SECTION 01000
REQUIREMENTS OF PENNSYLVANIA AIR NATIONAL GUARD
PART 1 GENERAL
1.01 SUMMARY

1.02 WORK SCHEDULE
A. All work shall be accomplished during normal working hours (0700 to 1600 hours) exclusive of Saturdays, Sundays, and federal holidays unless other times are approved by the Contracting Officer or Designated Representative, or otherwise stated in the
Contract. Coordinate the work schedule with the Contracting Officer or Designated
Representative.
1.03 HAZARDOUS MATERIAL USAGE
A. The Contractor shall establish a hazardous material (HM) storage and distribution system when HM is to be used. All HM required to support the contract shall be reported to the Hazardous Material Pharmacy (HMP) using the Contractor HM
Identification Form. The Form may be altered to enhance tracking. The Contractor HM
Identification Form will be provided to the Contractor at or prior to the Preconstruction meeting. Additional HM needed by the Contractor shall be identified to the Contracting
Officer or Designated Representative for approval by the HMP. See Supplement
Contractor Hazardous Material Identification Form.
B. The Contractor planning to use HM for the work must register with the base HMP prior to start of work in order to support the installation’s compliance with Executive Order
12856, Federal Compliance with Right-to-Know Laws and Pollution Prevention
Requirements.
C. The Contractor shall maintain Contractor HM Identification Form for HM on the jobsite for inspection/verification.
D. Contracting Officer or Designated Representative will verify that the HM identified to
HMP is the only HM in use on the jobsite.
E. Contractors shall Provide the HMP:
1. Provide a list of each material and quantity of material for all proposed HM.
Hazardous Material (HM) shall be construed to mean any item that is:
a. A health hazard or physical hazard as defined in 29 CFR, 1910.1200(c).
b. Regulated in its disposal by EPA under 40 CFR.

c. Hazardous as defined by DOT regulations under 49 CFR.
d. Hazardous as defined by the Dangerous Goods Regulations of the International
Air Transport Association.
2. Provide a material safety data sheet (MSDS) for each item on the HM list.
3. Typical examples of hazardous materials used on the jobsite include, but are not limited to:
a. Petroleum based liquids/gases (gasoline, kerosene, diesel, propane, butane, acetylene, etc.).
b. Explosives.
c. Adhesives and glues.
d. Shot charges for anchor systems.
e. Volatile solvents (such as PVC cleaner and glues, paint thinners).
f. Non-water-based paints.
g. Liquid sealants.
h. Epoxies and coating systems.
i. Acidic or alkali cleaners.
F. The Contractor shall establish a construction specific HM storage and issue location that fully complies with federal, state, and local environmental regulations. Materials issued shall be tracked for quantities used. Unused materials shall be inventoried and removed from the ANG installation prior to closeout of the contract or expiration date of the HM.
Reports of materials delivered, used, and removed from the installation shall be submitted to the Contracting Officer or Designated Representative monthly and prior to contract closeout.
G. The Contractor shall comply with all federal, state, and local environmental standards.
H. The Contractor shall accompany the Contracting Officer or Designated Representative and the installation Environmental Manager (EM) on project closeout inspection to ensure all used and unused HM was removed from the installation. This requirement shall not be a punch list item and must be accomplished prior to the government accepting beneficial occupancy of the facility or construction item. See Supplement
Contractor Hazardous Material Identification Form Closeout Procedures.
1.04 COVERING OF DEBRIS
A. The Contractor and Subcontractor shall be responsible to cover all loads of debris before hauling them off the site. The Contractor and Subcontractor shall provide a covering to keep the debris on the truck; however, in the event debris does fall out of the truck while hauling the Contractor shall immediately clean up all debris.
1.05 UTILITY LINE MARKING
A. Contractor shall provide and install warning tapes within one foot of all new utilities placed underground.
1. Warning Tape: Acid and alkali-resistant polyethylene film warning tape manufactured for marking and identifying underground utilities, 6 inches (150 mm) wide and 4 mils (0.1 mm) thick, continuously inscribed with a description of the utility, place continuously along length of all utilities; colored as follows:
a. Red: Electric.

b. Yellow: Gas, oil, steam, and dangerous materials.
c. Orange: Telephone and other communications.
d. Blue: Water systems.
e. Green: Sewer systems.
1.06 ENVIRONMENTAL PROTECTION
A. The Contractor shall abide by the environmental requirements of the State of
Pennsylvania and the Pennsylvania Department of Environmental Protection. The requirements shall be incorporated into the waste disposal plan in accordance with
Section 01410, Environmental Protection.
B. Vehicles and other powered equipment shall meet local and state air quality regulations for emissions. They shall be mechanically sound and have all seals, grease rings, and other containment systems in place to ensure against leakage. Drip pans shall be maintained such that overflow and spills do not occur. There shall be no activities for equipment maintenance including oil changes, filter replacements, or hydraulic equipment repair performed on Government Property.
C. All solid waste shall be collected and disposed of off government property on a daily basis. There shall be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material being blown about by the wind.
D. Paint Cans: Only empty liquid paint cans shall be allowed in Contractor controlled dumpsters. No aerosol cans may be disposed of in dumpsters. A paint can is considered empty if paint comprises less than 1 inch or 3 percent by weight of the total capacity of the container, whichever is less. If the residue in the container exceeds these limits, contact the Contracting Officer or Designated Representative for disposal instructions.
E. Asphalt debris scheduled for removal shall be disposed of off site.
F. Excavated debris excluding hazardous or special wastes such as asbestos, contaminated soils, underground utilities, paints, or solvents shall be disposed of off the site.
G. All solid waste not specifically noted above shall be removed from Government property by the Contractor.
H. All buried utilities scheduled for removal shall be removed from Government property by the Contractor.
I. If at anytime, an authorized inspector for the Base Civil Engineer thinks that regulatory requirements are not being followed, the Base Civil Engineer reserves the right to notify the Contracting Officer and recommend corrective action.
1.07 SUPPLEMENTS
A. The supplements listed below, following “END OF SECTION,” are a part of this
Specification.

SECTION 01030
METRIC MEASUREMENTS
1.01 REFERENCES
A. The publications listed below form a part of this Specification to the extent referenced.
The publications are referred to in the text by basic designation only:
1. American Society for Testing and Materials (ASTM):
a. ASTM E380 Practice for Use of the International System of Units (SI).
b. ASTM E621 Practice for Use of Metric (SI) Units in Building Design and
Construction.
1.02 GENERAL
A. This Project includes metric units of measurements. The metric units used are the
International System of Units (SI) developed and maintained by the General Conference on Weights and Measures (CGPM); the name International System of Units and the international abbreviation SI were adopted by the 11th CGPM in 1960. In some cases both metric SI units and English inch-pound (I-P) units are included in a section of the specifications; the measurements used in any particular case have been determined by the circumstances involved. Specifications requiring metric measurements may contain requirements for equipment (e.g., printers, HVAC systems) described in I-P units; in which case no metric substitution will be allowed. Specifications requiring metric measurements may include references to related non-metric industry and/or
Government standards in which case the requirements of the standard govern.
1.03 USE OF MEASUREMENTS
A. Measurements shall be either in SI or I-P units as indicated, except for soft metric measurements or as otherwise authorized. The Contractor shall be responsible for all associated labor and materials when authorized to substitute one system of units for another and for the final assembly and performance of the specified work and/or products.
B. Hard Metric: A hard metric measurement is indicated by an SI value with no expressed correlation to an I-P value (e.g., 38 mm). Hard metric measurements are often used for field data such as distance from one point to another or distance above the floor.
Products are considered to be hard metric when they are manufactured to metric dimensions or have an industry recognized metric designation.
C. Soft Metric: A soft metric measurement is indicated by an SI value which is a mathematical approximate of the I-P value shown in parentheses (e.g., 38.1mm (1-1/2 inches)). Soft metric measurements are used for measurements pertaining to products, test values, and other situations where the I-P units are the standard for manufacture, verification, or other controlling factor. The I-P value shall govern while the metric measurement is provided for information.
D. Neutral: A neutral measurement is indicated by an identifier which has no expressed relation to either an SI or an I-P value (e.g., American Wire Gage (AWG) which

indicates thickness but in itself is neither SI nor I-P).
1.04 COORDINATION
A. Discrepancies, such as mismatches or product unavailability, arising from use of both metric and nonmetric measurements and discrepancies between the measurements in the specifications and the measurements in the Drawings shall be brought to the attention of the Contracting Officer or Designated Representative for resolution.
1.05 RELATIONSHIP TO SUBMITTALS
A. Submittals for Government approval or for information only shall cover the SI or I-P products actually being furnished for the Project. 1.03 COORDINATION AND PROJECT CONDITIONS
A. Coordinate scheduling, submittals, and work of the various sections of the Project
Manual to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later.
B. Government Furnished-Contractor Installed (GFCI) Items: Contractor shall coordinate with the Contracting Officer or Designated Representative for the installation of GFCI items. This includes pick-up and delivery of the equipment and/or materials (noted as such) from it's current location on the installation to this new facility. Contractor shall install all equipment and materials and make final utility terminations/connections as required.
C. Government Furnished-Government Installed (GFGI) Items: Contractor shall coordinate with the Contracting Officer or Designated Representative for the installation of GFGI items. Contractor shall make all final electrical and communications terminations in the prewired workstations.

Follow routing shown for pipes, ducts, and conduit, as closely as practicable; place runs parallel with lines of building. Utilize spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
F. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within the construction. Coordinate locations of fixtures and outlets with finish elements.
G. Coordinate completion and cleanup of work of separate sections in preparation for

SECTION 01050
FIELD ENGINEERING
1.01 REQUIREMENTS INCLUDED
A. The Contractor shall provide and pay for field engineering services for:
1. Survey work required in execution of work.
2. Civil, structural, or other professional engineering services specified or required to execute the Contractor’s construction method.
B. The method of field staking for the construction of the work shall be at the option of the
Contractor. The Contracting Officer or Designated Representative shall provide the engineering surveys to establish reference points which in his judgement are necessary to enable the Contractor to proceed with his work.
C. The accuracy of any method of staking shall be responsibility of the Contractor. All engineering for vertical and horizontal control shall be the responsibility of the
Contractor.
D. The Contractor shall be held responsible for the preservation of all stakes and marks. If any stakes or marks are carelessly or willfully disturbed by the Contractor, the
Contractor shall not proceed with any work until he has reestablished such points, marks, lines and elevations as may be necessary for the prosecution of the work.
E. The Contractor shall retain the services of a competent surveyor, registered in the State of Pennsylvania, to layout the work and maintain a survey during construction. The
Contractor shall be solely responsible for proper location of the work.
1.02 SURVEY REFERENCE POINTS
A. Locate and protect control points prior to starting site work, and preserve all permanent reference points during construction.
1. Make no changes or relocations without prior written notice to the Contracting
Officer or Designated Representative.
2. Report to the Contracting Officer or Designated Representative when any reference point is lost or destroyed or requires relocation because of necessary changes in grades or locations.
1.03 PROJECT SURVEY REQUIREMENTS
A. Establish temporary bench marks as needed, referenced to data established by survey control points. Record locations, with horizontal and vertical data, on Record Drawings.
B. Establish lines and levels, and locate and lay out, by instrumentation and similar appropriate means:
1. Site improvements, including utility slopes and invert elevations.
2. Batter boards for structures.
C. From time to time, verify layouts by same methods.
D. Establish all lines and grades prior to construction of site improvements.

A. Maintain a complete, accurate log of all control and survey work as it progresses.

1.05 SUBMITTALS
A. On request of the Contracting Officer or Designated Representative, submit documentation to verify accuracy of field engineering work.

1.04 SUBMITTALS
A. Submittals for PAANG Approval: The following items shall be submitted for PAANG approval:
1. Designation of Safety Representative: The Contractor shall designate in writing a qualified employee OSHA Trained under 29CFR1926 responsible for the overall supervision of all accident prevention activities. Duties shall include ensuring applicable safety requirements are incorporated into work methods and inspecting the jobsite to ensure that safety measures and instructions are actually being applied. This person shall be on site at all time that work is in progress.
2. The Contractor shall be trained/certified in 29CFR1926 procedures. All other employees performing site work will meet 29CFR1926 training requirements for their job capacity.
B. Submittals for Information Only: The following items shall be Contractor certified:
1. Job Hazard Analysis: Contractor shall develop a job hazard analysis for presentation at the preconstruction conference. The Contractor's job hazard analysis shall list potential hazards that could arise during the course of the work.
2. Job Safety and Health Plan:
a. The Contractor shall develop a Job Safety and Health Plan for presentation at the Pre-construction conference. The Contractor's Safety Plan shall make whatever provisions are necessary to conduct his work in accordance with current OSHA standards.
b. The following are minimum requirements for the health and safety plan:
1) Safety Plans: Safety Plans will be the responsibility of the Contractor for construction areas identified by the installation and/or PAANG as areas of

known hazards only. These plans are required by 29CFR1926 and are the responsibility of the Contractor. This requirement will be coordinated through the Health and Safety Program of the military installation by the
Contractor.
2) Minimum Requirements for the Health and Safety Plan are as follows:
(a) Must be kept on site, and must be written.
(b) Will contain a hazard analysis (safety and health risk) for each site task and operation (to be supplied by the installation).
(c) Will include employee training.
(d) Will include personal protective equipment to be used by employees for each of the site tasks and operations.
(e) Will include provision for medical surveillance.
(f) Will include the frequency and types of air monitoring, personal monitoring, environmental sampling techniques, instruments to be used (their maintenance and calibration).
(g) Will include a site control program to be coordinated with the installation.
(h) Will include a decontamination procedure.
(i) Will include an emergency response plan.
(j) Will include a confined space entry procedure.
(k) Will include provision for spill containment.
(l) Will include pre-entry briefings for confined space entry (prior to each site task activity) for all employees involved in the task, supervision, or emergency response.
(m) Will include telephone notification of accidents and followed by a written report of the accident.
(n) Written verification of adherence to the "plan" by a Safety and Health
Supervisor is required (the supervisor must meet the 29CFR1926 training requirements for supervisors).
(o) Deficiencies will be corrected immediately upon discovery and after consultation with the PAANG Contracting Officer or Designated
Representative.
3) Hazard Response Plan: The unplanned or non-predicted discovery of such hazards as transite pipe, contaminated soils, and other possible hazards must be addressed within an Emergency Response Plan (EMR) by all
Contractors. This requirement will be coordinated through the Health and
Safety Program of the military installation by the Contractor (sample provided by Contracting Officer or Designated Representative).
(a) Material Safety Data Sheets must be maintained at the site for all hazardous materials in use.
1.05 MONTHLY SAFETY MEETINGS
A. The installation will schedule subsequent safety meetings with Contractor and
Subcontractor personnel on a monthly basis. Minutes of safety meetings shall be prepared and signed by the Contractor. Concurrence signed by Inspection Section and the original submitted to the Contracting Officer or Designated Representative’s for
