The Government has identified the labor categories in this attachment may be necessary to meet this requirement; however, the Government is not limiting the offeror to these initially identified labor categories. The offeror should propose those labor categories that in their judgment best meet the requirements of the acquisition. A labor rate table template is provided in this attachment and is recommended to be utilized and completed by offerors as part of their proposals.

| Program Management | Program Manager /RF Engineer - Senior* | Responsible for all aspects of the development and implementation of assigned programs and provides a single point of contact for the programs. Experience in the radio frequency field and one year as a program manager or three years as a project manager, five years experience as an RF focused engineer, and experience on motorola land mobile radio system design. Conducts program meetings and is responsible for program tracking and analysis. Ensures adherence to quality standards and reviews program deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to program team. Recommends and takes action to direct the analysis and solutions of problems. |
| System Engineering | RF Telecom Engineer - Mid | Under general supervision, performs high-level RF systems analysis, evaluation, design, integration, documentation, and implementation of very complex land mobile radio (LMR), microwave, and Very Small Aperture Terminal (VSAT) that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of RF system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at the appropriate RF engineering solution. Engineer will have broad knowledge of IT Systems engineering. Systems include Land Mobile Radio (LMR) and other spectrum dependant systems including but not limited to Maritime, High Frequency (HF),conventional and/or trunked (end user only) Very High Frequency (VHF), Ultra High Frequency (UHF), 700-800 MHz, and Satellite Systems (excluding bandwidth), handheld, mobile (transportable, vehicular, watercraft/vessel), base, repeater, cross-banding equipment/interfaces, two and four wire remote control and/or console units, digital interface units (DIU) and other analog to digital conversion interfaces, radio telephone interconnects, public address systems, radiating coaxial systems, Radio over IP (RoIP), data repeaters, store and forward devices, fixed terrestrial microwave systems operating in the Federal 1.8, 4, 7-8 GHz Bands, shared unlicensed (spread spectrum) bands, Very Small Aperture Terminal (VSAT) Satellite Systems, Differential Global Positioning systems, Direct Readout Ground Station (DRGS) receivers/fixed dishes. Additionally included are systems’ software, antenna equipment and styles (directional, omni-directional, broadband, etc.) to include interconnected transmission medium including but not limited to coaxial, waveguide, etc.. Antenna equipment may be installed on buildings, towers, and telephone/monopoles. |
