About this file
This document provides details for a federal construction contract opportunity for the McNary Exciters, Governors and Powerhouse Controls Upgrade project. The work includes upgrading digital governors and exciters on all 14 hydropower main generator units at the McNary Dam hydroelectric power plant, located in Umatilla County, Oregon. It also involves modernizing air compressors, replacing governor oil pumps, upgrading fiber optic communication networks and control systems, and modifying generator switchboards and control rooms. The contract value is estimated between $25-100 million. The performance period is 730 calendar days to complete the work in coordinated outage windows by January 2025. A site visit is available and security clearance is required for foreign nationals to attend.

Windage and Friction Loss by Deceleration Test HCP-TR-201102-A1 McNary Dam Project Test Report Unit 7
Record Of: Introduction
Customer Unit No. Serial Number Test Date U.S. Army Corps of Eng. 7 0600-118007 16-Jul-11 McNary Dam, Oregon
Test Reference: IEEE Std 115-1995 Clause 4.4.1, 4.4.2 and 4.4.9.3
234,535,000 lb.ft2 (WR2)
9,883,343 kg.m2 (GR2)
For this test, Unit # 7 was electrically connected to Unit # 8 and brought up to rated speed. After stabilizing for a period of 1 hour, the unit was taken to an overspeed condition and allowed to coast through rated speed. The time per each revolution was then recorded and the rate of deceleration determined as noted in the attached file.
Since it was not practical to uncouple, the turbine from the generator, the turbine losses are included in the data in this report. No effort has been made to separate the turbine losses from the generator losses that relate to windage and friction.
HCP-TR-201102-A1 McNary Dam Project Test Report Unit 7
Rating: 84 poles - 100000 kVA - 0.95 pf - 13.8 kV - 85.7 -3/60
Windage and Friction Loss by Deceleration Test
The Retardation method for losses was done in accordance with IEEE Std 115-1995, Section 4.4. The retardation rate was measured using an electronic counter as detailed in IEEE Standard 115-1995, Paragraph 4.4.9.3. Method 3.
Moment of Inertia
As the rotating exciter was removed from the turbine generator assembly, its moment of inertia (153,000 ft-lb2 as found in 1956 documents) was removed from the wk2 value of
234,688,000 lb-ft2 noted in the contract.
The windage losses in the unit are known to vary as a function of the air temperature.
As a result, efforts were made to vary the ambient air temperature in the generator housing to determine the relationship of housing air temperatures to the overall windage and friction losses.
For purposes of brevity, the detailed data from 3 runs is included here. The final results of all of the 8 mechanical (windage) runs is included in the summary section as a reference.

Bearing clearances are likely relaxed a bit from the historical data.
The oil grade used in the bearings may have changed.
The windage losses in this report are lower than those reported in the contract portion in Section 48 13 16.00 26. Factors that can affect the windage and friction losses include:
The historical runs do not appear to be temperature compensated, and they were clearly done with lower ambient and water temperatures. Bearing losses and generator windage losses as well as the windage losses in the runner would have been higher as a result.
The rotating exciter was removed eliminating that windage loss source. While not directly affecting the windage losses, the source of the excitation is now external to the unit, which would not have been the case during the early testing.

Customer Unit No. Serial Number Test Date U.S. Army Corps of Eng. 7 0600-118007 16-Jul-11 McNary Dam, Oregon
Test Reference: IEEE Std 115-1995 Clause 4.4.1, 4.4.2 and 4.4.9.3
For this test, Unit # 7 was electrically connected to Unit # 8 and brought up to rated speed. After stabilizing for a period of 1 hour, the unit was taken to an overspeed condition and allowed to coast through rated speed. The time per each revolution was then recorded and the rate of deceleration determined as noted in the attached file.
For the open circuit portion of the test, the unit voltage was increased to the specified values and allowed tro stay at those values during the deceleration.
The losses related to the open circuit condition are determined from the total losses, less the windage losses at the related air temperature and less the rotor field losses at that point in time.

The Retardation method for losses was done in accordance with IEEE Std 115-1995, Section 4.4. The retardation rate was measured using an electronic counter as detailed in IEEE Standard 115-1995, Paragraph 4.4.9.3. Method 3.
