Justification and Approval Document

FOR OTHER THAN FULL AND OPEN COMPETITION

BRAND NAME

1. Contracting Activity: United States Property and Fiscal Office for Iowa Attention: USPFO P&C Building #W42, Camp Dodge Johnston, Iowa 50131-1824

2. Nature and/or description of the action being approved: The Iowa National Guard is constructing a new Consolidated Support Functions building at the 185ARW Iowa Air National Guard base in Sioux City, Iowa. Install brand name products in Consolidated Support Functions building to be compatible with existing systems currently in use on the Iowa Air National Guard base.

3. Description of the supplies or services required to meet the agency’s need to include estimated value:

Service Product Description: QTY Estimated Price

Corbin-Russwin Keying System LS E-Mon Energy Monitoring Meter LS Monaco Fire Alarm System LS Schneider Electric StruxureWare Building DDC Controls LS Advantor Security System Intrusion Detection System (IDS) LS

Total Estimated Cost:

4. Authority Cited: (Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition)

10 U.S.C. 2304(c)(1), Competition Requirements

FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Reason Authority Cited:

The base has existing installed systems for building keys, energy monitoring, fire alarms, DDC controls, intrusion detection systems and locks. All systems have been competed under previous contracts. Any new systems or components must match the existing systems to ensure interoperability and maintain the integrity of the installed systems. Following are the brand name components/systems that are required for the Consolidated Support Functions facility:

Corbin-Russwin cores. Facilitates key control for facility access and security. Keying systems installed on new buildings on base must match the existing keying system to maintain oversight and control.

Failure to purchase compatible cores would require the Iowa Air National Guard to purchase a second key cutting system, which would increase overall security risk.

E-Mon Meters. Meters report to the currently installed energy monitoring network. Use of non-compatible meters would result in inefficiencies and additional costs of maintaining separate monitoring networks for different buildings.

Monaco Fire Alarm System. The main base fire alarm monitoring and control system is a Monaco system which is installed at the Fire Station. The system has capability to be an “addressable” system meaning that at the main control/alarm monitor the alarm input is addressable to the exact manual pull station, smoke/heat detector, etc. This type of information is very important for the responding emergency services as they will know precisely in the building where they alarm was initiated and will have a better understanding of what to expect and what response is appropriate. Components other than Monaco are not fully compatible with the Monaco system and some of the functionality such as addressable inputs are lost. The additional life and safety features made available by installing only Monaco components are a key benefit that is lost when alternative components are installed.

Schneider Electric StruxureWare Building DDC Controls. The base has a building automation (DDC) control system based on the Schneider Electric “StruxureWare” system. This system allows computer based monitoring and control of building HVAC systems throughout the base. Other manufacturer’s components are not compatible and therefore we would not be able to monitor and control buildings with those components using the installed system. It is not feasible to have multiple monitoring and control systems throughout the base.

The Consolidated Support Functions facility will require an intrusion detection system (IDS) at the new vault within the Communications Squadron. The AF has authorized three brands of intrusion detection systems. The Iowa Air National Guard selected the Advantor system several years ago based on a competitive acquisition. The new equipment must seamlessly integrate with the existing Advantor system the base is currently utilizing. No other brand will integrate with the Advantor system.

6. Actions to Increase Competition: This J&A will be posted to FedBizOpps with the solicitation, and potential suppliers will have the opportunity to propose compatible products for consideration.

7. Market Research: Market Research was conducted for previous acquisitions; but was not conducted for this acquisition because the Iowa Air National Guard is currently utilizing the existing systems. Previous market research supports the rationale identified in Block 5.

8. Other Interested Sources: N/A

9. Subsequent Acquisitions: The Iowa Air National Guard will continue to monitor market conditions to determine if there are additional products that are compatible and identify additional suppliers, if available.

10. Procurement History:

Previous Contract or Purchase Order Number: W912LP-16-C-0008 Previously Competed? YES Previous Authority for less than Full & Open Competition: FAR 6.302-1

11. Fair and Reasonable Price Determination: IAW with FAR 13.106-3(a)(2), I have determined that the anticipated cost to the Government is fair and reasonable based upon one or more of the following: (Contracting Officer check as appropriate)

___ (i) Market research;

_X_ (ii) Comparison of the (anticipated) price with prices found reasonable on previous purchases;

_X_ (iii) Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price;

_X_ (iv) A comparison with similar items in a related industry;

____ (v) The contracting officer's personal knowledge of the item being requested;

____ (vi) Any other reasonable basis.

12. Certification: I certify that the information included in this J&A is accurate and complete to the best of my knowledge and belief:
