Shallow Land Disposal Area
Sample Project # 1 Remediation of Disposal Trench 99
Performance Work Statement
1.0 INTRODUCTION
1.1 General
This sample project is intended to illustrate work anticipated to be performed at the Shallow Land Disposal Area (SLDA). The Offeror’s proposed technical approach and cost estimate for this sample project will be evaluated in accordance with Section M of the solicitation.
Disposal Trench 99 containing waste is to be remediated, with waste handled and disposed of in the manner most beneficial to the project and US government. Safety of workers and the public and protection of the environment is paramount. Actual site conditions are listed in Section C, §2.8 of the solicitation. Offerors should also consider the factual assumptions below when preparing their approach:
• Assume Disposal Trench 99 contains the following: radiological and other non-radiological hazardous materials within the soil/waste volume; discarded process equipment and materials;
intact/closed containers that may or may not contain waste; partially intact containers potentially containing waste; solid materials, such as typical contaminated waste, building demolition debris, etc. (including solid materials that may pose a shielding issue); and discrete items. All trench materials may contain fissile material, other non-SNM radiological (fission and activation products, transuranics, Ra, etc.) and non-radiological material, including beryllium, that potentially pose a direct and immediate hazard to personnel during the excavation and handling process, and transport anddisposal.
• Assume hazards may result from theHazards may also be associated with underground mines beneath the trench areas.
• Assume Disposal Trench 99 is located in the vicinity of the upper trench area and has similar characteristics to the pre-remediation conditions of Trench 2.
• Total volume of cover soils and cutback soils is 8,000 BCY.
• Total volume of off-site fill required is 10,400 LCY.
1.2 Contract Type
Cost plus fixed fee task order issued to perform the activities described in this Performance Work Statement (PWS) and in accordance with the requirements of Section C.
2.0 SCOPE OF SERVICES
2.1 General
In general, the effort under this PWS consists of remediation of Disposal Trench 99 per Section C.
Volume estimate information is included within the bid schedule (Enclosure 1). Further details regarding the Technical Approach proposal format and requirements are found in Section L. Work under this PWS includes, but is not limited to, the following activities:
• Project management.
• Preparation of project work plans for USACE, NRC, and DOE review and acceptance.
• Establish Develop a safety and health program and prepare/implement the Accident Prevention
Plan (APP) as required by Engineer Manual (EM) 385-1-1, 29 CFR 1910.120, 29 CFR 1926.65 or other Occupational Safety and Health Administration (OSHA) related compliance plans pertinent to the work.
• Establish Develop chemistry data quality procedures based on USACE, United States Environmental Protection Agency (USEPA) and Pennsylvania Department of Environmental Protection (PADEP) guidance.
• Development of site closure protocols (i.e., the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).
• Maintain and follow a safety and health program.
• Installation of support facilities and infrastructure, as necessary.Follow chemistry data quality procedures based on USACE, United States Environmental Protection Agency (USEPA) and Pennsylvania Department of Environmental Protection (PADEP) guidance. Perform multi-media radiological and chemical sampling and analysis for a wide variety of compounds.
• Civil, topographic, and geophysical surveys.
• Contaminated soils, fill, and debris characterization, excavation, handling, packaging, and transportation activities.
• Off-site disposal of excavated FUSRAP- contaminated soils, fill, and debris at a facility(ies) that is (are) accepted by USACE.
• On-site management of any non-FUSRAP- contaminated soils, fill, and debris (i.e. chemically-contaminated) in accordance USACE and PADEP requirements.
• Soil and rock borings, sampling, testing and other geotechnical analyses.
• Decommissioning, installation, and development of groundwater monitoring wells.
• Hydrogeological testing and data analyses.
• Multi-media sampling and sample management for chemical and geotechnical characteristics.
• Operation and maintenance (O&M) of perimeter air monitoring systems including meteorological monitoring and fixed and portable air monitoring stations to provide early detection of potential contaminant emissions during the remedial action.
• Implementation of site closure protocols (i.e., the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).
• Site restoration.
• Public relations support.
• Reporting and document preparation. Examples include, but are not limited to: Environmental
Surveillance Report, Final Status Survey Reports, Construction Completion Report, Lessons Learned Report, and Personnel Monitoring Reports.
• Maintenance of electronic files, data, maps, tables, databases, Geographic Information System (GIS), and project administrative files.
• In-situ and ex-situ analysis of radionuclides and chemical contaminants (including beryllium, lead, and other metals), utilizing innovative in-situ measurement technologies and techniques, and on-site &and off-site Department of Defense (DOD) Environmental Laboratory Accreditation Program (ELAP) accredited laboratories. Techniques should include, but are not limited to, alpha and gamma spectroscopy, and inductively coupled plasma mass spectroscopy (ICPMS).
• Radiological and beryllium safety.
• Monitor worker exposures and contamination spread.
• Project management and construction quality assurance / quality control (QA/QC).
• Storm and wastewater management through effective, handling, treatment and discharge or disposal of all site waters as they apply.
