SECTION 01 00 00 - GENERAL REQUIREMENTS

The following have been modified:

STATEMENT OF WORK

PN97338 Repair Pope Army Airfield Runway and Lighting System

The scope of work for this project is for the removal and replacement of existing electrical equipment, including airfield lighting and airfield lighting vault equipment and the reconstruction of Runway 05-23, Pope Army Airfield, NC full depth with Portland Cement Concrete (PCC) pavement and Hot Mix Asphalt (HMA) shoulders. Project repairs or repairs by replacement failing fixed wing runway. Project scope includes the removal and replacement of PCC runway shoulders and base course, removal and replacement of the failing asphalt concrete runway and base course, painting repaired runway and shoulders, placing erosion control measures and seeding all disturbed areas. Airfield lighting, airfield lighting building with emergency generator and communications infrastructure will be added to meet current codes as the entire runway is considered to be in a failing condition.

Pope Army Airfield at Fort Bragg is located within multiple urban areas with several PCC and HMA producers and contractors. Availability of quality materials and workmanship is not expected to be an issue. A desktop study of the suitability of the local aggregate sources to meet the UFGS specifications will be completed as the design progresses. The desktop study may not be able to gauge the ability of the local aggregate suppliers to meet project demand as this ability is contingent upon several factors, such as current workload and workload at the time this project is constructed. State highway construction may be at a peak or a lull, which could negatively or positively impact the ability of the suppliers to meet demand. Attempts will be made to determine the ability of supply to meet the project demand. The contractor should be encouraged at the time of contract award to begin stockpiling suitable aggregates at the proposed batch plant site in order to meet project demand.

The electrical components required for this project are typically manufactured on demand, with several items needing long lead time, such as airfield regulators and approach lighting equipment. Typically, these items are available for delivery within six (6) to eight (8) weeks of ordering after shop drawing review and approval. Components known to be dropped from manufacturing support will not be specified for this project. For example, the BRITE controller often used for landing zone (assault strip) lighting to reduce the number of circuits required to operate the lighting in both covert and overt modes is being discontinued by the manufacturer with support ending in approximately five years. This system will not be specified for use by the project to ensure the airfield has a final product with a long manufacturer support structure life.

To complete the work at the most accelerated pace, the contractor would be expected to work 6 or 7 days per week, 10 to 14 hours per day, with multiple demolition, electrical, and paving crews working simultaneously. Work inside the airfield lighting vault would also run concurrently with the runway work such that the runway circuits are powered from the reconfigured airfield lighting vault when it is re-opened.

The Contractor will be allowed to completely close Runway 05-23 to air traffic for the duration of the construction after all material submittal reviews and procurement of long lead time items has begun. An extended 120-180 day Mobilization phase will allow for these material submittals, mix design submittals, erection of the concrete batch plant and other contract related items. Once the runway is closed, Pope Army Airfield will be available only to rotary wing aircraft. While there will be no movement of fixed wing aircraft except under tow, the Contractor will not need to maintain cross-field access except for emergency responders from Ft.

Bragg Fire Department Station 7. The Contractor will be required to maintain continuous access across the field for fire truck and emergency responder access via aggregate surfaced roads through or around the construction zone. The Contractor will be required to coordinate these access routes and maintain them in a manner satisfactory to Fort Bragg throughout the duration of the construction.

Note: If there is a discrepancy between this summary scope of work and the plans and specifications, the plans and specifications will take precedence.
