Offerors are advised the Government intends to make an award on the basis of initial proposals without conducting discussions with the offerors (other than communications conducted for the purpose of clarification); however, the Government reserves the right to conduct discussions if the Contracting Officer determines it necessary. Therefore, the initial proposal should contain the offeror’s best terms with respect to capability and price.

1.2.2 The Government reserves the right to discuss aspects of proposals with offerors in the competitive range, if one is determined to be necessary, upon completion of the evaluation.

Offerors are advised that the Government may make award without discussions, clarifications, or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most favorable terms from a price and technical standpoint. Offerors shall not assume that they will be contacted or afforded an opportunity to clarify, discuss or revise their proposals.

1.3 Time and Date Due. Both Volume I (Technical Proposal) and Volume II (Price Proposal) are due no later than the time and date specified in Block 13a. of the Standard Form 1442, Solicitation, Offer and Award, for this solicitation.

1.3.1 Proposals received by the Government after the date and time set for receipt of proposals will be handled in accordance with the requirements of Provision “52.215-1, Instructions to Offerors – Competitive Acquisition”.

1.4 It is the offeror’s responsibility to provide information and evidence that clearly demonstrates that it meets the capability requirements of this solicitation. Proposals that fail to comply with the proposal submittal requirements addressed in this section of the solicitation may be deemed unacceptable. Note: The Government may contact references submitted and may use information contained in its files or from other sources to verify information provided with the offeror’s proposals.

2.0 PROPOSAL SUBMISSION INSTRUCTIONS

2.1 General Requirements: The proposal shall be clear, concise and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how the Offeror intends to meet the requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offeror’s proposal.

2.2 Electronic submission: Proposals shall be submitted electronically via the Department of Defense Secure Access File Exchange (DoD SAFE) (https://safe.apps.mil/) service, see Section 00 21 16, Electronic Delivery of Proposals. Your proposal cannot be submitted until you receive the auto email notification from DoD SAFE notifying you that the Contract Specialist has requested a drop-off from you with the link to the drop-off. DO NOT include classified information in your proposal. The provided email link will only be valid for fourteen (14) days to drop-off your proposal, but proposals must be received by the due date and time for proposals set in the solicitation.

2.2.1 Proposals shall be prepared and submitted electronically in Portable Document Format (PDF). Other formats or file types will not be accepted. The PDF Files submitted should be marked with the Offeror’s name, solicitation number, and volume number. Electronic proposals shall be submitted in two (2) separate PDF files for two (2) separate volumes, as indicated below:

2.2.2 Each volume shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. It is recommended that the pages be https://safe.apps.mil/ formatted to standard letter size 8-1/2” x 11” or A4 using 12 characters per linear inch or equivalent as the minimum size standard for text. Volume I, Technical, shall not contain any reference to cost for this project. The total pages submitted for Volume I, Technical Proposal shall not exceed forty (40) pages. Each page should be numbered. Any pages over the prescribed limit will not be considered for evaluation.

2.2.3 The Government recognizes that offerors go to considerable expense to prepare proposals for this solicitation, so the Government prefers that proposals be practical. In short, the proposal shall completely and adequately address the requirements stated in solicitation. Proposal legibility, clarity, coherence, and contents are important. The technical proposal, Volume I of the Offeror’s proposal shall not exceed forty (40) pages. Do not include the front and back cover of the technical proposal in the forty (40) page count. However, all other pages, including Past Performance Questionnaire, will be included in the count. Since only the first 40 pages of the offeror’s technical proposal will be evaluated by the Government, it is highly recommended that the offeror number each page of the proposal. Proposal legibility, clarity, coherence, and contents are important.

2.2.4 Revised Proposal. Revised proposals will not be accepted unless specifically requested by the Contracting Officer. If the Contracting Officer decides to conduct discussions and requests revised proposals from the offerors; offerors shall ensure that all replacement pages are clearly marked “REVISED”, and shall show the date of revision.
