BIDDER RFI 2024
| MIARNG Readiness Center - BIDDER RFI LOG 2024 | |||||
| # | DATE | RFI DETAIL | Primary Discipline | Response | Response Date |
| 001 | 1/9/24 | The solicitation states that the price shall be good for 60 days, while the Site Visit slides state 90 days. Please clarify. |
| MIARNG | Questions regarding the solicitation process or schedule and other contractual items will need to be responded to by MIARNG. | 1/12/24 | |||
| 002 | 1/9/24 | Please advise what the time frame is for award of the option(s) and any resulting project schedule extensions if they are not all awarded at the same time | MIARNG | Questions regarding the solicitation process or schedule and other contractual items will need to be responded to by MIARNG. | 1/12/24 |
| 003 | 1/9/24 | Spec 01 35 26 (para. 1.6.1.1.1) states that the SSHO may also serve as the QC Manager duties but may not serve as the Superintendent. However, Spec 01 45 00.00 10 (para. 3.4.2) states that the QC Manager is assigned as the CQC Manager but has duties as project superintendent in addition to quality control. In addition, Spec 01 00 00 (para. 1.38.1, Key Personnel Description, states: “An individual Key Team Member may not hold more than one key role.” This is followed by the minimum qualifications for Project Manager, Site Superintendent, Quality Control Manager, and Safety Manager. Please clarify the project requirements for the QC Manager, SSHO and Superintendent). | MIARNG | It appears that the note in section 01 00 00 – “An individual Key Team Member may not hold more than one key role” contradicts language in spec 01 35 26. |
Atkins understanding is that per 01 35 26 – The Quality Control Manager and Site Safety and Health Office can be the same person, but there needs to be a separate Project Superintendent.
Section 01 45 00.00 10 does not specifically mention “Quality Control Manager”, it states that the Contractor Quality Control manager also has superintendent duties. Meaning observation and inspection of site work, production of reports and is on site at all times during construction. Atkins understanding is that there is no difference between a Quality Control Manager and a Contractor Quality Control Manager.
| Final response and decision to be confirmed by MIARNG. | 1/12/24 | |||||
| 004 | 1/9/24 | Drawing CS503 shows chain link fence details but no chain link fence is found on the drawings. Please advise. | CIVIL | Please refer to sheet OLI705 & OLI706. Optional line item drawings for the project are located at the back of the drawing set starting from OLI700 - OLI786. | 1/12/24 | |
| 005 | 1/9/24 | Please confirm that the project is tax exempt per Spec 01 00 00. | MIARNG | Questions regarding the solicitation process or schedule and other contractual items will need to be responded to by MIARNG. | 1/12/24 | |
| 006 | 1/9/24 | Please consider allowing submittal of the Bid via email. Typically, trades do not provide their bids until late in the process, making it difficult to copy, bind, and deliver the Bid documents. | MIARNG | Questions regarding the solicitation process or schedule and other contractual items will need to be responded to by MIARNG. | 1/12/24 | |
| 007 | 1/10/24 | DMI Metals - I recently viewed the Readiness Center project in Grayling, MI and am interested in quoting the standing seam roof. Your name was listed as a contact, and I was wondering if Substitution Requests are acceptable. | MIARNG | Per FAR requirements, the specs do not name specific manufacturers or products. The specs include salient characteristics of products and materials. If a specific product meets the listed characteristics, then a it can be evaluated during the submittal process. | 1/12/24 | |
| 008 | 1/12/24 | Should coatings on concrete be polyurea on the interior and bituminous coating on the exterior? These are preferred practices in many communities in Michigan due to constant expansion-contraction of concrete tanks susceptible to toxins including phosphates, sulfuric acids, cleaning agents, and petroleum products. Epoxy coatings have been defined as too hard-brittle to survive in extreme temperature conditions. Cracking can occur and lead to premature failures on concrete designs (see recommended Concrete GI Spec). | PLUMBING | Per FAR requirements, the drawings & specifications do not name specific manufacturers or products. The drawings and specifications include salient characteristics of products and materials crucial to the performance of the product. If a submitted product meets or exceeds the performance of the product provided as the Basis of Design, it can be evaluated through the submittal process. | 1/16/24 | |
| 009 | 1/12/24 | Are HDPE solutions acceptable as alternatives for the grease interceptor and oil separators? Fully welded designs using dual-wall construction are better for long-term structural durability, leak-free performance, and chemical resistance. | PLUMBING | Per FAR requirements, the specs do not name specific manufacturers or products. The specs include salient characteristics of products and materials. If a specific product meets the listed characteristics, then a it can be evaluated during the submittal process. | 1/15/24 | |
| 010 | 1/12/24 | Per S-201 and A-123 a prefabricated canopy on the south elevation is by others. If the Contractor installs framing with metal deck for this canopy, please provide details | ARCHITECTURE / STRUCTURE / PLUMBING | Atkins will provide drawings and specs as needed in an addendum. | 1/12/24 | |
| 011 | 1/12/24 | Per details on A-451 all shower cabins are wall fiberglass commercial showers. No spec found neither in architectural nor plumbing sections. Please clarify | SPECS | Atkins will provide revised specs in an addendum. / Shower walls can match shower pan material | 1/15/24 | |
| 012 | 1/12/24 | What is the thickness of stone beneath slab-on-grade? Drawing S-111 refers to Geotechnical Report, but no Geotech Report included in RFP | MIARNG | Geotechnical report which is in the design report can be made available by MIARNG. | 1/15/24 | |
| 013 | 1/12/24 | Please provide Food Service drawings. Spec 1106 40.13, 1.2.3 classified responsibilities of all parties, but section 2.1.2Food Service Equipment Schedule does not show this classification. Please advise. | SPECS | Please refer to sheet A-402 for kitchen equipment layout and equipment list. All food service equipment is contractor furnished and contractor installed unless otherwise noted as NOT IN CONTRACT on the kitchen equipment list. Atkins will update specs to remove Food Service Equipment Schedule. | 1/16/24 | |
| 014 | 1/18/24 | Base Bid Fire Alarm Mass Notification: The design documents indicate clear and amber strobes; clear for fire alarm and amber for mass notification. This is an antiquated approach to mass notification design and no long supported by the DoD, i.e., USACE, USAF, NAVFAC, etc. Refer to Engineering and Construction Bulletin ECB-2022-05 rev 2 Mass Notification Requirements. Please confirm amber strobes are required. Note that LED MNS text signs at each exit door should be provided in lieu of amber strobes. | FIRE ALARM | As per Engineering and Construction Bulletin ECB-2018-17 Rev 3, Amber strobes must no longer be used in new mass notification systems. In lieu of amber strobes, clear or white strobes marked with the word “ALERT” must be used for new mass notification systems. Clear or white strobes must be provided for shared use by the facility’s combination mass notification and fire alarm system. The clear or white strobes are activated in conjunction with voice messages over the mass notification or fire alarm system. Drawings will be updated accordingly to include this modification. | 1/19/24 | |
| 015 | 1/18/24 | Base Bid Fire Alarm Mass Notification: The proposed layout for notification appliances (i.e., speaker/strobes) does not appear to follow general guidelines and industry standards for a system required to achieve prescriptive audibility and voice intelligibility requirements. For example, there are occupiable spaces within the facility that do not have notification appliances. With the doors closed, it is unlikely these spaces will pass acceptance testing. Per NFPA 72, the ownness is on the Designer of Record to establish the acoustically distinguishable spaces. Please confirm the spaces without notification appliances are except from audibility and voice intelligibility requirements. | FIRE ALARM | The Fire Alarm drawings are scheduled for revision to include a speaker/strobe in Offices. However, it's important to note that not all small spaces or offices will require a visible notification appliance, as outlined in UFC 3-600-01 9-18-6.3 (I). Additionally, while the provided Fire Alarm drawings encompass the design intent, the contractor is required to furnish shop drawings that specify the final quantity, location, and calculations. | 1/19/24 | |
| 016 | 1/18/24 | Base Bid Fire Alarm Mass Notification: The design documents do not show addressable input modules to monitoring the fire pump system as required by NFPA 20. Please clarify if the fire pump is required to be monitored by the fire alarm system. | FIRE ALARM | Yes, FACP needs to monitor the Fire Pump. Control modules need to be included in drawings for the Running/Lost of Phase, Phase Reversal, test Header. Refer to the revised drawings. | 1/19/24 | |
| 017 | 1/18/24 | Base Bid Fire Service Entrance: The fire service backflow preventer is downstream of the fire pump. Please clarify if the fire pump must be dual listed for both fire protection and domestic service. | FIRE PROTECTION / PLUMBING | The fire pump selected as the basis of design is NSF 61 certified, so it is safe to use with a potable water service. The pump selected for installation must be NSF 61 certified. UFC 03-600-01 requires the backflow preventer to be installed after the fire pump. | 1/19/24 | |
| 018 | 1/18/24 | Base Bid Fire Protection: Wafer style check valves are annotated on Detail 2 on sheet F-401. Please confirm wafer style check valves are permitted; swing type check valves with removal face plate for internal inspection are more commonly used in the fire protection industry. | FIRE PROTECTION | The wafer-style check valve indicated on the riser is commonly used on the FDC inlet in our experience. A swing-type check valve is also acceptable at this location if there is sufficient space in the piping assembly for it. | 1/19/24 | |
| 019 | 1/18/24 | Option 3: Please clarify if the HVLS fans must shut down upon the detection of fire sprinkler waterflow as required by NFPA 13. | FIRE PROTECTION | Yes, control monitors must be added to shut down the HVLS fans upon a waterflow alarm. | 1/19/24 | |
| 020 | 1/18/24 | Option 3: Please confirm carbon monoxide detection is required in the Training Workbays per NFPA 72. | FIRE ALARM | An existing CO Detection system is specified in the Mechanical plans OLI730. The purpose of this system is to ensure low levels of CO in the training bay. This system will operate independently. | 1/19/24 | |
| 021 | 1/18/24 | Option 4: Please clarify if the emergency generator controller must be monitored by the fire alarm system as required by NFPA 101; 9.1.3.2. | FIRE ALARM | Yes, the FACP needs to monitor the new generator. Please refer to Key Note #9 on sheet OLI785, where we specify the installation of conduits and control wiring between the generator and FACP. | 1/19/24 | |
| 022 | 1/18/24 | Where are mesh partitions needed? | ARCHITECTURE | Please refer to sheet OLI740 | 1/19/24 | |
| 023 | 1/18/24 | Please provide door and shutter specs. | SPECS | Atkins will provide spec section for window counter doors in an addendum | 1/19/24 | |
| 024 | 1/18/24 | For the alternate on the training bay fire protection, is that entire area getting sprinkled or just the north half? | FIRE PROTECTION | The entire area receives fire suppression. The entire building receives fire suppression. Apply coverage based on Hazard Classifications indicated under Fire Protection Data on sheet F-001. AtkinsRéalis only presented the most remote area that was used to prepare hydraulic calculations. | 1/22/24 | |
