A. No, an electronic copy of the contract award is not available. The resultant contract is essentially the solicitation document after the removal of solicitation provisions. All other terms and conditions and clauses carry over from the solicitation to the contract.

2. Builder’s Risk: Neither FAR 52.228-5 or FAR 28.307-2 contemplate Builder’s Risk coverage for this project. Assuming the Government carries the Builder’s Risk Policy, what is the policy deductible, and is the Contractor required to insure down the policy deductible?

A. Please see FAR Clause 52.236-7 Permits and Responsibilities.

3. Specification Section 01 00 00 – Special Contract Requirements is listed in the Table of

Contents, but is not included - is this section available?

A. Section 01 00 00 is not labeled by mistake. It starts on .pdf page 11 of the specification document volume 1.

4. Solicitation No. W912LN-18-B-5001 Paragraph 11. SUBCONTRACTING PLAN calls for the offerors to prepare and submit their subcontracting plan “if required”. Please advise if the plan is required for this project.

A. Subcontracting Plan is only required of Large Business Bidders if requested by the

Contracting Officer. Subcontracting Plan is not required at the time of bid opening. If the apparent low bidder is a Large Business, the Contracting Officer will then request the Bidder submit a Subcontracting Plan by a specified date and time in accordance with Solicitation No.

W912LN-18-B-5001 Paragraph 11. The plan shall be included in and made a part of the resultant contract. Failure to submit the Subcontracting Plan shall make the Bidder ineligible for the award of the contract.

5. Are these Q&A's to be considered Amendments to be acknowledged in Item 18 of the

Solicitation Form?

A. No, you do not need to acknowledge on the SF18. I have no other way to post the answers than to amend the FBO posting. I will issue a formal solicitation amendment incorporating all

Q&As after the question deadline. You will need to acknowledge that amendment.

7. Detail A1, on drawing M503, calls for flexible elastomeric insulation (Armaflex) with .040 aluminum shop fabricated jacketing. Spec section 23.07.00 – 3.3.6.4 contradicts this detail calling for weatherproof mastic or roofing membrane. Neither the spec nor the detail indicates the insulation thickness required. Please clarify jacketing type, insulation type, and insulation thickness the outdoor ductwork serving DOAS 1 & 2.

Use" cover. Do these devices need to be explosion proof if installed above the hazardous area? If so, can a part number be provided for the preferred assembly? Second, if the wiring is outside this identified hazardous area, does it still need to be rigid / IMC conduit?

A. 1) Yes. Per UFC 4-211-01 section 5-12.7.1 requires explosion proof fixtures in the fuel cell maintenance hangar bay to ensure worker safety even when located above the 18” hazardous classification.

53. FAR Clause 52.236–7 Permits and Responsibilities addresses coverage provided by the

Construction Manager’s General Liability policy. It does not address Builder’s Risk. Builder’s

Risk a property policy specific to construction projects and is either maintained by either the

Owner or Contractor. The language of 52.236-7 below addresses negligence, which is a GL trigger. The Builder’s Risk policy is a first party property policy. The trigger is not our negligence. The Government likely has a global property policy for the entire base and would add Builder’s Risk coverage by rider. We’d like to understand the policy deductible.

A. The Government does not carry any liability insurance, including Builder's Risk insurance.

The Government does NOT require the contractor to obtain property damage liability insurance.

The contractor may choose to carry other insurances including Builder's Risk Insurance, but the

Government does not require it.

56. RFI - Can as-builts be provided for the sprinkler system in Building 385?

A. Reference attached existing drawings uploaded to FBO.

57. On P-102 and P-103 in the general notes and keyed notes sections it calls out the two roof options #4 and #5 the opposite of what the bid form calls for. Please clarify.

A. Use the bid schedule in the solicitation - Option #4 = Lower Roof and Option #5 = Upper

Roof.

Hanger Area Room 101. That does not appear on the Finish Schedule (A 701-C) which notes cove in other areas. Does the Hanger Area get cove base or no?

A. Please provide cove base in the hangar area.

http://www.sam.gov/

60. On CU101 there are several references to a CU500 drawing. I don’t find CU500 in this set of drawings. Please provide.

A. Typical pipe trench detail is shown on sheet CS500, thrust block detail shall be per attached.

61. Do the lockers in Rm 108 and 111 rest on a base of some kind of do they come with a base from the factory?

A. See attached sketch for concrete base.

File details come from the government source that posted it.
