(d) Section 00 45 00 Representations and Certifications, completed and return only additional certifications found in this section in addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov.
(e) When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102.
One copy of the SF1442 is required to have an original signature.
(f) All amendments to the solicitation must be acknowledged

5. Joint Venture Requirements - Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the System for Award Management (SAM) database. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration ( IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration (SBA) and not the Contracting Officer.

Spec 01 35 26 (para. 1.6.1.1.1) states that the SSHO may also serve as the QC Manager duties but may not serve as the Superintendent. However, Spec 01 45 00.00 10 (para. 3.4.2) states that the QC Manager is assigned as the CQC
Manager but has duties as project superintendent in addition to quality control. In addition, Spec 01 00 00 (para.
1.38.1, Key Personnel Description, states: “An individual Key Team Member may not hold more than one key role.”
This is followed by the minimum qualifications for Project Manager, Site Superintendent, Quality Control Manager, and Safety Manager. Please clarify the project requirements for the QC Manager, SSHO and Superintendent).

It appears that the note in section 01 00 00 – “An individual Key Team Member may not hold more than one key role” contradicts language in spec 01 35 26.
Atkins understanding is that per 01 35 26 – The Quality Control Manager and Site
Safety and Health Office can be the same person, but there needs to be a separate Project Superintendent.
Section 01 45 00.00 10 does not specifically mention “Quality Control Manager”, it states that the Contractor Quality Control manager also has superintendent duties. Meaning observation and inspection of site work, production of reports and is on site at all times during construction. Atkins understanding is that there is no difference between a Quality Control Manager and a Contractor Quality
Control Manager.

Should coatings on concrete be polyurea on the interior and bituminous coating on the exterior? These are preferred practices in many communities in Michigan due to constant expansion-contraction of concrete tanks susceptible to toxins including phosphates, sulfuric acids, cleaning agents, and petroleum products. Epoxy coatings have been defined as too hard-brittle to survive in extreme temperature conditions. Cracking can occur and lead to premature failures on concrete designs (see recommended Concrete GI Spec).

Per FAR requirements, the drawings & specifications do not name specific manufacturers or products. The drawings and specifications include salient characteristics of products and materials crucial to the performance of the product. If a submitted product meets or exceeds the performance of the product provided as the Basis of Design, it can be evaluated through the submittal process.

Base Bid Fire Alarm Mass Notification: The design documents indicate clear and amber strobes; clear for fire alarm and amber for mass notification. This is an antiquated approach to mass notification design and no long supported by the DoD, i.e., USACE, USAF, NAVFAC, etc. Refer to Engineering and Construction Bulletin ECB-2022-05 rev 2 Mass
Notification Requirements. Please confirm amber strobes are required. Note that LED MNS text signs at each exit door should be provided in lieu of amber strobes.
FIRE ALARM
As per Engineering and Construction Bulletin ECB-2018-17 Rev 3, Amber strobes must no longer be used in new mass notification systems. In lieu of amber strobes, clear or white strobes marked with the word “ALERT” must be used for new mass notification systems. Clear or white strobes must be provided for shared use by the facility’s combination mass notification and fire alarm system.
The clear or white strobes are activated in conjunction with voice messages over the mass notification or fire alarm system. Drawings will be updated accordingly to include this modification.

Base Bid Fire Alarm Mass Notification: The proposed layout for notification appliances (i.e., speaker/strobes) does not appear to follow general guidelines and industry standards for a system required to achieve prescriptive audibility and voice intelligibility requirements. For example, there are occupiable spaces within the facility that do not have notification appliances. With the doors closed, it is unlikely these spaces will pass acceptance testing. Per NFPA 72, the ownness is on the Designer of Record to establish the acoustically distinguishable spaces. Please confirm the spaces without notification appliances are except from audibility and voice intelligibility requirements.
FIRE ALARM
The Fire Alarm drawings are scheduled for revision to include a speaker/strobe in
Offices. However, it's important to note that not all small spaces or offices will require a visible notification appliance, as outlined in UFC 3-600-01 9-18-6.3 (I).
Additionally, while the provided Fire Alarm drawings encompass the design intent, the contractor is required to furnish shop drawings that specify the final quantity, location, and calculations.

Base Bid Fire Service Entrance: The fire service backflow preventer is downstream of the fire pump. Please clarify if the fire pump must be dual listed for both fire protection and domestic service.
FIRE PROTECTION /
PLUMBING
The fire pump selected as the basis of design is NSF 61 certified, so it is safe to use with a potable water service. The pump selected for installation must be NSF
61 certified. UFC 03-600-01 requires the backflow preventer to be installed after the fire pump.
