Project Overview
Project requirements
The Michigan National Guard, Grayling Airfield Base, Grayling, MI intends to issue an Invitation for Bids (IFB) for award of a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to construct project 260247 National Guard Readiness Center. Scope of work will include, but is not limited to, permanent construction that supports training, administrative and logistical requirements. This will include backup power generation and vehicle parking for both organizational and privately owned vehicles. The proposed project will include all utility services, information systems, fire detection and alarm systems, roads, walls, curbs, storm drainage, areas, and site improvements required by the project scope. All work will be in accordance with design requirements, specifications, and drawings provide within the master specifications.

The following is a brief overview of the sealed bid requirements:
BIDDERS ARE STRONLY CAUTIONED TO CAREFULLY READ THE REQUIREMENTS OF THE SOLICIATION AND COMPLY ACCORDINGLY REFER TO THE SOLICITATION AND FAR 14 FOR DETAILS.
Public bid opening occurs. Prices are read to the public. There will be no discussions or negotiations.
Bidders must submit sealed bids to be opened at the time and place stated int the solicitation for the public opening of bids.
After bids are publicly opened an award will be made to that responsible bidder whose bid conforming to the IFB will be most advantageous to the Government considering only price and price related factors.
The bid abstract will be certified and posted on SAM.gov as soon as practicable.
Sealed Bid Procedures
SF 1442, (Blocks 14-20c)-Do not enter less than 90 days in block 17 Section 00010. Bid Schedule—all items must be priced.
IAW Clause 252.236-7008, Contract Prices-Bidding Schedules (Dec 1991) the prices shown in the bidding schedule must reflect ALL COSTS involved in performing the work, as described in the plans and specifications.
Section 00 45 00 Reps and Certs: In addition, the bidder must have entered current and complete data within the past year via the Online Representatives and Certifications at https://sam.gov Acknowledge all amendments issued on an SF 30 on page 2 of SF1442 and/or by providing signed SF 30s with bid.
Bid Bond/Guarantee shall be 20% of the complete bid price and be issued the most recent edition of the SF 24 with a complete power of attorney.

To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources, and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
