1. General Workload Data Background
It has been identified through development of the ARSS Performance Work Statement that specific sections of the ARSS Service Portfolio would require supplemental information in order for the Contractor(s) to properly evaluate the requirements and gauge potential future workload efforts. This ARSS Workload Data attachment has a data collection period ending on 08 APR 2014 and was created to provide supplemental information to assist the Contractor(s) in more accurately shaping their proposals; i.e. by possible synergies with proper resources in the proper locations or roles, and efficiencies in an already mature corporate culture. It is by no means all inclusive for the requirements of the complete ARSS contract.
Generally speaking, the ARSS Service Portfolio area listed below is presented with current Contractor workload requirements reflected as an amount of Contractor Manpower Equivalents (CMEs). Figure 1-1 below includes an overall summary of the ARSS Service Portfolio area detailed within this attachment from the current USACE support model. It also takes into account diminishing workload from a major refresh of radio equipment that concluded in June 2014 and is not expected to repeat within the next 5 years. (i.e. 5-10 count per year of major effort as noted in the Surge section 2.4).

2. Radio Engineering Branch Workload Data
2.1. ACE-IT Radio Engineering Background and General Information
The ACE-IT Engineering & Design Division, Radio Engineering Branch supports technologic modernization and sustainment of the USACE infrastructure by providing engineering, testing, and architectural support in all ACE-IT Radio service areas. It reviews customer requirements and Statement of Work (SOW) responses to ensure proper engineering solutions; provides Bill of Material (BOM) in response to customer radio requirements; provides technical review in support of Radio Architecture and Strategic planning; ensures proposed infrastructure changes are thoroughly investigated and tested for compliance, performance, integration, and technical soundness. The Radio Engineering Branch is required to collaborate and coordinate with the various Enterprise Operations Infrastructure Teams providing IT Services for the USACE.
2.2. Radio Engineering Branch Workload Data
The workload of the Radio Engineering Branch continues to grow in support of and response to current and new customer requirements, and technologic modernization and sustainment for the USACE.
The incoming Contractor(s) will be responsible for the continuous development and maintenance of USACE radio infrastructure documentation, and adhering to DoD, Army, USACE, and ACE-IT regulations, policies, and standards, and to follow ACE-IT business processes to include Change, Release, and Configuration Management Processes.
Figure 2.2-1 below provides summaries of Radio Engineering Branch’s workload from May 2011 through Apr 2014 (3 years). Please note some incidents require response after core hours.
