In order to help facilitate a more productive paving operation during the runway closure period, and to allow adequate time for evaluation, adjustment, and acceptance prior to the runway closure period, we recommend requiring test sections for drainage layer and concrete paving be successfully completed and accepted prior to beginning the 120 runway closure period.

Due to the data required to be generated and the review times associated with the test section reports, there could be up to 3 weeks of time lost to gathering and reviewing the test section reports for acceptance prior to beginning production placement of the drainage layer and concrete pavement, assuming the test sections are accepted on the submission. Requiring the test sections, and all associated uniformity testing and trial batches, to be successfully completed as a predecessor to closing the runway ensures an adequate review period and also more time for required adjustments prior to production paving, while ensuring that all parties are in agreement for acceptance of the pavement section in a more relaxed environment, without the added pressure from the expedited construction time for the runway closure.

This test section can be performed at a location off of the airfield and removed after full evaluation and acceptance.

Please consider making this a requirement to the project to ensure that all requirements are understood and can be met prior to closing the runway.

On: Sep 28 2020.

Government Response. . This response modifies specification section 32 13 14.13 paragraph 1.4.6.1. All other requirements apply.

The PCC Pilot Lane Test Section required by specification section 32 13 14.13 paragraph 1.4.6 and paragraph 1.4.6.1 shall be completed outside runway project limits at one of the available Contractor Staging areas identified in the plans, as approved by the government. Prior to PCC test section placement, the Contractor shall place drainage layer material on a prepared area in the storage area of sufficient width, length, grade and smoothness as can be expected in the project area to allow for a minimum 400-ft long PCC placement, and to simulate base layer condition for PCC production paving. Drainage layer width shall replicate the proposed minimum width needed for PCC placement and track-line. PCC Test Section may be completed during Mobilization or early during Stage 1. After test section acceptance, all drainage layer and PCC paving material shall be removed.

The PCC fill-in Lane Test Section required by specification 32 13 14.13 paragraph 1.4.6 and paragraph

1.4.6.2 shall be completed within the project limits after the first full accepted pilot lane or after multiple pilot lanes are placed.

Official Drainage Layer Test Section shall be completed on the finished cement modified subgrade within the production paving area above the separation layer geotextile fabric during Stage 1 per specification section 32 11 23.23. On: Oct 02 2020

As a result of Contractors being responsible for acceptance testing, Independent Commercial Laboaratory do not have the complement of Certified Asphalt Technicians. For proper placement of PCC Pavement, a trackline of minimum width of 36" should be constructed. In order to properly construct this trackline on the correct plane and grade, we recommend extending the stabilized drainage layer out to a distance of 36" beyond the edge of PCC Pavement. This would also require moving the outside edge of the perforated underdrain trench to 36" from the outside edge of PCC Pavement to ensure drainage into the underdrain trench. This does not appear to create any conflict with adjacent utilities or lighting infrastructure. Please confirm it is acceptable to shift the outside of the underdrain trench and outside of stabilized drainage layer to 36" outside PCC Pavement.
