SECTION 01 00 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 GENERAL

1.1.1 Description of Work

The Contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to accomplish what the Statement of Work (SOW) calls for to be performed and provided (the Work).

All Work done shall conform to: the terms of the contract/task order;

applicable Government regulations and building codes individually referenced or not; manufacturers’ instructions; and generally-accepted standards in relevant design professions and building trades.

1.1.2 Complete Project

Documents the Government provides to the Contractor describing a project’s design intent and the Work are meant to convey what the Government expects and requires from the Work and to define a complete project. The Contractor is responsible to satisfy itself that what the Government provided does so, and to resolve any uncertainty as to this before committing to do the Work. Thereafter, any omission of express reference to specific services or materials reasonably inferred to fall within the project scope, or that are commonly understood within the applicable design profession or building trade as necessary to properly complete a project, will not relieve the Contractor of the responsibility to perform or provide such at no additional cost to the Government.

1.1.3 Location

Facilities to be constructed or altered are located at Pope Army Airfield, Fort Bragg, North Carolina. The Base is located approximately 10 miles northwest of Fayetteville, North Carolina. The work shall be accomplished on the Pope Army Airfield.

1.1.4 Free Zone for Construction on Airfield

The Contractor shall coordinate with the Contracting Officer and Fort Bragg's Department of Emergency Services to establish a "FREE ZONE" to accomplish construction activities on the airfield. Contractor shall be required to sign a Free Zone Procedures Agreement outlining the responsibilities associated with operating a Free Zone on the Airfield.

1.1.4.1 Example Free Zone Procedures Agreement

An agreement between _ {Insert Contractor Name} _ and the United States.

1. Intending to be legally bound, I hereby accept the obligation contained in this Agreement and its attachments in consideration of my being grated access to a Military Construction Project on Pope Army Airfield involving a Free Zone. Free Zones (zones containing no protection level resources) are areas established within a Restricted/Controlled area when construction projects and similar

SECTION 01 00 00 Page 1 activities make it in appropriate or impractical to apply normal circulation controls. I understand and accept that by being granted access to a Free Zone and having knowledge of Security Procedures, special confidence and trust shall be placed in me by the United States Government.

2. I understand that all personnel requiring unescorted access to the installation that does not possess a credential authorized to facilitate access must be vetted against government authoritative databases (AFI 31-113).

3. I hereby acknowledge that I have received security indoctrination concerning the procedures applicable to the Free Zone for the project that I am working on.

4. I have been advised that crossing a Free Zone boundary is prohibited unless specific written approval is granted or an escort is present. This boundary constitutes a legal "No Trespassing" area IAW Sec. 21 Internal Security Act of 1950; 50 U.S.C 797. If a "Restricted Area" boundary is crossed, the use of force, up to and including, deadly force or apprehension by Security Forces is authorized. Any breach of the Agreement may result in termination of access to the Free Zone and/or base barment. I recognize that nothing in this Agreement constitutes a waiver by the United States of the right to prosecute for any statutory violation.

5. I have read this Agreement carefully and my questions, if any, have been answered.

The Contracting Officer reserves the right to accept or reject any or all of what is proposed to be changed based on the design intent conveyed in the drawings and specifications, and the completeness and clarity of the request submittal.

For reasons of compatibility, and experience with certain critical existing equipment, systems, components, materials etc, the Government will not entertain requests to substitute others for those identified as “Base Standard” in project drawings or specifications. E.g., the Base Standard lock cylinder core is by Stanley-Best Access Systems and, unless otherwise noted, no submittal providing for a similar core by another manufacturer will be approved.

It shall be understood and agreed that any substitution of materials and/or equipment, if approved, will be made by the Contractor at no additional cost to the Government in consequence of it, regardless of any changes in connections, spacing, electrical service, or appurtenances the substitution may require.

SECTION 01 00 00 Page 9

Bragg DPW and the utility provider. The decision on when to have an outage (normal work hours, weekend, etc) will be based on the length of the outage and the normal business hours/hours of maximum usage for the facilities affected by the outage. Outages will be limited to a duration of 4 hours unless extenuating circumstances dictate otherwise.

1.6.3 Payment for Utility Services

The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract. When the permanent system is activated the initial meter reading shall be recorded and reported as specified below. On building renovation projects the initial meter reading shall be recorded when the contractor is given possession of the building to perform the work. The contractor shall pay for utilities consumed through the permanent building connection until the work has been completed or the government has occupied the facility, which ever occurs first.

1.6.6 Initial Meter Readings

Upon installation of the meter, the initial reading shall be recorded (in the presence of the Contracting Officer's Representative) and forwarded to the point of contact for utility service with a copy to the Contracting Officer's Representative.
