MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Conference for Solicitation W912JB-19-B-5001, Project No. VGLZ 152028:

REPAIR NW SEWER LINE.

1. Site visit held this date at the Contracting Division conference room commencing at: 10:00AM in conjunction with subject Request for Proposal. For list of attendees see sign in sheet.

2. Contract Specialist David Brown introduced himself, Mike Anderson and Darren Burton from the government’s team for the project. Steven Stocking was introduced as the Contracting Officer.

A. PROJECT DESCRIPTION:

This project generally consists of installing approximately 2,688 feet of 15 inch diameter PVC truss gravity sanitary sewer and other appurtenant work in order to abandon an existing sanitary pump station and force main at Selfridge Air National

Guard Base Michigan. The work includes but not limited to tapping into an existing sewer at the north end of the project and constructing approximately 13 sanitary manholes along the alignment. Two metering manholes are also included in the work with one being for future installation of the metering facility and one to be constructed with the required metering and sampling equipment, protective shelter with required electrical equipment and electrical service.

3. Bids are due NLT Tuesday 30 July 2019 at 2:00PM local time. Offerors are to hand carry bids to 127 MSC Lobby/Conference Room and deposit bids in a bid depository. Offerors are advised that this project is not currently funded and that offers must be good for 90 days.

a. Project Magnitude is between $1,000,000.00 and $5,000,000.00

b. After the notice to proceed is issued the project has a performance time of 270 calendar days for project completion.

c. A Site Visit will be held immediately after this pre-proposal conference at the construction site.

d. When amendments are issued they will be posted to the FBO website.

e. Bid, Payment, and Performance Bonds will be required for this project based on

Independent Government Estimate.

f. Liquidated damages are not applicable to this project.

g. Warranty of Construction clause is incorporated and applies to this project.

h. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate. Currently DBA MI180091 Mod 6 dated 10 August 2018.

i. Safety measures are always a part of Government contracts and the Army Corp of

Engineers manual is incorporated in the contract.

j. RFI procedures were reviewed as follows:

i. Email technical questions in RFI format to the Contracting for resolution.

ii. All RFI questions and answers will be emailed out as soon as possible.

k. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.

l. This requirement is currently funded.

4. The project description was stated in the FBO announcement package repair NW sewer project announcement notice sent out with the Notice of Solicitation Form on 19 June 2019.

5. Any project specific questions were referred to the RFI submittal process. It was advised that any changes would be issued with an addendum. Other items discussed were the need to resubmit base access request for attending the bid opening, and that only hard copy bids sent by mail or hand carried would be accepted.

6. The site visit concluded at 11:00am on Tuesday 16 July 2019.
