About this file
This memorandum from the U.S. Army Aeronautical Services Agency approves a permanent waiver request from the U.S. Army Installation Management Command to install light emitting diode lighting at various locations at Pope Army Airfield, including in the approach light system with sequenced flashing lights, runway end identifier lights, precision approach path indicator lights, runway edge lights, threshold lights, and airfield signs. It also grants approval to install these systems in lieu of a waiver. While a waiver is not required for the precision approach path indicator system on runway 05/23, one will be provided when the runway is used by turbojet or similar aircraft. The memorandum assigns responsibilities to the Pope Army Airfield manager to publish the new LED lighting locations, ensure any pilot concerns regarding night vision goggles are reported, periodically inspect and evaluate risk of the installed LED systems, and maintain a copy of the memorandum in airfield files.
The related federal contract opportunity is a solicitation by the Department of the Army Corps of Engineers Engineering District Savannah to remove and replace existing electrical equipment including airfield lighting and vault equipment and reconstruct runway 05-23 at Pope Army Airfield, North Carolina. The solicitation was posted on August 28, 2020 with a bid due date of October 15, 2020 at 1:00pm Eastern Time. The opportunity includes four drawings files, four specifications files, a construction entrance gate PDF, and a PowerPoint file comprising the entire solicitation package as amended.
