PART 1 GENERAL
This specification applies to rubber seals and rub bars for the Tainter valves, moving parts and linkages for the Tainter valves such as trunnion pins, pushrods,etc, and the bullnose modification (HLD).

1.3 SEAL INSTALLER QUALIFICATIONS
Contractor shall be trained and qualified by the seal manufacturer to perform required splicing and vulcanizing of the rubber seals. Contractor shall submit proof of training and qualification by the seal manufacturer 30 calendar days prior to performing splicing and vulcanizing of the rubber seals for this contract.

1.4 QUALIFICATION OF WELDERS AND WELDING OPERATORS
Qualification of welders and welding operators must conform to the requirements of SECTION 05 59 13.00 FABRICATION OF HYDRAULIC STEEL
STRUCTURES.
1.5 DELIVERY, STORAGE, AND HANDLING
1.5.1 General
Perform delivery, handling, and storage of materials and fabricated items conforming to the requirements specified. Protective wrappings and coverings must not be removed until immediately prior to use in the work.
1.5.2 Rubber Seals and Elastomeric Pads
Store rubber seals and elastomeric pads in a place which permits free circulation of air, maintains a temperature of 70 degrees F or less, and prevents exposure to the direct rays of the sun. Keep rubber seals and pads free of oils, grease, and other materials which would deteriorate the rubber. Rubber seals and pads must not be distorted during handling.
1.6 WARRANTY
Provide standard manufacturer warranty.
PART 2 PRODUCTS
2.1 MATERIALS
Submit system of identification which shows the disposition of specific lots of approved materials and fabricated items in the work, before completion of the contract. Furnish materials orders, materials lists, and materials shipping bills conforming with the requirements of SECTION
05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES.
Submit the following:

2.1.1 Metals
Structural steel, steel forgings, stainless steel, and other metal materials used for fabrication must conform to the requirements shown on the drawings and specified herein and in SECTIONS 05 50 03.00 28 MISCELLANEOUS METAL FABRICATION AND WELDING and 05 59 13.00 28 FABRICATION
OF HYDRAULIC STEEL STRUCTURES.
2.1.1.1 Structural Steel Shapes
Structural steel must conform to ASTM A709/A709M , Grade 50.
2.1.1.2 Steel Tubing
ASTM A519, seamless, outside diameter, inside diameter and nominal wall thickness as shown on the drawings.
Where ASTM A511/A511M GR S32550 is indicated, the following are acceptable:
a. Stainless steel piping, dimensioned as indicated, with an ultimate strength of 110 ksi.
b. Solid stainless steel bar stock with an ultimate strength of 70 ksi.
2.1.1.3 Steel Forgings
ASTM A668/A668M , Class A, carbon content not exceeding 0.35 per cent, and chemical composition which results in satisfactory weldability.
2.1.1.4 Stainless Steel Bars, Shapes, and Plates
ASTM A276/A276M or ASTM A240/A240M (plates only), UNS S 41000, UNS S 31603, UNS S 21800 Condition A, hot-finished or cold-finished, Class C; or ASTM A564/A564M , UNS S 17400, Condition A, age-hardened heat treatment, hot-finished or cold-finished, Class C. Finish must be hot-rolled, annealed or heat-treated, and blast-cleaned or pickled. Sheet and strip finish must be No. 1.
a. Keeper plates and bars for rubber seal assemblies must be UNS S41000 or S41008, unless noted otherwise.
b. Plate to be welded must be UNS S41008 (Type 410S, low carbon).

2.1.1.5 Stainless Steel Casting
Stainless steel casting must conform to ASTM A743/A743M , Grade CF3M.
2.1.2 Rubber Seals
2.1.2.1 General
Provide rubber seals of the mold type only, compounded of natural rubber, synthetic polyisoprene, or a blend of both. Rubber seal material may contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers.

* The "Water Absorption" test must be performed with distilled water. The washed specimen must be blotted dry with filter paper or other absorbent material and suspended by means of small glass rods in the oven at a temperature of 70 degrees C plus or minus 2 degrees C for 22 hours plus or minus 1/4 hour. The specimen must be removed, allowed to cool to room temperature in air, and weighed. The weight must be recorded to the nearest 1 mg as M subscript 1 (M subscript 1 is defined in ASTM D471).
The immersion temperature must be 70 degrees C plus or minus 1 degree C and the duration of immersion must be 166 hours.
Submit the following certifying the above physical characteristics:

2.1.2.2 Cladding of Rubber Seals
The valve vertical side J-bulb seals, and any other seals as indicated on the drawings, must have a polytetrafluoroethylene (PTFE) film bonded to the sealing surface of the bulb. The film must be between 1/32 inch and 1/16 inch thick and extend radially on the bulb a minimum of 135 degrees centered on the seal contact point. The PTFE film and the rubber seal must be molded together during the seal manufacturing process (not applied after seal molding). The tensile bond strength between the PTFE cladding and the rubber must be not be less than 30 pounds per inch as tested in accordance ASTM D413. Submit Seal Cladding Adhesion Test results from trimmings for every individual piece of seal. Submit material product data for PTFE cladding with the Seal Product Data which shows the cladding has the following physical properties:

The outside surface of the bonded film must be flush with the surface of the rubber seal and must be free of adhering or bonded rubber. Strips and corner seals must be molded in lengths suitable for obtaining the finish lengths shown on the drawings and with sufficient excess length to provide test specimens for testing the adequacy of the adhesion bond between the film and bulb of the seal. At one end of each strip or corner seal to be tested, the fluoro-carbon film must be masked during bonding to prevent a bond for a length sufficient to hold the film securely during testing.
2.1.3 Plain Elastomeric Pads
Provide plain elastomeric pads compounded of natural rubber, synthetic polyisoprene, or a blend of both. Physical characteristics of the seals must meet the following requirements:

2.1.4 FRP
Fiber Reinforced Polymer must conform to SECTION 35 05 40.17 28 for self-lubricated composite liner material.
2.1.5 UHMW-PE Sheets and Sleeves
Ultra High Molecular Weight Polyethylene (UHMW-PE) material must be a cross-linked polymer with a molecular weight equal to or greater than 4.5 million grams per mole, be formulated from 100% virgin material, and be resistant to damage from ultraviolet light (UV resistant).
2.2 SEAL FASTENERS
Submit the following:

2.2.1 Cap Screws and Bolts
All flat countersunk head cap socket screws and bolts must be hex drive, conform to the requirements of ASTM F879 and be countersunk between 1/32 inch and 1/8 inch below the surface unless otherwise noted. All cap screws must conform to the dimensional requirements of ASME B18.2.1 . Seal assembly bolts and screws must be stainless steel meeting the requirements of ASTM F593, Grade 1, composition UNS S31600. Bolts and screws that are tapped into structural members in lieu of nuts must be UNS S21800 stainless steel.
2.2.2 Nuts
Hex nuts must conform to ASTM F594 and to the dimensional requirements of ASME B18.2.2 . Nuts must be UNS S21800 stainless steel and nylon locking type.
2.2.3 Thread Locker
Provide thread locker for tapped bolts and screws. Thread locker must be marine grade anaerobic adhesive rated to establish a permanent joint.
Thread locker must be approved by the manufacturer for use with stainless steels.
2.3 FABRICATION
2.3.1 Detail Drawings
Submit detail drawings, including fabrication drawings, shop assembly drawings, delivery drawings, and field installation drawings, conforming to the requirements specified herein and in SECTIONS 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES and 05 50 03.00 28 MISCELLANEOUS
METAL FABRICATION AND WELDING.
Submit the following:

2.3.1.1 Fabrication Drawings
Fabrication drawings must show complete details of materials, tolerances, connections, and proposed welding sequences which clearly differentiate shop welds and field welds.
2.3.1.2 Shop Assembly Drawings
Shop assembly drawings must provide details for connecting the adjoining fabricated components in the shop to assure satisfactory field installation.
2.3.1.3 Delivery Drawings
Delivery drawings must provide descriptions of methods of delivering components to the site, including details for supporting fabricated components during shipping to prevent distortion or other damages.
2.3.1.4 Field Installation Drawings
Field installation drawings must provide a detailed description of the field installation procedures. The description must include the location and method of support of installation and handling equipment; provisions to be taken to protect concrete and other work during installation; method of maintaining components in correct alignment; plan for aligning valves and valve anchorage, which must include descriptions of connections, riggings, anchorages, and measuring equipment; and methods for installing other appurtenant items.
2.3.2 Fabrications
2.3.2.1 Trunnion Pins
Trunnion pins must be of ASTM A564/A564M , UNS S 17400, Condition A steel as shown on the drawings.

2.3.2.2 Seal Assemblies
Seal assemblies must consist of rubber seals, stainless steel retainer and spacer bars, and fasteners. Rubber seals must be continuous over the full length. Seals must be accurately fitted and drilled for proper installation. Bolt holes must be drilled in the rubber seals by using prepared templates or the keeper and foundation plates as templates.
Splices in seals must be fully molded, develop a minimum tensile strength of 50 percent of the unspliced seal, and occur only at locations shown on the drawings. All vulcanizing of splices must be done in the shop. The vulcanized splices between molded corners and straight lengths must be located as close to the corners as practicable. Splices must be on a 45 degree bevel relative to the "thickness" of the seal. The surfaces of finished splices must be smooth and free of irregularities. Stainless steel retainer bars must be field-spliced only where shown on the drawings and must be machine-finished after splicing.

2.3.2.3 Appurtenant Items
Cable attachment brackets, dogging brackets, side seal plates, sill beams, stop beams and other appurtenant items must conform to the requirements specified and shown on the drawings. The sealing surfaces of side seal plates and sill beams must be flush, straight, and free from offsets, warps, twists or other distortions.
2.3.3 Shop Assembly
Shop assembly requirements for tainter valves, anchorage assemblies and appurtenant items must be as shown on the drawings and specified herein and in SECTION 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES as applicable. Valves must be assembled completely in the shop to assure satisfactory field installation, unless otherwise noted. Valve, frame, guides, and appurtenant items must be assembled completely in the shop to assure satisfactory field installation, unless otherwise noted. The matchmarking of unassembled components must be carefully preserved until the components are assembled. Adequate support must be provided during assembly to maintain components within 1/16 inch of actual installation planes. Mating surfaces and machined surfaces must be coated with a rust preventive coating until assembled. Other connecting surfaces which are not required to be disassembled for shipment must be thinly coated with an approved rust preventive coating before being joined. Adjoining components and appurtenant items must be fitted and bolted together to facilitate field connections. Assembled components must be shop-welded in their final positions as much as delivery and field installation conditions permit. Rubber seals must be fitted and drilled to match the seal retainers on the valves, match-marked and removed for shipment.
Drilled slots for attaching seals must allow a minimum adjustment of plus/minus 3/8 inch . Shop assembly and disassembly work must be performed in the presence of the Contracting Officer unless otherwise waived in writing by the Contracting Officer. The presence of the Contracting Officer during assembly or disassembly will not relieve the Contractor of any responsibility under this contract.
2.4 TESTS, INSPECTIONS, AND VERIFICATIONS
Submit certified material test reports for all materials delivered to the site.
2.4.1 Shop Assembly And Tests
Shop assembled components must be inspected for accurate fit and compliance with dimensional tolerances. Submit a detailed report for each assembly documenting compliance with all required tolerances.
All seals are to be left long at each end and trimmed during installation.
Seals must fit to a snug tight condition once installed. The seals must be removed after shop installation and shipped loose.

2.4.2 Field Acceptance Testing
Sealing, guiding, and connecting surfaces must be inspected to determine if their planes are true, parallel, and in uniform contact with opposing surfaces. With the valve closed in the sealing position, the rubber seals and FRP rub pads (where shown) must be inspected to determine if they are in continuous contact with guides and seal plates. FRP rub pads must maintain contact tolerances through the entire range of valve operation.
It must not be possible to insert a feeler gauge of greater than 0.003 inch thickness at any point between bar seals and seal plates. Submit a detailed report for each valve documenting compliance with all required tolerances.

PART 3 EXECUTION
3.1 FABRICATION AND INSTALLATION
Fabrication and installation must conform with the requirements specified herein and in SECTION 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES or 05 50 03.00 28 MISCELLANEOUS METAL FABRICATION AND WELDING as appropriate. Valve and appurtenant items must be assembled for installation in strict accordance with the contract drawings, approved installation drawings, and shop match-markings. Bearing surfaces requiring lubrication must be thoroughly cleaned and lubricated with an approved lubricant before assembly and installation. Components to be field-welded must be in correct alignment before welding is commenced.
3.1.1 Embedded Metals
Frames, bases and other embedded metal items must be accurately installed to the alignment and grade required to ensure accurate fitting and matching of components. Embedded metals must be given a primer coat of the required paint on all surfaces prior to installation in concrete forms. Items requiring two concrete pours for installation must be attached to the embedded anchors after the initial pour, adjusted to the proper alignment, and concreted in place with the second pour. Welded field splices in sealing surfaces of embedded items must be ground smooth.
3.1.2 Valves
Valves must be assembled in the shop, except for bolted seal assemblies.
Field welding of valves is strictly prohibited. Temporary welds and bolts on the valves are prohibited unless shown and approved on the shop drawings submitted under SECTION 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES, and installed in the shop. Controlling dimensions and alignments must be checked and corrected as required before starting installation. Erection bolts, lugs and ties must be removed after installation is completed in accordance with the repair procedures in
SECTION 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES.
3.1.3 Appurtenant Items
Items to be embedded in second-pour concrete or grouted must be attached to anchors, aligned, leveled and rigidly blocked to prevent displacement during the placement of concrete or grout. Existing culvert liners and embedded sealing surfaces must be inspected and repaired as described in
SECTION 05 50 03.00 28 MISCELLANEOUS METAL FABRICATION AND WELDING.
Welded field splices in exposed metals must be ground smooth to assure proper sealing. Metal supports for rubber seals must be continuous and free of waves, winds and distortions. Rubber seals must be installed after the valve painting operations have been completed. Seals must be adjusted after installation so that they are slightly compressed in the closed, unwatered condition to prevent excessive depression and wear in the closed, watered condition.
3.1.4 Painting
Paint valves and appurtenances as specified in SECTION 09 97 02.00 28 PAINTING: HYDRAULIC STRUCTURES. Stainless steel keeper bars and hardware that are not welded to carbon steel need not be painted.
3.1.5 Seal Assemblies
3.1.5.1 General Installation
Rubber seal assemblies must be installed in coordination with the valve installation to ensure the seals are preset within tolerance. With the valve in the closed position and the culvert dewatered, the seals must be compressed against the embedded culvert liners and sealing surfaces between 1/32 inch and 1/8 inch. Match drill rubber seals to keeper plates and foundation plates. Apply thread locker to all nuts and tapped threads.
3.1.5.2 Side Seals and Rub Pads
The side seal foundation bars have slotted holes and FRP rub pads (if shown) for field adjustment. Provide extra bar material as noted on the drawings for field fitting to the existing culvert liners. See SECTION 01 91 00.00 28 INSTALLATION, TESTING AND COMMISSIONING for valve overall alignment and FRP rub pad contact requirements.
3.1.5.3 Electrical Isolation
Provide electric isolation between stainless steel seal components and carbon steel components. Isolation material must be suitable for continually submerged service, such as Ultra High Molecular Weight Polyethylene (UHMW-PE). Commercially available UHMW-PE isolation kits and gaskets may be used for this purpose.
3.2 OPERATING MACHINERY
Operating machinery must conform to SECTION 35 05 40.14 28 HYDRAULIC POWER
SYSTEMS FOR CIVIL WORKS STRUCTURES.
3.3 PROTECTION OF FINISHED WORK
Protection of finished work must conform to the requirements of SECTION 05 59 13.00 28 FABRICATION OF HYDRAULIC STEEL STRUCTURES or 05 50 03.00 28 MISCELLANEOUS METAL FABRICATION AND WELDING as appropriate.
