QUESTIONS AND ANSWERS RELATED TO:

SOLICITATION W912J6-12-R-0002

Make Sure You Have the Latest Version of this Web Page “Refresh” or “Reload” Dated 28 Feb 2012

1. Q. How do I access the files/documents for the Project?

A. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, Defense Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084; or telephone (616) 961-4358, toll free (800) 352-3572; or email jcp-admin@dlis.dla.mil.

2. Q. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.

A. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (3 to 5 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.

A. Specification Section 045000 – Terra Cotta Panel and Baguette Louver System covers the architectural terra cotta baguette sunshades. This section is included in the Issued for Bid documents.

7.Q. Detail 6/S-511 and 3/A-541 gives conflicting size on shower partition support members. Please clarify.

A. Detail 3/A-541 will be deleted in a forthcoming Addendum.

7.Q. Section 012300 – Optional Bid Items OBI #1 – Price for providing all work in connection with the Auditorium Balcony… Plan Page I-410 shows that there are (2) fixed seats on the first floor that are labeled OBI #1 and in the Tabulation Box, it says that OBI #1 seats for the first floor is 314.

8.Q. Regarding the IBCT Readiness Center Door Schedule:

Doors # 1013I & 1013J appear on the door schedule, but do not appear on the floor plans. I believe these openings are at doors # 1241A & 1242A. Please clarify.

Please clarify the thickness of the existing pavements (AC & Concrete) that are to be demolished. Would you provide a specification for Sheet # C-010.

A.

Existing pavement thicknesses can be determined in the review of the Geotechnical Report located in Section 311001 ―Project Soils Report and Logs‖ of the specifications.

General specifications for Sheet C-010 can be found in Section 311000 ―Site Clearing‖, Section 15240 ―Construction Waste Management‖, and Section 17310 ―Cutting and Patching‖.

12.Q. Need clarification on Section 102800 – Toilet, Bath & Laundry Accessories; 12.Q. Specs call for one type of mirror Bobrick Model #B-290, which is a framed mirror. The plans are also calling for a “frameless” mirror. Is this mirror a part of this section? If so, what model does the end user require?

A.

Framed mirrors are specified in Section 102800 – TOILET, BATH AND LAUNDRY ACCESSORIES. Framed mirror information is also included in Section 088300 – MIRRORS.

A lavatory mounted soap dispenser will be added to Specification Section 102800 in a forthcoming Addendum.

Need Clarification on Section 102113 – Toilet Compartments:

15.Q. Specs call for “Floor-to-Ceiling” style. The plans are asking for “Overhead Braced”. Which style is required?

The specifications are correct. Toilet Compartments are “Floor and Ceiling Anchored”.

16.Q. As you can see, even with numerous guides and specifications, there are no precise guidelines regarding concrete temperatures or discharge times, it is left to the discretion of the purchaser. We are already doing the typical concrete temperature control procedure. The greatest concern on high concrete temperatures is lower strength due to water demand and hydration rates.

We respectful request waiver of the maximum concrete temperature specified. Instead we suggest maximum concrete temperature of 95oF provided the concrete is still workable.

The maximum temperature of concrete shall be increased to 95° F, provided the concrete is workable.

17. Q, Reference: Underground Gas Tank

• First of all, we would like to know if an above ground tank is not an option. Underground tanks are difficult to maintain and would still require the same necessary set back requirements that an above ground tank requires. Also Oahu Gas Service (OGS) could rent the LP Gas Tank for the above ground tank. Please confirm.

A.

It is our understanding that an above ground LP Gas Tank presents a greater potential risk to the security and safety of the soldiers utilizing the facility and the building. For example, if an explosive device were detonated in the vicinity of an above ground tank, the explosion would be amplified. We do not recommend installing an above ground LP Gas Tank near this facility. Please bid the below grade LP Gas Tank as specified on the plans.

18. Q. When is the last day to receive questions?
