repaint the ENTIRE stator frame. Additionally, the upper/lower bearing brackets, intermediate/Inner head covers will be removed from the unit and stored at field. Can the government confirm if there will be any inspection and paining requirements on these components?

Answer: Section 09 97 02.23, Paragraph 1.1.1c has been revised. Painting of the intermediate and inner head covers is covered in Section 09 97 02.23, Paragraph 3.5, SYSTEM NO. 5-E-Z. The upper and lower bearing brackets will not be painted. Inspection of components during disassembly will be performed as defined in Section 48 13 13.02, Paragraph 3.7.

40. Question: Section 09 97 02.23 page 37, the paragraph under "SYSTEM NO. 23-C-Z", states that "The generator air housing and components shall be painted." Please confirm if both the outside and the inside of the generator air housing shall be entirely painted.

Answer: See Response to Question 26 in Amendment 0002. Section 09 97 02.23, Paragraph 3.5, SYSTEM NO. 23-C-Z has been updated.

41. Question: As per Section 09 97 02.23, the turbine pit above the steel liner shall be completely re-painted. From the site visit, it looks like the entire height of turbine pit is covered by steel liners. Please clarify which area "the turbine pit above the steel liner" refers to.

Answer: Section 09 97 02.23, "SYSTEM NO. 18" has been revised to remove this requirement.

42. Question: Technical Spec Section 48 13 16 article 3.19.5 a: requires factor test IR to be >

400 M-ohms (Described as a Factory Test- assume individual pole criteria). However, article 3.19.9.a requires complete winding IR to be > 400 M-ohms (all poles installed on Rotor Rim and pole to pole connections made) . Given the assumption in 5a to test one pole at a time and the need in 9a to test all poles together to ground, one of the requirements must be incorrect. Please provide the clarity to perform these tests - IEEE 43-2000 is the latest standard applicable.

Answer: Section 48 13 16, paragraph 3.19.5 has been revised. The contractor shall submit pass/fail criteria for approval.

43. Question: Section 48 13 16.00 page 27, Article 3.14.d.1 & 3: "Coil jacks shall be used to press the coils..." This Contractor is proposing to pack the slot by hand via filler and ripple springs. Given the small size of this multi-turn coil this Contractor proposes to insert these windings by hand. A winding pusher or jack will not be needed. Given the geometry of a multi-turn coil it is desirable to place by hand to protect the insulation of the winding during installation. The requirements for packout (check with a 0.003" feeler gauge) can be accomplished without forcing the coil placement. Respectfully request that the requirement above to use "coil jacks" to install the coils is removed from the solicitation.

Answer: Offerors shall propose on the job per the specifications. Value engineering change proposals may be submitted post-award during the submittal process under FAR 52.248-3.

44. Question: Section 48 13 13.02 paragraph 3.9.1e states that "...It may be necessary to move the generator stator. This will be dealt with as an as needed item." The CLIN 0008 also calls for an As Needed price for this work. To make sure all proposals can be evaluated equally, can the Government provide a detailed requirement on how this work shall be performed in the technical specification? Shall the work scope include excavation of existing soleplates, furnishing new soleplates and re-grouting?

Answer: Section 48 13 13.02, Paragraph 3.9.1.e has been revised. Additionally, the line item "Move Generator Stator for Unit 4 (As Needed)" has been removed. Recentering the unit is part of the rewind scope already covered in Section 48 13 16.00, Paragraph 3.10.4.

45. Question: Section 48 13 13.02. article 3.9.1 item e) states that it may be necessary to move the generator stator and this will be dealt with as an as needed item. Price item 0008 corresponds to this requirement. However, in section 48 13 16.00, article 3.10.4, it is stated that “The Contractor shall center and round the stator frame to the new unit centerline” as part of the base scope, without mention of being ‘as needed’. Please clarify.

Answer: Section 48 13 13.02, paragraph 3.9.1.e has been revised. Additionally, the "Move Generator Stator for Unit 4 (As Needed)" line item has been removed since this work is already part of the stator work under section 48 13 16.00, Paragraph 3.10.4.

46. Question: Section 48 13 13.02 Paragraph 3.1.3 d Measurements that require sweep checks.

Section 48 13 13.02 Paragraph 3.3 Pre-disassembly Alignment Checks. Question: Sweep check such as the rotor/stator air gaps will be very difficult to obtain because the unit is out of alignment, and there is no high pressure lift system on this unit. Though the unit can be lifted before each rotation to get oil onto the thrust bearing but pulling this unit for rotation will not provide accurate readings. There is vertical misalignment of U-4 and it known that the unit stator is not concentric with the turbine distributor by as much of 0.250".

Additionally the rotor poles are being rehabilitated and the stator will be re-centered to a new unit centerline. What useful purpose will a pre-disassembly sweep check be on this unit?

Answer: Section 48 13 13.02 Paragraph 3.1.3 has been updated. An alternative procedure for collecting measurement data for the generator rotor and stator as required in Paragraph 3.1.3d has been added.

47. Question: Section 48 13 13.04 paragraph 3.18.1 states that "The contractor shall refurbish the bottom ring in the field". In other places, it is implied that the bottom ring is removable and can be shipped to a shop for refurbishment and line boring. Please clarify if the bottom ring can be refurbished in an offsite shop.

Answer: Section 48 13 13.04, Paragraph 3.18.1 has been revised. It will be at the Contractors discretion whether the bottom ring will be refurbished in the field or in the shop.

48. Question: With regard to the Section 48 13 13.04 Paragraph 3.18.5 Machining of Upper

Horizontal Surface of the Discharge Ring (As needed), please confirm which CLIN should be used for this work scope.

Answer: CLIN 0073 "Machining of the Upper Horizontal Surface of the Discharge Ring (As Needed)" has been added.

49. Question: Section 48 13 13.04 paragraph 3.16.5 states that "machine up to 0.040 inches off the surface of the stay ring flange to restore the flanges to a flat and level condition." This statement is confusing because this paragraph is supposed to describe the machining of the head cover flange, as a subset of paragraph 3.16 Head Cover. Please clarify whether the flange mentioned in this paragraph refers to the mounting flange on the head cover or the mounting flange on the stay ring. If it refers the mounting flange on the stay ring, please specify which CLIN should be used. Please note that CLIN 0069 and 0070 are specified for machining the head cover flange only per description in Section 01 22 00.00.

Answer: The general inspection of the stay ring is performed in paragraph 3.11 but no machine work is called out in this paragraph. The machining of the stay ring flange is called out in the paragraph 3.16, Headcover, since the stay ring flange is critical to the flatness, runout and elevation of the headcover. Machining CLINs in Section 01 22 00.00 (now CLINs 0068 and 0069) have been updated accordingly.

50. Question: Will you be staying with the Bronze bearings for the wicket gates and other locations, or are you also considering using greaseless self lubricating composite bearings?

Answer: Bushings will be replaced as defined in Section 48 13 13.04.

51. Question: Are there any civil works (works with concrete) in spiral case required to smooth out the spiral case concrete walls?

Answer: There is no concrete work currently in the specifications for spiral case repair.

52. Question: Are Winter-Kennedy connections operable (usable) or do they need rework?

Answer: The Winter-Kennedy taps have not been used in a long time and their condition is unknown. However, there is no requirement in the specifications to measure relative efficiency since the runner is not being replaced.

53. Question: Are there any other measuring taps besides Winter Kennedy taps; where and how man?

Answer: There are no other taps available.

54. Question: Most of drawings for generator guide bearings and thrust bearing are missing.

Can we get those?

Answer: The Government has no additional drawings of the generator guide bearing or thrust bearing.

55. Question: Is it defined what kind of pneumatic shear pin detection system should be used?

Answer: The pneumatic shear pin detection system design is to be submitted for Government approval with requirements described in 48 13 13.04-3.22.

56. Question: With regard to the CLIN #0073 Provide New Bottom Ring Facing Plates (As Needed), please provide a detailed technical description of this scope. It doesn't exist in Section 48 13 13.04 and any other sections.

Answer: Section 48 13 13.04, Paragraph 3.18.6 has been added. Welding details are shown on existing reference drawing #39107.

57. Question: With regard to the CLIN #0068 Furnish New Head Cover Facing Plates (As Needed), please provide a detailed technical description of this scope. It doesn't exist in Section 48 13 13.04 and any other sections.

Answer: Section 48 13 13.04, Paragraph 3.16.6 has been added. Welding details are shown on existing reference drawings #39124 and 39124A.

58. Question: 48 13 13.06 "Tolerances for Stationary Thrust Bearing Shoe Segments..."

P517/684 – Respectfully request that the tolerance on Babbitt flatness be revised. In the 1st paragraph of "1. Dish Flatness", Contractors are to use a planekator. However, in the 3rd paragraph Contractors are asked to "zero the measuring device using the same location in the center of the shoe." This request to "zero the measuring device" cannot be done with a planekator.

Answer: Offerors shall propose on the job per the specifications. Alternative flatness measurement techniques may be submitted by the Contractor for approval post-award during the submittal process.

59. Question: With regard to CLIN 0090 Brake and Jack Cylinder Repair (As Needed), please provide a detailed description of the expected repair scope and technical requirement. Section 48 13 13.25 paragraph 3.3.6 mentions that "The Contracting Officer will direct the Contractor as to which repair to make." This is interpreted that the repair scope is uncertain.

Without a clear scope, the bidder won't be able to provide a fixed price for this CLIN.

Answer: The complete condition of the cylinders cannot be known without disassembling them. There is a base scope of refurbishment that is listed in paragraph 3.3.6. Expected repairs that could be performed if the inspections reveal damage include, but may not be limited to: honing of cylinder, re-chroming of pistons, and or smoothing of scratches or other minor damage.

60. Question: Section 48 13 16.00 paragraph 2.6.6 requires 3 new current transformers to replace existing transformers. The in-kind replacements requested are not available on the market today, however, equivalent window-type transformers are available. Will the contractor be allowed to use equivalent window-type CTs?

Answer: Section 48 13 16.00 Paragraph 2.6.6 has been updated. The new current transformers shall be of the wound type and match the existing CT ratings.

61. Question: Did the alarms or trip signal will be used to drive relays for machine protection or will they be acquired via a PLC or other digital mean?

Answer: Reference Section 48 13 16.01. The condition monitoring system will only be used for trending and analysis as described in paragraph 2.2.

62. Question: Section 01 11 10 paragraph 1.2.2.q Perform pre and post operational tests on Unit

No. 4. Comment: This paragraph shall be revised because there will be no pre operational tests on Unit 4.

Answer: Section 01 11 10, paragraph 1.2.2.q has been revised. No pre-operational testing will be performed on this unit since this unit is not currently able to produce power.

63. Question: Far 52.246-21 (Warranty of Construction): duration is 12 months from the date of unit acceptance. Sections 48 13 13.06 and Section 48 13 13.07 both contain warranty language that is 3 years in duration or 8000 hours of operation. Bearing surfaces are considered wear parts and are dependent on operating characteristics (oil cleanliness, oil temperature, load rejections, etc.). Please measure and record all pertinent operating data during the warranty duration so as to help define the cause of any warranty breach.

Answer: The 12 month warranty described in FAR 52.246-21 is applicable to all work covered under this contract. In accordance with Section 48 13 13.06 and 48 13 13.07, the generator guide bearings and thrust bearings shall be warranted to conform to these specifications for three years after receipt and acceptance at delivery site or 8000 hours of unit operation after installation, whichever comes first.

64. Question: Because no response has been received regarding our questions submitted three weeks ago and the responses may trigue more reviews and questions, the bidder requests the government to extend the question deadline (currently June 30, 2016) by two weeks.

Answer: An offeror may submit questions beyond the cutoff date for questions. The Government will review the question and decide whether to answer based upon the significance of the question. The Government will only answer the question and consider an extension of the due date for proposals if a follow up question/response is significant enough to substantially affect an offeror's proposal. If the Government decides to address questions received after the cutoff date they will be issued in a forthcoming amendment.

65. Question: Question regarding answer to Q23. It is stated the powerhouse personnel will only support 6-12, does this mean that we can’t work on 2 shifts? , That we can’t work outside of the 12hrs per day?

Answer. Reference Section 01 10 10, Paragraph 1.37.2. Powerhouse staff can support no more than 6-12 hour days for the duration of the contract. Under certain conditions and with prior coordination additional hours may be supported for specific items of work but the Government makes no guarantee that requests will be granted.

66. Question: Question regarding volume 4 price. What are the required financial status to answer item F. Proof of financial capability?

Answer: This includes any documentation the offeror deems appropriate to show their financial capability, which can include, but is not limited to, recent financial audit reports or bank statements.

67. Question: Are there or will there be specific bond forms that we need to use? If so, will you provide them?

Answer: In accordance with FAR clause 52.228-15, performance bonds shall be on Standard Form 25 and Payment Bonds shall be on Standard Form 25-A. FAR clause 52.228- 1 lists acceptable bid guarantees. However, Standard Form 24 is typical.

68. Question: On page 26 of the solicitation, it is required that "The Small Business

Participation Plan shall be based on the offeror's best effort; however it must meet the minimum total small business participation goal of 23% of the total contract value"?

However, according to the FAR52.219.9 (d)(1), "Goals" shall be "expressed in terms of percentage of total planned subcontracting dollars, for the sue of small business..." The goal of 23% of the total contract value is unachievable because of the specialty required by the work scope and also because of the fact that most of the work scope will be performed by the prime contractor to bring the lowest risk to the government. By referencing to other USACE projects with similar work scope, the bidder requests to change the mandatory minimum goal to 15% of total planned subcontracting value."

Answer: Per Amendment 0005, Factor 6 has been revised. It now states "the minimum total Small Business Participation goal of 23% of the total contract value to be subcontracted."

69. Question: 2.3.1 Factor 6 -Small Business Participation Plan (FAR Clause 52.219-9):

"minimum total Small Business Participation goal of 23% of the total contract value." As a large business and an original equipment manufacturer in the Hydroelectric Industry, this contractor self performs most of the tasks required to refurbish Hydroelectric equipment.

Small Business participation within the remaining subcontracted work typically involves transportation, consumables, bearing work, NDE and some local machine shop activities as applicable. Consequently, the SB goal of 23% of contract value is unreasonable. The requirement for participation of small businesses in Government contracts is consistent, however, the magnitude of participation goals are escalating beyond feasibility. Respectfully request that the small business participation plan goals are derived as a percentage of the total subcontracting value and not the total contract value.

Answer: See Response to Question #68.

70. Question: Question is regarding the document (form PPQ -0) past performance questionnaire. We understand this document has to be filled in by our customer as references.

Can you submit to us the document in Word format for an easier used by our customer?

Answer: An Editable PPQ PDF has been posted with Amendment 0005.

71. Question: Section 00115, article 1, Factor 7, Tab C: refers to Section 00010. Please confirm that this section reference is correct.

Answer: Section reference has changed to 00100. See Amendment 0005.

72. Question: Question on Insurance requirement. Litostroj will be compliant with the requirement and we would like to know the detailed about the USACE site insurance and deductible, also do you have a wrap up in place and deductible.

Answer: The Government is self-insured and therefore the site does not have insurance and deductible information to provide. However, the contractor will be required to have insurance (FAR clause 52.228-5).

73. Question: May we have the excel version of the price schedule?

Answer: An Excel version of the bid schedule is provided with Amendment 0005.

1.0 GENERAL REQUIREMENTS

1.1 Intent: The intent of this solicitation is to select one contractor for the Old Hickory Turbine-Generator Unit #4 Rehabilitation project.
