Questions & Answers

Solicitation W912LP-17-R-0002

Project No. VSSB099014, Project Title: Consolidated Support Functions (CSF), Sioux City, Iowa

Q1. We are an electrical subcontractor that has been asked by 4 general contractors to be part of their construction team. We will be a subcontractor on site, and will not be part of the design team.

They have asked us to submit our credentials according to the RFP. Do we need to submit our information, if we are just a subcontractor?

A1. It is hard to answer this question based only on the information provided. It is also unclear if the general contractors are gathering the information for the purpose of their technical proposal or past performance information. I would reference you to a couple paragraphs within the solicitation:

- Section 00110, paragraph 4.2.2 - This Subfactor outlines the Design-Build Contractor’s team experience. Contractor are requested to provide a narrative of projects that demonstrate the team's experience with performance-based design build projects. It is possible the Design-Build firms are requesting your information to demonstrate the experience your firm brings to the team. Note: The intent of this subfactor is to access the experience of the lead design personnel and lead construction personnel with design-build projects, but subparagraph 4.2.2.5 requests offerors to discuss previous projects completed by the Design Build team proposed for this project. If your firm has completed design-build projects with the Offeror in the past and you are part of the same team it may be beneficial to highlight that acquisition.

- Section 00110, Paragraph 4.3.4 related to the Past Performance submission states, "... construction subcontractors may be listed/discussed but are not required or desired in Phase One..."

- Section 00110, Paragraph 4.3.5.2 related to the Past Performance submission states, "Subcontractor/Teaming Partners (applicable to design team members and subcontractors to be utilized on the design and oversight team)..." Without knowing the intent of the Offeror, it would be easy to say the answer related to the Past Performance submission would be that you are not required to provide any information on Past Performance; but if the intent of the Offeror is to highlight your firm as part of the oversight team, the answer may be different.

- Section 00110, Paragraph 4.3.6 related to the Past Performance submission states, "Offerors lacking relevant past/present performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition...." If your firm has a lot of Design-Build experience and the Offeror lacks some experience, highlighting your firm’s experience with design-build could add to the team’s overall experience.

Some offerors may have a clearly defined team, including its subcontractors, for construction while others may wait until a later date to define their construction subcontractors. Both are acceptable approaches. As part of the Phase One evaluation, it is the desire of the Government to understand the design team members, lead construction personnel as outlined in the solicitation, and subcontractors to be utilized on the design and oversight team. Depending how the Offeror intends to highlight the information provided by your firm, it may or may not be beneficial in the Phase One proposal.
