The facilities shall be of semi-permanent construction which can be disassembled and removed from the site. Supply space shall be provided within one of the structures. Hangar access and parking aprons will also be constructed. The facilities will include the construction of a shielded Forward Operating Base (FOB) Mission Control System (MCS) with an associated communications tower and an emergency generator.
Specific Experience (paragraph letters below align with the solicitation evaluation criteria)
Topic
How experience gained on listed contract will enable successful performance on Large Aircraft Maintenance Hangar
x
a. Hiring / maintaining workforce
Due to last-minute requirements initiated by the customer after contract award, the FOB MCS and Comms Tower were modified to have a phased completion date prior to the remainder of the contract. We requested and received authorization to add night shifts, plus weekend/holiday/overtime work. Using our local labor broker, we hired nearly 100 additional laborers and mechanics. The man-hours worked during this phase increased from a typical 2000/week to 26000/week, an increase of more than 300%. We completed the FOB MCS and Comms tower 2 weeks ahead of schedule, allowing the customer to meet their emergency needs.
x
b. Long Lead Procurement
Procurement of the Comms Tower described above was originally scheduled for 4-months after submittal approval. We suggested that representatives from the Corps and other approving agencies meet at the fabricator’s plant to expedite review/approval. All concerns were addressed at the meeting, allowing fabrication to start much sooner than in the typical submit/approve process. In addition, we convinced the fabricator to support UAE national interests to expedite their fabrication and delivery.
x
c. Work Access
Because this example project was constructed on Al Dhafra AB, UAE, we have considerable experience obtaining work access for personnel, equipment, and materials. We applied for and received CMW certification without delays to the project. We were commended by the UAE authorities for our adherence to their security requirements.
x
d. Obtaining Permits and Approvals
See below concerning Permits / Approvals in UAE
x
Greater Weight a.Similar scope, $, complexity
The hangar access and parking aprons are similar to the airfield paving requirements of Large Aircraft Maintenance Hangar. The total paving of this contract, approximately $20M, is similar in magnitude to Large Aircraft Maintenance Hangar.
x
Greater Weight b. Working on UAE military installation.
Because this example project was constructed on Al Dhafra AB, UAE, we demonstrate our experience working on an existing military installation in UAE as a prime contractor.
x
Greater Weight c. Permits / Approvals in UAE
Because this example project was constructed on Al Dhafra AB, UAE, we worked all the permits and approvals through QCDD (Fire Protection), QEC (Building and Utility Permits), and/or Kharama (Electrical).
x
Greater Weight d. Overcoming challenges
As described above in the Long Lead Procurement section, we obtained approval for the Comms Tower in an innovative method, allowing fabrication to start much sooner than in the typical submit/approve process.
