1. OVERVIEW
1.1. Project Name and Description
The Walla Walla District (NWW), Motorola APX Series VHF Radios Supporting Little Goose Project Office.
1.2. USACE Division or District
This document is under the purview of the CENWW, hereafter referred to as the Client.
1.3. Points of Contact

1.4. Location of Work Performance
Little Goose Project Office US Army Corps of Engineers 1001 Little Goose Dam Road Dayton, WA 99328
1.5. Type of Facility and Duration of Use
US Army Corps Project Office, this facility supports flood control, fish and wildlife services, and recreational activities.
1.6. Period of Performance
Radios to be delivered in X amount of days after Notice to Proceed (NTP) is provided.
1.7. Security
All personnel working on this project will be required to follow any and all security and access rules and regulations (i.e., physical access or network access requirements) as set forth by the US Government in order to gain access to the USACE offices or systems to perform work assignments or for the delivery of equipment.
1.8. Safety
All work performed to be in compliance with USACE Safety requirements as detailed in EM-385-1-1. Any jobs involving climbing/fall protection additionally
Statement of Work 3 require the completion and submission of the USACE RF Safety Plan, a copy to be attached to the SOW if applicable. (Not applicable to this action).
2. SCOPE/OBJECTIVES
2.1. Background Information
The Little Goose Project Office in the Walla Walla District is requesting a price quote for sixteen (16) Motorola APX-1000 model 1.5 Portable radios with accessories. These radios will be used by Project personnel for daily operations and interoperability with any needed agencies in and around the Little Goose Project Office.
2.2. Project Objectives
Purchase, program and deliver sixteen (16) Motorola APX-1000 model 1.5 Portable VHF radios (with accessories). These radios will be programmed with the existing Army Corps VHF frequency listing currently being used at this location. The contractor will need to work closely with the Little Goose Project Office to obtain any additional listing of VHF frequencies and operational and technical requirements. The customer will need to review and approve frequency template PRIOR to the programming of any newly purchased radio. The radio will need to be properly optioned for VHF capabilities and matched to operate seamlessly with their existing radios. Once the code plug is created, radio cloning is an acceptable means of programming multiple units.
2.3. Services to be Performed
Purchase, program, and deliver sixteen (16) Motorola APX-1000 model 1.5 Portable VHF radio (with accessories). Additional radio accessories are identified below in Section 3.
Exact frequencies used by the Little Goose Project Office will need to be determined. A template radio provided by the Little Goose Project Office may be used for cloning.
Operational checks and equipment testing of the radio will be completed prior to customer close-out documentation.
3. CONTRACTOR RESPONSIBILITIES
1. The Contractor shall manage the Project and closely monitor key milestones.
2. The Contractor is responsible for developing and maintaining scheduling detail.
3. The Contractor shall present status of the schedule to the client when requested.

4. The Contractor shall be responsible for scheduling the visit with the client.
5. The Contractor shall be responsible for obtaining adequate security clearances, if required.
6. The Contractor shall be responsible for coordinating the Visitor Access Request (VAR) with the client prior to arrival.
7. The Contractor will obtain POC and IT Chief sign-off as a condition of project completion and acceptance.
8. The Contractor will be responsible for obtaining any necessary work or building permits and licenses, if required.
9. The Contractor will identify and record each radio with ACE-IT bar-tags provided by USACE.
3.1. Deliverables
Contractor shall prepare and deliver a cost proposal to the Client for the following:
Hardware:
1 – Sixteen (16) Motorola APX-1000 model 1.5 Portable radios
(H84KDFD9PW5 N).
2 – Sixteen (16) additional battery, standard issue type that comes with each APX Series radio (NTN9858C).
3 – Sixteen (16) Leather carry case with 2.5” swivel belt loop (NNTN4117)
4 – Sixteen (16) impress single unit charging cradle (WPLN4117R)
5 – Sixteen (16) IMPRES SPEAKER MIC W/VOL, IP57 (PMMN4046A)
Labor:
1 – Programming of radios with existing Army Corps VHF frequencies.
2 –Delivery of radios to NWW Little Goose Project Office
3 – Operational check and full equipment testing.
3.2. Schedules and Timelines
Actual delivery of equipment is dependent upon customer’s decision to proceed with purchase after obtaining original price quote, receipt of funding through proper channels, and equipment availability from the manufacturer at time of order execution.

3.3. Travel
The Contractor’s proposal shall include an estimate and the justification for any travel requirements (if needed) that may be related to the proposed solution.
3.4. Contractor Personnel
The Contractor’s proposal shall include (if needed) a list of the personnel working on this project and their contact information. Any travel and access to various sites/locations will need to be coordinated with District personnel.

3.5. Service Level Agreements
Installation and Support: ACE-IT will provide programming support and assume long term maintenance support for radio equipment delivered to the customer.
Hardware Warranty: Standard warranty support is requested.
4. CLIENT RESPONSIBILITIES
If requested, the Client will designate a representative who will be available at the site to answer questions and provide guidance.
4.1. Inspections and Acceptance
Client shall inspect all deliverables that the Contractor develops under this SOW and provide feedback and acknowledgement of acceptance of the deliverables.
Contractor shall inform Client of the date(s) for testing the system and a Client will inform the Contractor if the Client wishes to attend the test(s), (if required).
Client will participate in the Inspection and Acceptance meeting and if all is found to be satisfactory, will execute a signed document acknowledging completion of the project.
4.2. Daily Communications
It is anticipated that daily communication between government’s POC and the Contractor’s PM may occur. This communication can be by either email or telephone. Any project issues or delays to the schedule shall be communicated immediately.
4.3. Government-Furnished Equipment
Upon request, customer to provide an on-site template radio with existing frequency set, (if needed).
5. ADDITIONAL INFORMATION
Quote must be broken down by the following items, Equipment/supplies, on-site labor, travel labor and mileage. It must be identified if more than one technician is required.
The physical address of the shop from where the technician will be dispatched, must be included on the quote.

1. Overview
1.1. Project Name and Description
CENWK, Longview Lake Project Office: Provide a cost estimate to procure, program, deliver and test one Motorola 800 MHz APX4000, Model 2 Portable Digital Radio and one Motorola 800 MHz APX4500 Mobile radio (to be installed in a pickup truck.)

This document is under the purview of the Kansas City District, hereafter referred to as the Client.

1.4. Location of Work Performance
Longview Lake Project Office, 10698 E. 109th St, Kansas City, MO 64134.
1.5. Type of Facility and Duration of Use
Longview Lake, a 930 acre lake located in Kansas City, Grandview and Lee's Summit, MO, provides recreational facilities including camping, 14 picnic shelters, swimming beach, 27 hole golf course, softball fields, 6 miles of paved bicycle trail, equestrian show area and marina, all operated by Jackson County Parks and Recreation.
1.6. Period of Performance
Radios to be delivered in X amount of days after Notice to Proceed (NTP) is provided.

2. Scope/Objectives
2.1. Background Information
Office needs to procure one portable and one mobile 800 MHz radios to maintain communications between Lake Staff members and the Platte County Sheriff's Office (PCSO), Clay County Sheriff’s office (CCSO), Clay County Parks & Recreation (CCPR), & Jackson County Parks and Recreation. All four agencies have authorized the COE to use one of their 800 MHz radio talk groups to access local law enforcement for support via the Kansas City Mo Metropolitan Area Regional Radio System (MARRS). Longview Lake has applicable MOU’s with all parties concerned agreeing to this arrangement. Authorized talk groups are as follows:
1. Platte County Sheriff’s Off: (PC LAW1, PC FIRE1, PC FIRE2, FIRE TAC1, FIRE TAC2, PC COM1, & PC COM2).
2. Clay County Sheriff’s Off: (CLAY Mun & CCSO Disp)
3. Clay County Parks & Recreation: (CC Parks)
4. Jackson County Parks and Recreation: (Rec 1, 2, & 3) Uses AES encryption.
2.2. Project Objectives
To purchase, deliver, install and test the required mobile radio equipment at the Client site. Programming support will be provided by the PCSO.
2.3. Services to be Performed
A cost proposal to the customer for the following equipment:
One Motorola 800 MHz APX4000, model 2 portable radio w/accessories.
One Motorola 800 MHz APX4500 mobile digital radio w/antenna to be installed in accordance with the following instructions from the customer:
Vehicle:
a. One 2013 Chevrolet Silverado 1500, 4X4 (extended cab)

1) Install Motorola APX4500 (800 MHz) radio remotely mounted under the back seat. Control head to be located within reach of the vehicle operator centrally under the dash.
2) Install one additional 800 MHz vehicle antenna. Current mounting for the vehicle VHF radio antenna is thru-roof.
3) Install, connect, and test new power and coax leads.
3. Contractor Responsibilities
1. The Contractor shall manage the Project and closely monitor key milestones.

1. One Motorola 800 MHz APX4000 model 2 portable radio w/accessories.
2. One Motorola 800 MHz APX4500 mobile digital radio w/antenna, cables and connectors.

Deliverable #2 – Labor
1. Program both radios w/Law Enforcement frequencies. Install mobile radio in vehicle by radio subcontractor. Test to ensure they operate IAW manufacturer’s specifications.
2. Perform an equipment/systems operations check with assigned users to ensure that they understand all operational functions, procedures, and limitations.
Deliverable Schedule
Actual delivery of equipment is dependent upon customer’s decision to proceed, receipt and acceptance of customer funds, equipment availability from the manufacturer at time of order execution, and delivery coordination scheduling between the radio subcontractor and the site POC.
