DEPARTMENT OF THE AIR FORCE

158TH FIGHTER WING (ACC)

SOUTH BURLINGTON VERMONT

5 June 2018

MEMORANDUM FOR FILE

FROM: 158 MSG/MSC

SUBJECT: Questions and Answers for CURZ 152812, F-35 Alter Aircraft Shelter B385, Fuel

Cell as of 5 June 2018

1. Solicitation states, “FAR 52.216-1 TYPE OF CONTRACT (APR 1984) The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation.” Is an electronic copy of the Fixed Price Contract available for review?

A. No, an electronic copy of the contract award is not available. The resultant contract is essentially the solicitation document after the removal of solicitation provisions. All other terms and conditions and clauses carry over from the solicitation to the contract.

2. Builder’s Risk: Neither FAR 52.228-5 or FAR 28.307-2 contemplate Builder’s Risk coverage for this project. Assuming the Government carries the Builder’s Risk Policy, what is the policy deductible, and is the Contractor required to insure down the policy deductible?

A. Please see FAR Clause 52.236-7 Permits and Responsibilities.

3. Specification Section 01 00 00 – Special Contract Requirements is listed in the Table of

Contents, but is not included - is this section available?

A. Section 01 00 00 is not labeled by mistake. It starts on .pdf page 11 of the specification document volume 1.

4. Solicitation No. W912LN-18-B-5001 Paragraph 11. SUBCONTRACTING PLAN calls for the offerors to prepare and submit their subcontracting plan “if required”. Please advise if the plan is required for this project.

A. Subcontracting Plan is only required of Large Business Bidders if requested by the

Contracting Officer. Subcontracting Plan is not required at the time of bid opening. If the apparent low bidder is a Large Business, the Contracting Officer will then request the Bidder submit a Subcontracting Plan by a specified date and time in accordance with Solicitation No.

W912LN-18-B-5001 Paragraph 11. The plan shall be included in and made a part of the resultant contract. Failure to submit the Subcontracting Plan shall make the Bidder ineligible for the award of the contract.

5. Are these Q&A's to be considered Amendments to be acknowledged in Item 18 of the

Solicitation Form?

A. No, you do not need to acknowledge on the SF18. I have no other way to post the answers than to amend the FBO posting. I will issue a formal solicitation amendment incorporating all

Q&As after the question deadline. You will need to acknowledge that amendment.

6. Does the double wall duct in the hanger need to receive liner and exterior insulation? Spec section 23.00.00 – 2.9.1.1 calls out 1” fiberglass liner inside the double wall duct and spec section 23.07.00 – 3.3.1 calls for 2” insulation on all warm and cold air ducts.

A. Double wall duct shall be constructed per Spec section 23.00.00 – 2.9.1.1. Exterior insulation is not required.

7. Detail A1, on drawing M503, calls for flexible elastomeric insulation (Armaflex) with .040 aluminum shop fabricated jacketing. Spec section 23.07.00 – 3.3.6.4 contradicts this detail calling for weatherproof mastic or roofing membrane. Neither the spec nor the detail indicates the insulation thickness required. Please clarify jacketing type, insulation type, and insulation thickness the outdoor ductwork serving DOAS 1 & 2.

A. Construct per detail on the drawings. Insulation thickness of 2".

8. Please confirm that none of the existing rooftop equipment needs to be removed/ replaced in the roofing alternate bid.

A. Existing fans on roof to be removed per mechanical demolition drawings.

9. Please provide the size of the existing water heater used to wash planes.

A. Size is estimated at approximately 100 gallons.

10. Please provide the thickness of the new bent plate at the top of the wall per detail B2/A-581

ROOF EAVE – OPTION 4

A. Bent plate to be ¼” galvanized steel. Dimensions of plate to be 5” x 13”.

11. In addition to risk category II, what is the seismic importance factor and/or seismic performance requirement for the HVAC equipment scheduled.

A. HVAC equipment importance factor is 1.0.

12. In order to properly price the fall protection system, the subcontractor needs to know the distance from top of plane to beam. Please advise.

A. The aircraft tail height is approximately 14'-3" tall, and the fuselage is approximately 11'-0" tall. Contractor shall coordinate exact aircraft dimensions with user during fall protection system design. Fall restraint beam depth is determined by fall restraint system provider per spec section

11 01 50.

13. E-601-C & ES-101_C: What is the required transformer size for T-12? E-601-C states the transformer is 750 KVA. While ES-101-C States the Transformer is 1500KVA. Please advise.

A. Transformer shall be a 750 KVA Transformer as indicated on E-601-C.

14. Head detail 1/A511, and Base Detail 2/A512 for partition type S2AB do not exist on the current drawings. Also, in the comments box this partition is described as “partial height” which seems inconsistent with the floor plans. Please confirm and/or provide additional information for this partition type.

15. Section 00010 – Solicitation Contract Form, page 3 of 46, Item No 0001 refers to “a new

11,070 SF facility in accordance with specs dated 20 November 2017 and drawings dated 20

November 2017, PSC CD: Z2EB” This does not match the description of the project on page 9

Section 00010 Instructions, Conditions, and Notices to Offerors, and only the specs are date 20

November 2017. Please clarify.

A. ITEM 0001 language will be updated to match project description on page 9 Section 00010.

16. Item 0002 of the Solicitation Contract Form refers to Contractor Manpower Reporting for contractor and subcontractor labor hours. Please clarify what the offeror is to provide for pricing.

A. Contractor Manpower Reporting is a required administrative function for the contractor.

Estimate the cost of complying with the requirement.

17. E-101-C Keyed Note 9: Looking for information regarding to the PCA Master Control Panel.

What is its function? Who supplies this? What if supplied by subcontractor are its required specs?

A. Power is for the Preconditioned Air Control Panel to control the Preconditioned Air system.
