SECTION 00 21 00 - INSTRUCTIONS
The following have been modified:

Section 4 – Performance. Offerors shall provide a specific narrative explanation of a. and b. below for each applicable project submitted. that includes the following: contract listed in Section 3 - Contract Description, describing the objectives achieved and detailing how the effort is relevant to the requirement of this RFP.
a. For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence.
The offerors shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for Waiver shall be addressed with respect to causes and corrective actions. The offerors shall also provide copy of any Cure Notices or Show Cause Letters received on each contract listed and a description of any corrective action implemented by the offeror or proposed subcontractor. The offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.
b. For all contracts, the offeror shall provide data on all manufacturing warranty returns. Data shall delineate total number of warranty returns, number of Could Not Duplicate (CND), number of failures attributable to GFE component failures, and number and nature of failures attributable to the offeror’s delivered product.

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to
(a) Commence work under this contract within 10 calendar days after the date the Contractor receives the Notice to Proceed,
(b) prosecute the work diligently, and
(c) complete the entire work ready for use not later than the dates listed below.
NOTE: ANTICIPATED NAVIGATION LOCK OUTAGES. All outages will begin and end on a Saturday unless notified otherwise by the Contracting Officer:
• Navigation Lock Outage 2025: 0600 8 March 2025 thru 2359 29 March 2025. All Navigation
Locks on the Columbia and Snake Rivers will be closed during this time.
• Navigation Lock Outage 2026: 0600 21 Feb 2026 thru 2359 28 March 2026. Applicable to Ice Harbor and McNary Locks and Dams, only. All other Navigation Locks on the Columbia and Snake Rivers will be closed for three (3) weeks in March. Dates are draft dates and will be finalized by end of March 2025.
• Navigation Lock Outage 2027: Dates and duration of outage for Ice Harbor Lock and Dam, only, will be similar to those for Navigation Lock Outage 2026. All other Navigation Locks on the Columbia and Snake Rivers will be closed for three (3) weeks in March. Dates are draft dates and will be finalized by end of April 2026.
• Navigation Lock Outages 2028, and 2029: Dates and durations of outages are typically 3 weeks long in March. All Navigation Locks on the Columbia and Snake Rivers will be closed during these times. Dates will be finalized approximately one year prior to beginning of each outage.
• Assume length of outages will not change. Any adjustments to starting and ending dates shall be at no additional cost to the Government.

OPERATIONAL RESTRICTIONS for additional information and restrictions, and paragraph

(3) The following applies to Contractor work on Navigation Lock Tainter Valve Replacement activities at each Project.

b. Once Government preparation of both tainter valves on a culvert for Contractor access is complete (see paragraph (5)a.), all replacement work on the pair must be complete within 120 calendar days.
c. Only one pair of Tainter Valves at the Operating Project, will be available for Contractor work at a time. A minimum of one pair of Tainter Valves on the same culvert must be replaced at a given Operating Project prior to the Contractor demobilizing from that site.
d. Both Tainter Valves on a culvert must be locked out while personnel are working at or below forebay elevation.
(4) The following applies to Existing Conditions metrology work. See SECTION 02 21 00.01 28
METROLOGY for additional metrology information:
a. Existing Conditions Metrology work must occur during Navigation Lock Outages, unless approved otherwise by the Contracting Officer. Once this work has begun at an Operating
Project, it must be completed prior to the Contractor demobilizing from that site.
b. The Contractor must leave the Operating Project site by the end of the Navigation Lock outage and will not be allowed back onsite for Existing Condition Metrology work until the next Navigation Lock outage.
Work at both of metrology work at each Operating Project a minimum of 60 calendar days prior to anticipated start Coordinate Contractor access dates c.
d. Little Goose and Ice Harbor Locks and Dams must be completed during Navigation Lock Outage 2025 between 0700 17 March and 1700 21 March 2025, unless approved otherwise by the Contracting Officer.
i. Complete all Existing Conditions Metrology work at these Operating Projects during this time. The Government will completely unwater the Navigation Locks. All tainter valves will be unwatered and available for Contractor work.
e. Work at Lower Granite and Lower Monumental Locks and Dams may occur, as coordinated, during any Navigation Lock outage.
a. The Government will remove Navigation Lock Tainter Valves from service in pairs (one fill valve and one drain valve on the same culvert), for Contractor work to be performed. These valves will remain out of service until all Existing Conditions
Metrology work associated with these valves is complete.
b. Only one pair of valves at a time will be available for Contractor work at a site, unless approved otherwise in writing by the Contracting Officer. Assume Navigation Locks will not be fully unwatered.
(5) The Contractor shall include the following Government activities and durations in their schedule:
a. Anticipate four (4) Government work days for the Government to prepare both tainter valves on a given culvert for Contractor access. See SECTION 01 57 30.00 28 DEWATERING OF
WORK AREAS, paragraph "Government Responsibility for Dewatering the Work Areas" for additional information.
b. Anticipate one (1) Government work day to return a culvert and pair of Tainter Valves to service prior to testing and commissioning activities, and prior to preparing a second culvert and pair of Tainter Valves for Contractor access.
(6) The following Tainter Valves have the potential for water engulfment during Navigation Lockages.
Contractor must exit valve pits during all lockages when working on these valves. See SECTION 01
14 00.10 28 PROJECT SITE RESTRICTIONS, paragraph "Tainter Valves Subject to Engulfment" for coordination of 10 hour lock outages, Mondays through Fridays, in support of work on these valves.
The Navigation Locks will remain in service for the duration of this contract with the exception of
Navigation Lock Outages identified above, and these temporary outages.
a. Little Goose Valves #1 through #4 (all).
b. Lower Monumental Valves #1 and #2.
c. Lower Granite Valves #1 and #2.
d. Ice Harbor Valve #2.
(7) Contractor work will not be allowed at Ice Harbor Lock and Dam during Navigation Lock Outages in 2026 and 2027.
(8) The Contractor shall complete cleanup and demobilization by not later than 15 calendar days after completion of Tainter Valve Replacement work at each Operating Project, with final cleanup and demobilization by not later than 15 calendar days after completion of all work in (1) above.
(9) The Contractor shall complete the final, approved submission of the following for each Operating
Project Site by not later than 30 calendar days after completion of work at each site. See SECTION
01 78 00.00 28 CLOSEOUT SUBMITTALS for additional information. See SECTION 01 78 23.00 28

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government as follows, $3,945.00 for each calendar day of delay until the work is completed or accepted. This applies to each pair of Tainter Valves, with associated operating systems, per Operating Site separately.
Little Goose and Ice Harbor Lock and Dams (FY25): $3,681/day
Little Goose Lock and Dam (FY26): $3,772/day
Lower Monumental Lock and Dam (FY27):$3,861/day
Lower Granite Lock and Dam (FY28): $3,959/day
Ice Harbor Lock and Dam (FY29): $4,186/day
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
